Im Oktober finden in Wien, in der Steiermark und im Burgenland
Landtagswahlen statt, doch für den Wähler ist es unmöglich, die
Parteistandpunkte zu allen ihm wichtigen Themen zu recherchieren und mit
der eigenen Meinung zu vergleichen.
Die Wiener Netzkultur-Plattform Netbase realisiert dafür in
Zusammenarbeit mit der Donau-Universität Krems im Vorfeld der
Landtagswahlen im Oktober eine Online-"Wahlhilfe", die ab sofort im
Internet als "wahlkabine.at" zum Einsatz kommt. Es werden 25 Fragen zu
aktuellen Politikthemen in einem Bundesland gestellt. Die
Internet-Wahlkabine vergleicht die Mausklick-Antworten des
Internetnutzers mit den Positionen der Parteien und ermöglicht so jedem,
die persönliche Nähe zu deren Programmen auszuloten.
Die Online-Wahlhilfe ist unter http://wahlkabine.at zu finden, die
Wiener Ausgabe wird im Rahmen des Pressegesprächs mit den anwesenden
Journalisten durchgespielt.

Vielleicht gits doch noch ein paar sportliche
Erwerbsarbeitslose. Ich nutze meine frei
einteilbare Zeit um endlich mal durch sportliche
Tätigkeit so richtig fit zu werden und habe vor
kurzem mit dem Laufen angefangen und schon ganz
passable Strecken geschafft. Hat ja auch manchmal
seine Vorteile, nicht voll in der
Erwerbs(zwang/s)arbeit zu stecken.
Die Arbeitslosen bilden mit rund 300.000
MitarbeiterInnen ja mit Abstand die grösste
"Firma" in Österreich. Da sollte die "grösste
Firma Österreich" doch zumindest symbolisch am
"Business Run" am 1. September eine Teilnahme
schaffen. Ein Nenngeld von 45 Eur pro 3er-Team
ist zwar relativ günstig aber auch für breitere
Teilnahme eine Hürde, denn es kommt noch ein
Kaution von 25 Eur und 3 Eur Miete für Chips
hinzu. Anmeldeschluss ist der 25.8.2005. Jedes
Teammitglied (können auch Männlein und Weiblein
gemischt sein) hat 5 km zu laufen.
Ein Arbeitslosenteam sich dann sicher für eine
nette Presseaussendung verwerten ("Die grösste
Firma läuft erstmals mit" oder so .... ;-)).
Preisgelder werden netterweise VERLOST, also es
kommt nicht auf die sportliche Leistung an,
Hauptsache mann/frau kommt ins Ziel (Teams können
auch gemischt sein). Es gibt 5 Preise (von 1500
bis 300 Eur). 10.000 TeilnehmerInnen werden
erwartet, also beträgt die Gewinnchance immerhin
etwa 1 : 666. (Und somit besser deutlich als beim
Eurolotto ;-))
AMSand Leiberl wirds ja noch welche geben, nehme
ich an (besser noch: Kreierung einer "Firma" "Die
Arbeitslosen" oder so ...)

Die Bildung einer Arbeitslosen Sportgruppe, aber
auch anderer Gruppen, die bei Öffentlichen Events
teilnehmen, fände ich eine Möglichkeit, sich
öffentlich zu zeigen und auf die Gruppe der
Erwerbsarbeitslosen hinzuweisen und vor allem dem
Image, der armen, passiven Arbeitslosen entgegen
zu wirken. Das liesse sich auch unter dem Aspekt
der Anknüpfung an die Tradition der
Arbeitervereine der Zwischenkriegszeit sehen, als
die Österreichische Sozialdemokratie noch einen
gewissen antikapitalistischen und
emanzipatorischen Impuls hatte.

