Sehr geehrte Damen und Herren!

Aufgrund der nahenden Frist zur Einreichung der Anträge möchte ich Ihnen
noch einige kurze praktische Informationen geben:

Bis zum 31. 12. 2001 reicht es, wenn uns die Leute telephonisch
kontaktieren um sich registrieren lassen. Es bleibt ihnen dann 3 Monate
Zeit, das Formular "Antrag auf Entschädigung für Sklaven- und Zwangsarbeit,
Personenschäden oder Tod eines Kindes" auszufüllen und an uns zu
retournieren.

Dazu noch eine Bekanntmachung in Form einer Annonce, welche Ihnen eine
knappe Zusammenfassung der Kategorie "Personenschäden" gibt.

Es gibt drei Kategorien von Personenschäden.Bitte beachten Sie,dass
>Antragsteller der Kategorien 2 und 3 nur dann Entschädigungszahlungen
>erhalten,wenn nach Auszahlung der Leistungen für Opfer der Kategorie 1
>noch ausreichend Mittel in dem begrenzten Fonds vorhanden sind!

>>Kategorie 1:
- Opfer von medizinischen Versuchen.
- Eltern eines Kindes,das in einem Zwangsarbeiter-Kinderheim verstorben ist.
- Kinder,die in einem Zwangsarbeiter-Kinderheim untergebracht wurden und
schwere gesundheitliche Schäden erlitten haben.

>>Kategorie 2:
- Opfer,die besonders schwere und dauerhafte Gesundheitsschäden in
Zusammenhang mit nationalsozialistischen Unrechtshandlungen erlitten haben
(Grad der Behinderung 80-100%).

Kategorie 3:
- Opfer,die schwere und dauerhafte Gesundheitsschäden in Verbindung mit
nationalsozialistischen Unrechtshandlungen erlitten haben (Grad der
Behinderung 60-80%).

Die IOM bearbeitet alle Anträge nicht-jüdischer Personen,die nicht in der
Tschechischen Republik,Polen oder einem Land leben,
das eine Republik der früheren Sowjetunion war.Erben können einen Antrag
stellen,wenn das Opfer am oder nach dem
16.Februar 1999 verstorben ist.

AM KARLSPLATZ

Die Aktion dauert vom Vormittag bis in den späten Abend -- bringt
Kleidung, Nahrungsmittel, Spenden ... mit.

Und: Wir machen das nicht, weil Weihnachten ist -- sondern
trotzdem. Mit der dabei gängigen Heuchelei wollen wir nichts zu tun
haben. Wir wollen nicht euer Mitleid, sondern Solidarität. Und das
sind zwei grundverschiedene Dinge. Es gibt ausreichend Gründe: Dagegen
zu sein. Gegen Wohnungspolitik und deren NutznießerInnen.

Natürlich beseitigt eine solche Aktion nicht Wohnungsnot und
Elend. Natürlich ist sie kein Ersatz für politisches Vorgehen. Aber
ein Teil davon. Durchzusetzen, daß Wohnen eine Selbstverständlichkeit
und nicht fast schon ein Privileg ist.

Schuld ist die Politik und nicht der Kälteeinbruch.

Das geht uns etwas an. Auch die, die noch eine Wohnung
haben. SandlerInnen und AusländerInnen als Feindbilder sollen von den
Verbrechen der Wohnungs- und SpekulantInnenmafia, der Banken und deren
KomplizInnen in Parlament und Gemeinderat ablenken. Die Blau-Schwarze
Regierung will - wie man hört - das Mietrecht liberalisieren. Der
Traum aller Zinshaie: Der Eingriff in bestehende Mietverträge. Das
würde bedeuten, daß billigere Altmieten aufgehoben
werden.
Marktwirtschaft schafft Wohnungsnot. Wer sich keine Wohnung
leisten kann, soll ruhig auf der Parkbank schlafen, Kälte und Elend
ertragen. Die Oberen brauchen Obdachlose: Als abschreckendes
Beispiel, damit alle anderen fest spuren. Für Miete und Ablöse. Angst
haben -- alles tun, damit ihnen selber das nie passiert. Und genau
wissen, dann sind sie alleine -- dann heißt es: "Selber schuld!" Die
wenigen Mieterschutzgesetze sind bewußt fast völlig aufgeweicht und
gegenstandslos gemacht worden -- die Zahl derer, die dabei auf der
Strecke bleiben werden, läßt sich nicht einmal schätzen. Viele werden
es sein: Und sie sind nicht selber schuld. Sondern die
Politik.