Molterer will GroßverdienerInnen durch Senkung
des Spitzensteuersatzes entlasten
Österreich ist Schlusslicht bei Gewinn- und Vermögensbesteuerung
Strikt abgelehnt wird von der Fraktion
Gewerkschaftlicher Linksblock im ÖGB (GLB) der
Vorstoß von ÖVP-Klubchef Wilhelm Molterer für
eine Senkung des Spitzensteuersatzes nach der
nächsten Nationalratswahl: „Die von Molterer
scheinheilig mit angeblicher
Leistungsfeindlichkeit begründete Maßnahme läuft
im Kern darauf hinaus, die GroßverdienerInnen und
Reichen steuerlich noch weiter zu
entlasten und dadurch den Steuerrucksack der
LohnsteuerzahlerInnen noch schwerer zu machen",
kritisiert GLB-Bundesvorsitzende Karin
Antlanger (BRV EXIT-sozial Linz).
Im Ergebnis würde mit einer solchen Senkung - die
übrigens schon im Koalitionsabkommen der jetzigen
Regierung angedeutet ist - damit
der Anteil der BezieherInnen mittlerer Einkommen
am gesamten Steueraufkommen noch größer als er
schon bisher ist. Wenn Molterer
klagt, dass derzeit 45 Prozent der
Lohnsteuerpflichtigen keine Lohnsteuer zahlen,
dann stellt sich umgekehrt die Frage, warum so
viele Berufstätige ein so geringes Einkommen
haben, dass sie aus der Besteuerung herausfallen.
Die Forderung nach einem Mindestlohn
von 1.300 Euro brutto für
Vollzeitarbeitsverhältnisse stellt sich daher
auch aus der Sicht der Finanzierung der
Staatsaufgaben.
Der Spitzensteuersatz ist seit 1993 per
Verfassungsgesetz mit der Kapitalertragssteuer
gekoppelt, die mit 25 Prozent nur halb so
hoch sein darf. Eine Senkung des
Spitzensteuersatzes wäre daher nur mit Zustimmung
der SPÖ möglich. Derzeit sind Einkommen bis
10.000 Euro steuerfrei, bis 25.000 Euro gilt der
Grenzsteuersatz von 38,33 Prozent (Durchschnitt
23 Prozent), bis 51.000 Euro 43,6
Prozent (Durchschnitt 33,5 Prozent) und für
Einkommen über 51.000 Euro - das betrifft derzeit
350.000 Personen - gilt der
Höchststeuersatz von 50 Prozent, wobei gerade
diese Gruppe via Steuerberater zahlreiche
Gestaltungsmöglichkeiten steuermindernd
nutzt.
Ein internationaler Vergleich zeigt, dass
Österreich keineswegs Spitzenreiter beim
Höchststeuersatz auf Einkommen ist: Frankreich
(57,6 Prozent), Dänemark (59,0), Schweden (57,0),
Belgien (56,4), Norwegen (55,3), Finnland (52,8)
und die Niederlande (52,0)
rangieren deutlich vor Österreich. Sich auf einen
Steuerdumping-Wettbewerb einzulassen - wie es die
Betreiber einer Senkung mit
Verweis auf die Flat-Tax in den Ostländern gerne
machen - bezeichnet der GLB als fatal.
Ein Vergleich der Steuerleistung zeigt, dass die
Lohnsteuer trotz der periodischen Reformen in den
Jahren 1989, 1994, 2000 und 2005
durch die „kalte Progression" innerhalb kurzer
Zeit wieder den vorherigen Stand erreicht und
daher die Lohnsteuerquote gemessen an
der gesamten Lohn- und Gehaltssumme von 1989 bis
2004 von 12,0 auf 18,0 Prozent gestiegen ist. Die
Lohnsteuer wächst auch bedeutend
stärker als die Lohnsumme, während die
Einkommensteuer deutlich weniger gewachsen ist
als die gewerblichen oder freiberuflichen
Gewinne.
Außerdem gehört Österreich bei der
Gewinnbesteuerung mit 4,7 Prozent aller Steuern
und Beiträge zu den EU-Schlusslichtern, der
Schnitt der EU-15 beträgt 8,6 Prozent, in
Luxemburg sogar 19,4 Prozent. Ähnlich ist es bei
den Vermögenssteuern, wo Österreich mit
einem Anteil von 1,2 Prozent am
Gesamtsteueraufkommen bei einem Schnitt der EU-15
von 4,9 Prozent und einem Spitzenwert in
Großbritannien von 11,9 Prozent absolutes Schlusslicht ist.
Während Molterer mit seiner Forderung die
Steuerleistung der Reichen noch mehr ausdünnen
will tritt der GLB dafür ein den
Spitzensteuersatz für die ganz großen Einkommen
anzuheben und deren Steuerschlupflöcher zu
beseitigen. Gleichzeitig soll auch die
von 34 auf 25 Prozent gesenkte
Körperschaftssteuer für Gewinne von
Kapitalgesellschaften wieder angehoben werden.
Notwendig ist
weiter die Aufhebung der Steuerprivilegien für
die Privatstiftungen und die Wiedereinführung der
Vermögenssteuer. Statt
Zinseinkommen unabhängig von ihrer Höhe
gleichmacherisch mit 25 Prozent
Kapitalertragssteuer zu belegen, sollen diese
nach dem
Einkommensteuergesetz besteuert werden. Weiter
aktuell bleibt die Forderung des GLB nach
steuerlicher Entlastung der unteren und
mittleren LohnsteuerzahlerInnen zur Stärkung
deren Kaufkraft und damit zur Belebung der
Wirtschaft.