Liefern wir uns auch weiterhin vereinzelt dem "freien
Wohnungsmarkt" aus oder organisieren wir uns endlich? Gegnerschaft
ist angesagt. Von selber ändert sich nichts. Erst wenn wir etwas tun:
Dann fängt es an!

When he was an immigration detainee in UK prisons, Gabriel was the most
fearless, outspoken, meticulous and devastating critic of detention
policy. See his letters from prison to those responsible for this
injustice-you can read them on the website www.closecampsfield.org.uk
Since his 9 months in three prisons, Gabriel has worked hard with Bail for
Immigration Detainees, Barbed Wire Britain, the Yarl's Wood anti detention
campaign, and with the media, Association of Visitors to Immigration
Detainees, etc. Gabriel Nkwelle is from Cameroon where he was repeatedly
imprisoned and badly beaten by state authorities for his political
activity in the Social Democratic Front and human rights organisation. He
argues that he faces the same if deported back.

Yesterday (Thursday) it became known that there is a direction to remove
Gabriel on Monday 24th December: i.e. deport him. Possible legal steps are
being urgently considered, but they are unlikely. Meantime Gabriel has
expressed clearly his wish that friends should do what they can to stop at
his deportation. Gabriel is in Harmondsworth detention centre (convenient

for Heathrow) to which he was taken direct from York House last Thursday,
immediately after a hearing at which the adjudicator RN. Barton turned
down his appeal against the refusal by the Home Office to grant him
political asylum.
(This is not a "professional" anti-deportation letter, but what can be
done in the time available-and in the absence of an up-and-running
campaign to stop Gabriel's deportation. Some lessons there, no doubt. If

Gabriel Nkwelle: Urgent

I appeal to you to reverse the decision of the government to refuse
permission for Mr Gabriel Nkwelle to stay in the UK. Mr Nkwelle, who is in
Harmondsworth detention centre, is subject to a removal direction on
Monday 24th.

I appeal on grounds of Mr Nkwelle's right to protection under the United
Nations Refugee Convention, as he expresses a well founded fear of
persecution for his political activity in the Social Democratic Front of
Cameroon should he be returned there.

During his stay in the UK Mr Nkwelle has demonstrated his intention and
ability to support himself and also to serve his fellows, especially as an
advocate for others seeking political asylum including those detained in
detention centres and prisons. I believe we should encourage people like
Mr Nkwelle to stay in the country, not expel them.

Dies ist nur ein kleiner Abriss der wichtigsten Grundelemente. Fuer
eine einigermassen zuverlaessige Sicherheit ist es aber erforderlich
dass sich jeder und jede individuell mit dem Thema auseinandersetzt
und Hintergrundinfos vertieft, genauso wie es erforderlich ist dass
Gruppen sich anschliessend gemeinsam beraten welches
Sicherheitskonzept fuer sie das beste ist.

a) Reale Bedrohung (nicht nur) fuer linke AktivistInnen

Von einem 1984-Sicherheits-Szenario sind wir gar nicht mal mehr soweit
entfernt. Neben der staendig zunehmenden Videoueberwachung des
oeffentlichen Raumes wurden letztes Jahr unzaehlige Telefone in der

BRD angezapft [http://www.heise.de/tp/deutsch/inhalt/te/11165/1.html ,
vollstaendige Zahlen fehlen].
Seit dem 11 September laeuft in mehreren Laendern die Rasterfahndung
wieder an, in Deutschland haben die Unis zB. Daten ueber alle maennliche
Studenten an die Polizeibehoerden weitergeleitet. Auch das Internet ist
nicht mehr sicher. So interessiert sich der Verfassungsschutz zB.
ausserordentlich fuer Internet-Recherche
(http://www.indymedia.de/2001/11/11274.html ,
http://www.de.indymedia.org/2001/11/11167.html ) , dass Emails problemlos
mitgelesen werden koennen, Absender gefakt u.ae. ist ebenfalls kein
Geheimnis. Das angeblich achsoanonyme Internet gibt zahlreiche
Informationen ueber seine Benutzer preis, dies umsomehr wenn
unvorsichtige Benutzer dem Vorschub liefern.

Handys koennen, neben dem einfach Abhoeren, auch und vor allem als
mobile Peilsender eingesetzt werden. Solange das Handy auf stand-by ist,
sendet es eigenstaendig Signale an das Mobilfunknetz, die von jedem
Menschen mit der notwendigen Ausruestung lokalisiert werden koennen.
Ausserdem lassen sich Handys auch als Wanzen zweckentfremden, denn
was ist es anderes als ein mikro mit Sendevorichtung..

Und die Erfassung von "linken Straftaetern" in zentralen Dateien und,
neuerdings auch in Gendateien, machen uns das Leben auch nicht
unbedingt leichter.

Und Zivilbullen sind zwar manchmal ziehmlich auffaellig [lol], aber
werden auch nicht weniger...

b) KEINE PANIK

Das Schlechteste was wir in dieser Situation machen sollten, ist
unbesonnen zu reagieren, sei es in unreflektierter Paranoia-Panik, sei es
in einer "ist-doch-alles-egal"-Attituede.
Nicht alles was moeglich ist, muss auch geschehen. Trotzdem ist
Vorsicht keine dumme Sache.

Viele Sicherheitsrisiken lassen sich durch durchdachtes und
vorsichtiges Agieren minimieren oder ausschalten. Ein Restrisiko bleibt
natuerlich trotzdem.

c) Was tun im Internet/Computerwelt?

Mails lassen sich verschluesseln, zB. mit dem allseits beliebten tool
PGP (Pretty good Privacy). PGP (www.pgp.com) eignet sich auch
hervorragend um Daten verschiedenster Typen auf der eigenen Festplatte
zu verschluesseln.
Ausserdem bietet PGP ein feature um Dateien vollstaendig zu loeschen
[Dateien die herkoemmlich geloescht werden, koennen von Experten
widerhergestellt werden, auch wenn sie nicht mehr im "papierkorb" sind]

Es wird empfohlen, auf "mainstream"-kommerz produkte zu verzichten,
so zB. auf das outlook-Mailprogramm von microsoft, das durch mangelnde
Transparenz und Sicherheitsluecken negativ auffaellt, und so zB. die
Verbreitung von einigem Emailviren (Wuermer) erst ermoeglichte. Wenn
moeglich sollten ebenfalls anonymisierende Maildienste benutzt werden,
resp. proxy server

Manchmal jedoch hingegen sind Netz-zumueller nicht mal auf schlechte
Mailprogramme angewiesen, wenn naemlich unvorsichtige User einem die
Arbeit abnehmen. Es ist erstaunlich zB. wie viele Leute auf sogenannte
Hoaxes (gefakte viren-warnungen und meldungen, kettenmails etc..)
reinfallen. Prinzipiell gilt : Mail-Petitionen, bei denen der User
aufgefordert
wird, zu unterschreiben und weiterzuleiten, sind groesstenteils Fakes, und

selbst wenn sie ehrlich gemeint sind, sinnlos. Solange jeder den Text
beliebig veraendern kann und keine Moeglichkeit besteht, die
Unterschriften zentral zu sammeln, ist es absolut fahrlaessig solche Mails
weiterzuverbreiten. Organisationen, die ernsthafte online-Petitionen
starten, sollten dies ueber eine Website mit Formular o.ae. machen. Richtig
gefaehrlich werden Kettenbriefe naemlich dann, wenn boeswillige Leute
davon profitieren um sie mit Viren oder nervendem Code zu versetzen.

Wie bereits erwaehnt, koennen Absender problemlos gefakt werden.
Blind darauf zu vertrauen, dass eine Nachricht von demjenigen stammt,
wie es den Anschein hat, ist gefaehrlich.
Attachments (mail-anhaenge), egal von wem, sollten generell auf Viren
gescannt werden, unbekannte Attachments sollten so oder so besser
nicht geoeffnet werden.