Angriff von KDP-Milizen auf Shabak-Demonstration?
Laut einer Meldung der assyrischen Nachrichtenagentur AINA wurde am 15.
August eine friedliche Demonstration von Shabak im Norden des Irak von
Milizen der KDP angegriffen. Die Shabak sind eine religiöse Minderheit im
Norden des Irak, die teilweise eine Mischsprache aus Turkmenisch, Kurdisch
und Arabisch spricht. Wie einige andere Minderheiten des Irak sehen viele
Shabak sich in der Neugestaltung des Irak zu wenig berücksichtig. Siehe dazu

In Papua droht Eskalation der Gewalt
Während ein Friedensabkommen zwischen der Regierung Indonesiens und der
Bewegung Freies Aceh (GAM) in greifbare Nähe rückt, droht in West-Papua eine
Eskalation der Gewalt. Darauf macht die Nichtregierungsorganisation Watch
Indonesia aufmerksam.
Der Rat der indigenen Stämme (Dewan Adat Papua) habe beschlossen, der
Regierung in Jakarta das am 1. Januar 2002 in Kraft getretene
Autonomiegesetz "zurückzugeben" - aus Enttäuschung über die ausbleibenden
Erfolge der Sonderautonomie, die dazu dienen sollte, den Konflikt in Papua
friedlich zu lösen. Der Dewan Adat ruft für den 15. August zu friedlichen
Protestaktionen auf.
Die Bevölkerung Papuas sei von der ungenügenden Umsetzung der
Sonderautonomie enttäuscht. Weder die wirtschaftliche noch die soziale
Situation der Papuas habe sich seit Inkrafttreten der Sonderautonomie
verbessert. Watch Indonesia berichtet zudem von massiven
Menschenrechtsverletzungen durch Polizei und Militär.
Verantwortung tragen Jakarta und auch indigene Papuas
Verantwortung für die entstandene kritische Situation tragen nach Ansicht
von Watch Indonesia aber nicht nur Jakarta, sondern auch die Behörden in der
Region selbst, die von indigenen Papuas geleitet werden. So versickerten von
Jakarta zur Verfügung gestellte finanzielle Mittel in der Bürokratie.
Nun mache sich Nervosität breit. Laut Beobachtungen von Watch Indonesia hat
das Militär bereits massiv Truppen zusammengezogen. Watch Indonesia ruft
alle Seiten dazu auf, mit Besonnenheit zu handeln und einer Eskalation der
Gewalt mit allen Mitteln entgegen zu wirken.

Iran - China - Russland: Gesellschaft für bedrohte Völker fordert
konsequente Friedenspolitik
Als erfreulichen friedenspolitischen Schritt hat die Gesellschaft für
bedrohte Völker (GfbV) den Appell von Bundeskanzler Gerhard Schröder
an den amerikanischen Präsidenten George W. Bush begrüßt, keinen
Krieg gegen den Iran zu beginnen. "Wir vermissen aber eine deutliche
Absichtserklärung des Kanzlers, zukünftig auch gegenüber Russland und
China eine konsequente Friedenspolitik betreiben zu wollen statt
beide Großmächte bei kriegerischen Auseinandersetzungen indirekt zu
unterstützen", sagte der GfbV-Generalsekretär Tilman Zülch am
Donnerstag. "Wir bitten Schröder, für den Fall einer Fortsetzung
seiner Kanzlerschaft, deutlich zu machen, dass das totalitär regierte
China nicht länger das demokratische Taiwan bedrohen darf und dass
deshalb das EU-Waffenembargo gegenüber der Volksrepublik erhalten
bleiben muss. Außerdem darf die Freundschaft mit Russland nicht
länger so weit gehen, dass der Völkermord an bisher 200.000
Tschetschenen tabuisiert wird."

Aufstand an der Peripherie
Trotz des brutalen Vorgehens der Staatsmacht halten die Proteste in den
kurdischen Gebieten des Iran an.

An Selbstbewusstsein mangelt es den Vertretern des iranischen Regimes nicht.
»Bush sollte wissen, dass unsere Fähigkeiten viel größer sind als die der
Vereinigten Staaten«, sagte Hamid Reza Asefi, der Sprecher des
Außenministeriums, nachdem der US-Präsident die Anwendung von Gewalt zur
Verhinderung der iranischen Atomrüstung nicht ausschließen wollte. Auch die
EU reagierte mit Protesten auf die Entscheidung, die Urankonversion in der
Atomfabrik in Isfahan wieder aufzunehmen. Doch während das iranische
Atomwaffenprogramm nun im Mittelpunkt der internationalen Aufmerksamkeit
steht, ist das blutige Vorgehen gegen die Proteste iranischer Kurden bislang
unbeachtet geblieben. Dabei demonstriert die neue Führung derzeit, wie sie
auf die Demokratiebewegung zu reagieren gedenkt.
Begonnen haben die Auseinandersetzungen, die seit einem Monat andauern, am
9. Juli. Zuvor griffen Einheiten der »Revolutionären Garden« eine Gruppe
kurdischer Jugendlicher und junger Männer an, die sich um einen Brunnen in
der nordost-iranischen Stadt Mahabad versammelt hatten. Ohne Warnung
eröffneten die Garden das Feuer und verhafteten anschließend die teils
schwer verwundeten Männer. Der verletzte kurdische Menschenrechtsaktivist
Shivan Qaderi wurde in der Polizeihaft gefoltert und ermordet, seine Leiche
an ein Auto gebunden und durch die Straßen der Stadt geschleift. Damit
sollte die Bevölkerung der traditionellen Hochburg der kurdischen
Nationalbewegung eingeschüchtert werden.
Seither gingen in vielen kurdischen Städten Jugendliche auf die Straße, um
eine Untersuchung der Todesumstände Qaderis sowie die Bestrafung der Täter
zu fordern. Doch zunehmend richten sich die Proteste über die Ereignisse in
Mahabad hinaus generell gegen die repressive Politik in den kurdischen
Gebieten. Dort ist die Repression im Alltag wesentlich präsenter als in
anderen Teilen des Landes. So reagiert die Führung auch auf die jüngste
Protestbewegung mit deutlich größerer Härte.
Kurdischen Organisationen zufolge herrscht in den kurdischen Gebieten Irans
momentan ein nicht erklärtes Kriegsrecht. In den späten Abendstunden sollen
die Sicherheitskräfte Häuser stürmen, Jugendliche festnehmen und deren
Angehörige misshandeln. In den vergangenen Tagen wurden demnach in den
Städten Mahabad, Baneh und Saqqez mindestens 20 junge Kurden von
Sicherheitskräften ermordet. Zudem sollen bei den Protesten mindestens 50
verletzt und 300 verhaftet worden sein. In Oshnavieh wurde mit Jamileh
Khezri auch eine junge Frau von der iranischen Polizei erschossen.
In der Stadt Sanandaj wurden zahlreiche Menschenrechtsaktivisten
festgenommen, darunter die Frauen- und Menschenrechtlerin Roya Toluiy und
der Journalist Edjlal Ghawami. Begleitet wird die Bekämpfung der Proteste
von einer Kampagne gegen die kurdische Presse. Die beiden Zeitungen Asou und
Achti wurden geschlossen und einige Journalisten verhaftet.
Dennoch gehen die Proteste weiter. Andere Organisationen von Minderheiten im
Iran, etwa Vertreter der Araber in Ahwaz, erklären ihre Solidarität mit den
Protesten in Kurdistan. So meint Nasser Ban-Assad, der Sprecher der British
Ahwazi Friendship Society: »Das Regime zerbröselt an seiner Peripherie. Wir
sind solidarisch mit unseren kurdischen Landsleuten, wie sie es im April mit
unseren Aufständen waren.« Auch in Balutschistan im Osten des Landes kam es
in den letzten Monaten zu Protesten gegen die Schließung von Schulen und
sunnitischen Moscheen.

Zahlreichen kurdischen Gefangenen im Iran droht der Tod Während der Protestaktionen der vergangenen fünf Wochen in den kurdischen
Städten Irans sind an die 1000 KurdInnen von iranischen Sicherheitskräften
festgenommen worden.
Neusten schockierenden Informationen zufolge hat das Regime die kurdischen
Gefangenen in drei Gruppen geteilt:
- Gefangene unter 14 Jahre werden gegen eine hohe Kaution aus der Haft
entlassen. Darüber hinaus müssen sich die Eltern verpflichten, künftig die
Teilnahme ihrer Kinder an politischen Aktivitäten zu verhindern.
- Gefangene, die hauptsächlich in Militär-Krankenhäuser verlegt wurden und
keine Besucher empfangen dürfen.
- Gefangene, über die keine Informationen vorliegen. Das Regime behauptet,
nichts über das Schicksal bzw. den Aufenthaltsort dieser Menschen zu
wissen!
Die meisten Gefangenen gehören dieser Gruppe an.
Diesen Menschen droht die Gefahr, einzeln oder in Gruppen heimlich ermordet
zu werden.
In der Islamischen Republik tauchen üblicherweise die Leichen heimlich
ermordeter Regime-Gegner irgendwo am Rande der Städte auf.
Wir appellieren an die Öffentlichkeit, internationale Gemeinschaft,
Menschenrechtsorganisationen, Regierungen und demokratische Kräfte, das
unverständliche Schweigen zu den Verbrechen der Islamischen Republik gegen
das kurdische Volk zu brechen, um weitere Tragödie zu verhindern.

APPEAL FOR INFORMATION TO DEFENDANTS FROM G8 LEGAL SUPPORT GROUP
PLEASE CIRCULATE TO RELEVANT LISTS, CONTACTS, MEDIA
Court proceedings are already underway for many of the defendants arrested at
the actions that took place over the week of the G8 summit. Intermediate Diets
and trials will be continuing through August, September and October.
The G8 Legal Support group are part of a wider
network of defendant support that
is developing to assist those arrested, remanded and anyone sent to prison as a
result of the protests.
We are currently working through hundreds of witness statements that were
completed and returned to us following the arrests. However, due to a lack of
detail in many of these it is proving very difficult to match witness
statements to particular defendants. This is therefore an APPEAL to DEFENDANTS
to contact us as soon as possible if you have not done so already.

It would be nice if people could write to the one prisoner who is still in
prison for G8 related events. Please write him at the address below.

There is only one person on remand at the moment:
David Boudon, 92018, HM Prison Barlinnie, Glasgow, G33 2QX
He is a 27 year old French man awaiting to be charged which if is as he expects
he intends it is understood to plead guilty. It could take as long as end of
October for this to happen, but it is hoped the procurator fiscal will bring
forward his charging soon given understanding he will plead guilty.
He arrested for Breach of the Peace and released
on bail with the condition that
he leave the Stirling area. When he packed up and tried to leave the Stirling
campsite he was arrested by the police outside the camp for breach of bail
because he had not left immediately. At that point the name he gave was
different to the name he had been given bail in. He was then arrested and taken
to court in Stirling for Perverting the Course of Justice.
He is 'on petition' which means his case has been taken to higher court and he
is still under investigation and the final wording of the complaint has not
been finalised.
Within 80 days of being sent to prison you must be served with the indictment
and the trial must start within 140 days. Therefore there is nothing to plead
guilty to yet.
His solicitor has asked the Crown to agree to an 'accelerated diet' so that a
client can plead guilty.
We are told that David wants to be very careful
about doing anything which could
discourage the bring forward of opportunity to be sentenced sooner or provoke
the authorities to be more repressive, eg media attention.

Do note that all mail is opened and often read by the prison authorities. All
mail needs a return address.
Magazines, books and other objects must be requested by David on a special form
before can be sent in. But those direct from a distributor or publisher may get
in without this.
Money can be sent to remand prisoners as Postal
Orders made out to the prisoner,
but at moment support group is putting money onto account direct at prison from
funds raised so far, so no need for now for more to be sent.
Once convicted there is a 5 pound a week limit in that prison.
Note rules and procedures vary from prison to prison, and between those on
remand and those convicted.

If people do not turn up to court then warrants will be issued for their arrest
and they may be picked up over time and held awaiting trial.
Some may get prison sentences if convicted, or when picked up after not paying

2007 G8 Summit in Germany
Weekend of Discussion and Planning
7-9 October 2005 in Hamburg
-- Why against it?
The G8, that's the "Group of Eight" heads of government of the world's most
powerful industrial nations. The pretext for this round will be to seek
solutions for the world's problems. Hunger, war, and the destruction of the
environment should be opposed. Under this cover, the G8 will in fact seek ways
to improve and stabilize the capitalist system that produces these problems in
the first place. G8 meetings are important occasions for the industrial states
to coordinate their interests and to plan and push through a still more
efficient and pitiless neoliberal globalization.
In recent years hardly one Summit meeting was able to take place without
disturbances. Whether against the G8 in Genoa and Evian, against the IMF/World
Bank in Prague and Berlin (already in 1988), or against the WTO in Seattle,
resistance is the most public and ever louder answer to this ruling order.
Since the 2001 protests in Genoa, the G8 meetings are no longer held in the
large metropolitan centers. They have been moved to regions that are less
accessible and more easily controlled.
In the summer of 2007, the annual G8 Summit comes to Germany. The meeting will
take place in the Kempinski Grand Hotel in Heiligendamm in
Mecklenburg-Vorpommern, an exclusive health resort on the East Sea.
Heiligendamm is about 20km west of Rostock, 200km from Berlin.
The G8 Summit in Germany is also a good opportunity to let the "Group of Eight"
see the ones they DON'T speak for. For these, the Summit offers many points of
approach for concrete social intervention. In
Mecklenburg-Vorpommern, there are
many "partial movements" that also have to do with the politics of the G8:
genetic engineering, nuclear power and energy politics, privatization,
immigration politics, racism, militarization, patriarchy, etc. In 2004, there
was an Anti-Lager Tour (a mobile protest against various racist forms of
repression, such as detention camps and deportation) that also traveled through
Mecklenburg-Vorpommern.
-- Who are we?
We are a network of activists of diverse leftist tendencies. Inspired by the
networking process of the many different leftist groups in Great Britain that
coordinated actions in Scotland under the name "dissent! A network of
resistance against the G8," we would like to begin, even this early, to think
about a fitting reception for the G8 in Germany.
This invitation is extended to groups and
individuals from all sectors. We want
to relate our everyday struggles to a shared common ground against the politics
of the G8, and we ant to make plans with regard to Summit actions and
substantive debate. The mobilization for the g8 Summit is an opportunity for
networking and an intensive exchange of ideas and practices.
For us, deepening the international networks is
very important. Even so, we are
not yet mobilizing internationally for this first planning weekend. We are
first publicizing it in the German-language areas. We especially want to
appeal to people with immigration backgrounds. And because of the regional
proximity of the Summit, we will also try to invite groups from Poland.
-- Why mobilize so early?
We have two years, which we want to use to build structures for communication
and discussion that will strengthen the undogmatic left going into the protests
but especially coming out of them and going further. Organizing these protests
is enormous work that requires many people. Media and publicity work must be
organized, texts must be written, and the networking must be hurried forward.
Regional and international planning meetings must be set in motion and new
contacts sought out. People are needed to build an effective Legal Support
network. And before it gets too late, diverse working groups must be
constituted: convergence center, demo first aid, cooking and sleeping
quarters, and transportation. And before the actual Summit, actions, camps,
and substantive debates will have to take place. And then, too, NGOs, unions,
political splinter groups, and local governments will all have to be dealt
with. (And let's not forget the next G8 Summit in 2006, in Russia. We of
course want to support the resistance there, too.)
We don't want to just leave the mobilization against the G8 Summit to the
established NGOs: the dismantling of hierarchical structures is an important
part of our work. We are assuming that reactionary groups, perhaps even Nazis,
also have something against the G8 Summit. We won't fail to give our attention
to this kind of sideshow. For us it is moreover important to get into contact
with residents of the region where the G8 Summit will take place.
We would like to work together with other grassroots groups and individuals, as
equal partners in a self-organized network. We also hope to meet with many
committed people from "established associations," who recognize the strength of
this kind of approach and who would like to work
with us. We understand diverse
forms of action as the expression of multitudinous approaches; we see that as
our strength. All are welcome, who are ready to reflect critically on their
own forms of action and in doing so to respect other positions. The PGA
"hallmarks" (see below) are for this a good frame of reference.
We want to learn from the experiences of past Summit mobilizations, by leading
mutual discussions about how to support in the most sensible way the protest
and resistance in Heiligendamm. How we network ourselves, what we do in the
run-up to and then during the Summit: all that is still open and can best be
answered with wider participation.
-- What is the October meeting for?
A first meeting with about 80 people already took place in May 2005, in the
context of the BUKO (Bundeskongress Insternationalismus) in Hamburg.
Preparations for the 2007 G8 Summit were also on the agenda at the dissent!
Meeting in Mannheim. The first workshops took place at the Social Forum in
Erfurt and the Precaritization Camp in Wendland. At the weekend in October, we
want to go deeper into the substantive and organizational planning. In
September, we will circulate a detailed proposal for the agenda. So far, we
have thought about the following:

In which tradition is the mobilization for Heiligendamm? A brief summary of
Summit protests since 1988. Evaluation of the Gleneagles mobilization. Which
actions were successful? How effective are the structures of the dissent!

Critique of Summit-hopping v. Opportunities for
Social Intervention. What to we
want to accomplish by the protests in Heiligendamm? Outlooks for the left in
Germany and internationally, social processes, international networking.
Exploration of perspectives and actions.
Who are we and what do we want?
Constituting our common ground. Which groups or alliances do we not want to
renounce, which ones for certain? What do we criticize about the G8 and
capitalism, what is our common denominator?

-- Block 3: Praxis
How to go on? Clarification of organizational, decision-making, and
communication structures. Begin with matters of urgent planning, formation of
working groups.
So far, so good. At the Hamburg meeting there was already a colorful fireworks
of ideas for actions and campaigns. At least one idea has firmly implanted
itself in the planning circle and must soon go into concrete planning: we want
in the next year to have an international planning and mobilization camp in
Mecklenburg-Vorpommern. The camp could be timed around the G8 in Russia and
could concretely thematize the politics of the G8 (and its local effects).
It would be great if you could register for the weekend. Let us know about how
many people you will be coming with. The place will be Hamburg. Exactly

The Planning GroupThe PGA Hallmarks, with which we have oriented ourselves up to now:
1. A very clear rejection of capitalism, imperialism and feudalism; all trade
agreements, institutions and governments that promote destructive
globalization.
2. We reject all forms and systems of domination and discrimination including,
but not limited to, patriarchy, racism and religious fundamentalism of all
creeds.
We embrace the full dignity of all human beings.
3. A confrontational attitude, since we do not think that lobbying can have a
major impact in such biased and undemocratic organizations, in which
transnational capital is the only real policy-maker.
4. A call to direct action and civil
disobedience, support for social movements'
struggles, advocating forms of resistance which maximize respect for life and
oppressed peoples' rights, as well as the construction of local alternatives to
global capitalism.
5. An organizational philosophy based on decentralization and autonomy.

Invitation au week-end de préparation et de discussion du 7 au 9 Octobre 2005 à
HambourgPourquoi contre ?
Le G8, c'est " le groupe des huit " chefs de gouvernements des nations les plus
industrialisées au monde. Lors du sommet du G8, ce groupe prétend vouloir
régler les problèmes du monde : guerre, faim, pollution. En fait, il s'agit de
consolider et d'élargir les structures capitalistes, structures qui sont
pourtant à la base des problèmes du monde. Les sommets du G8 sont importants
car ils permettent aux grandes puissances de coordonner leurs actions en
fonctions de leurs intérêts et par là de plannifier efficacement la
globalisation néo-libérale.
Au cours des années précédentes, il n'y a
pratiquement pas eu un seul sommet qui
se soit déroulé sans heurts, que ce soit à Gênes ou à Evian. De même, les
protestations ont étées fortes contre la rencontre du FMI à Prague, ou à Berlin
dès 1988, contre l'OMC à Seattle. La résistance semble être devenue une réponse
de plus en plus fréquente et importante à cet ordre dominant. Ainsi, depuis les
manifestations de Gênes en 2001, les sommets du
G8 ne se déroulent plus dans les
métropoles, mais dans des espaces difficilement accessibles et facilement
contrôlables.
A l'été 2007 le sommet annuel du G8 vient en Allemagne. Il aura lieu à "
Kempinski Grand Hotel " dans la région du Mecklenbourg-Vorpommern (nord-est) à
Heiligendamm. Il s'git d'un lieu de cure au bord de la baltique. Heiligendamm
est situé à 20km à l'ouest de Rostock et à 200km de Berlin.
Le G8 en Allemagne est donc une bonne occasion de
montrer au " groupe des huit "
pour qui ils ne parlent pas. De plus ce sommet offre une base à partir de
laquelle il est possible de réflechir à des interventions politiques concrètes.
Même si le Mecklenburg est loin d'être la seule région à offrir des structures
ayant à voir avec la politique du G8, il en offre de beaux exemples :
génétique, énergie nucléaire, privatisation, politiques migratoires, racisme,
militarisation, patriarcat, etc... Cette région a d'ailleurs déjà servi de
cadre à une caravane contre les centres de rétention en 2004. Cette
manifestation a été l'occasion de prendre pour cible les différentes formes de
répressions à l'encontre des migrants telles que les centres mais aussi les
expulsions.Qui sommes nous ?
Nous sommes pour l'instant un réseau d'activistes en provenance de divers
groupes de gauche. Nous nous sommes inspiré du modèle du réseau " Dissent ! A
network of resistance against the G8 " initié lors du G8 en Ecosse. Notre but
est de préparer le contre sommet en Allemagne
Cette invitation est destinée à des groupes et des individuEs activistes ou
souhaitant le devenir, sur des thèmes qui s'approchent de ceux cités plus haut.
La mobilisation contre les sommets du G8 est une chance à saisir pour se mettre
en contact, et intensifier les échanges d'idées et d'expériences.
Pour nous, la construction d'un réseau
international est primordial. Il est vrai
que nous ne mobilisons pas encore internationalement pour cette première
rencontre, et commençons par voir ce qui se joue ici en Allemagne. Nous avons
envie plus spécifiquement de travailler avec des migrants, des réfugiés, des
sans papiers, et toutes les personnes appartenant à ces catégories seront
particulièrement bienvenus à cette première réunion ainsi qu'aux autres. Du
fait de la proximité géographique il nous est également important d'inviter
tout spécialement des groupes polonais.Pourquoi mobiliser maintenant ?
Nous avons deux ans que nous voulons utiliser pour la mise en place de
structures de discussion et de communication, afin que la gauche non dogmatique
soit présente en force dans les manifestations et en ressorte toute aussi forte
Organiser cette mobilisation est un immense travail dévoreur de temps, de gens
et d'énergie. Il faut organiser le travail médiatique et de " publicité " vers
l'extérieur, il faut organiser la rédaction des textes et s'occuper de la
dynamique du réseau. Les réunions locales et internationales doivent être
préparées et de nouveaux contacts recherchés. Il est également nécessaire de
trouver les personnes pour contruire un support légal. D'une manière générale
les groupes de travail ne doivent pas être mis sur pied trop tardivement :
convergence center, équipe médicale, cuisine, hébergement et transport. Il est
prévu avant le contre sommet en lui même des actions, des campings où les
discussions politiques doivent avoir lieu. Il est important de ne pas oublier
les ONG, les syndicats, les sectes politiques et les politiques locaux avec
lesquelles nous devrons fatalement nous confronter et nous engueuler. Pour
finir, il faut souligner le contre sommet de 2006 en russie que nous voulons
aussi soutenir...
Nous ne voulons pas laisser l'organisation aux mains d'ONG institutionelles. Le
démontage des structures hiérarchiques est pour nous primordial. Nous partons
du principe que des groupes réactionnaires et peut-être des nazis voudront
prendre part aux
protestations contre le G8. Nous voulons qu'il n'aient aucune place. C'est
pourquoi nous allons chercher à prendre contact avec les habitants de la
région.
Au sein de se réseau autogéré nous souhaitons travailler sur un pied d'égalité
avec d'autres groupes " grass roots " et des individuEs. Nous espérons
parallèlement arriver à intéresser d'autres personnes engagées dans des groupes
plus établis, reconnaissant par ailleurs la force
que peut avoir notre projet et
désireuses de travailler avec nous.
Il nous est clair que les différentes formes
d'actions sont le signe d'autant de
diverses façons de faire et constituent une véritable force. Qui est prêt à
accepter les critiques constructives et à réflechir sur ses propres mode
d'action et qui est capable de respecter d'autres prises de positions est
bienvenu. Les différents points de la plateforme PGA offrent à ce titre un
excellent cadre.
Nous voulons apprendre des expériences passées
des autres contre sommets et à ce
titre nous souhaitons engager une discussion afin
de savoir comment organiser au
mieux le contre sommet à Heiligendamm. Sur les
questions concernant la structure
du réseau et sur les questions de " quoi faire avant , pendant, après le sommet
? ", nous en déciderons collectivement et les décisions les plus pertinentes ne
pouront être prises qu'avec la plus large participation possible.De quoi sera-t-il question en octobre ?
Une première rencontre avec environ 80 personnes a eu lieu en mai 2005 dans le
cadre du " Bundeskongress Internationalismus " (BUKO), soit le congrès fédéral
sur l'internationalisme à Hambourg. La réunion de Dissent ! à Mannheim a été
aussi une occasion de mettre la préparation du contre sommet de 2007 sur le
tapis. De même, des workshops sur ce thème se sont déroulés lors du forum
social d'Erfurt et lors du camping sur la précarisation dans le Wendland.
Au cours du week-end en octobre, nous voulons nous pencher plus profondément
sur la plannification de l'organisation et du contenu. Nous proposerons un
ordre du jour détaillé courant septembre. Pour l'instant, les grandes lignes

permettent-elles de relancer la mobilisation ? Dans quelle mesure ?

Critique du " summit hopping " et de voir quelles sont les chances
d'intervention sociales. Quelles sont pour nous les buts évidents de
Heiligendamm ? Que devons nous nous promettre ? Perspectives pour la gauche en
Allemagne, sur l'international, pour les processus sociaux, la mise en réseau
internationale ? Evaluer les perspectives et les actions.

Comment cela doit-il se poursuivre ? Etablissement des structures
organisationnelles communicationnelles et décisionnelles. Mise en place du
planning et des groupes de travail.
Bon voilà à peu près de quoi il s'agit. Au cours de la rencontre d'Hambourg
(BUKO) il y a eu un feu d'artifices d'idées variées. Une parmi elles a été
retenue par le comité de mobilisation, et sera mise en place. Nous voulons
faire un camping de préparation et de mobilisation en Mecklenburg Vorpommern au
printemps prochain. L'idée serait de le faires
avant ou après le G8 en Russie et
d'y débattre de la politique du G8 ainsi que de ses conséquences locales.

sorry for the late information but hereZs the great newzz:
david had a hearing in stirling on wednesday morning and got released!!! with
quite a big fine.
so post this quickly --no need for more letters to the jail but this is a call
out for benefit parties for all the hundreds of upcoming courtcases..

APPEAL FOR INFORMATION TO DEFENDANTS FROM G8 LEGAL SUPPORT GROUP

Court proceedings are already underway for many of the defendants arrested at
the actions that took place over the week of the G8 summit. Intermediate Diets
and trials will be continuing through August, September and October.
The G8 Legal Support group are part of a wider
network of defendant support that
is developing to assist those arrested, remanded and anyone sent to prison as a
result of the protests.
We are currently working through hundreds of witness statements that were
completed and returned to us following the arrests. However, due to a lack of
detail in many of these it is proving very difficult to match witness
statements to particular defendants. This is therefore an APPEAL to DEFENDANTS
to contact us as soon as possible if you have not done so already.
WE MAY HAVE STATEMENTS THAT CAN ASSIST IN YOUR DEFENCE!

* YOUR NAME (The name you gave to police and were charged under)
* DETAILS OF THE ACTION YOU TOOK PART IN INCLUDING:
- WHERE ARREST TOOK PLACE (Exact location details),
- DATE & TIME OF ARREST
- WHAT YOU WERE CHARGED WITH
- A PHYSICAL DESCRIPTION OF YOURSELF (Clothes you were wearing etc.)
- NAME OF YOUR SOLICITOR
- DATES OF INTERMEDIATE DIET AND COURT DATE PROPER
- WHETHER YOU HAVE ANY OTHER WITNESSES & CONTACT DETAILS
- WHETHER YOU HAVE ANY VIDEO/PHOTO FOOTAGE