Bei Webservern empfiehlt sich in jedem Falle, alle unnoetigen
Serverprogramme abzuschalten. Funktionen wie FTP, TELNET,
SMTP, FINGER usw. sollten abgeschaltet oder gut gesichert und
zugriffsbeschraenkt werden. Ein negatives Beispiel dafuer, was sein
kann, wenn das nicht geschieht, lieferte waehrend langer Zeit die
luxemburgische Post, ueber deren "FINGER"-Funktion jeder
xbeliebige User den zu einem mail-login passenden vollen (und
richtigen) Namen herausfinden konnte, resp. umgedreht anhand eines
Namens die dazupassende Emailadresse.

Dass ueber WHOIS-Server Informationen ueber Domainbetreiber
eingeholt werden, kann mensch nicht verhindern, aber grade trotzdem
sollte mensch bewusst und vorsichtig damit umgehen welche Daten
angegeben werden. (Kleines Beispiel. In Sekunden liefert whois.dns.lu
die [vergleichsweise harmlose] Infos, dass www.wett.lu in administrativer
Hinsicht Life, jugendorganisation des meco, unterstellt ist, ansprechpartner
Diderich Gary, inkl. dessen Privatadresse...)

Mailinglisten ueber die empfindliche Daten laufen, sollten moderiert
oder wenigstens nicht-oeffentlich sein.

d) Was sonst tun?

Empfindliche Infos sollten prinzipiell nur unter 4 augen, am besten im
freien, besprochen werden, allerhoechstens noch ueber verschluesselte
Mails, nicht ueber Telefonanschluesse die den Behoerden bekannt sein
koennen. Handy ausschalten !

Es ist ziehmlich fahrlaessig, echte und volle Namen rumzuposaunen oder
unvorsichtig zu verschicken, oder Fotos mit Namen und/oder erkennbaren
Gesichtern rumzuzeigen oder gar auf Internet zu setzen [es sei denn,
alle abgebildeten und genannten Personen sind sich einig, dass es ihnen
egal ist]. Denn auch wenn manche Menschen es eine tolle Sachen finden,
wenn ihr Name und ihr Gesicht landesweit bekannt sind, so sollten sie sich
trotzdem bewusst sein dass andere GenossInnen vielleicht lieber nicht
persoenlich bekannt werden.

[inwiefern mensch dies im kontext einer politischen praxis sehen muss,
die optimalerweise inhalte und organisierung von unten dem konzept
profilierter einzelpersonen vorzieht, ist eine andere sache, die auch
durchaus diskussionswuerdig ist]

Wichtige und vertrauliche Infos sollten nur weitergegeben werden an
Menschen, die "qualifiziert" sind dafuer. [wer wann wofuer qualifiziert
ist, muesst Ihr in euren Gruppen ausarbeiten]. Aber unbedachtes
Stammtischgeschnacke und "weisst du schon usw..."-Gespraeche koennen
ganz schnell Infos an die falschen Adressen liefern. Vertrauen ist gut -
lieber aber auf nummer sicher gehen.

Das kann allerdings auf lange Sicht zu Isolationismus und elitaerer
Organisationstendenz fuehren. Es ist die moralische Pflicht eines und
einer jeden, dem besonnen entgegenzuwirken, ohne aber durch
Fahrlaessigkeit die Gruppe zu gefaehrden.

Adresslisten und private Terminkalender sollten grundsaetzlich nicht
mitgenommen werden in Bereiche oder Aktionen, wo mit Kontrolle und
UEberwachung zu rechnen ist. Es versteht sich auch von selbst, dass
mensch
1) bei der Polizei keine Aussagen machen sollte, auch nicht auf "privater"
Ebene, und
2) den Repressionsbehoerden kein Forum gegeben werden sollte,
eine Bewegung zu beinflussen und zu infiltrieren [d.h. zB. keinen
Polizeibeamten und UEberneugierigen Infos ueber eigene Strukturen,
Entscheidungsvorgaengen o.ae. zu gewaehren]

Strukturen und Ressourcen sollten, sowohl bei Computern wie im
sonstigen politischen Zusammenhang, moeglichst so dezentral sein wie es
die Umstaende zulassen

i) create EU database to target "suspected" protestors and bar them from

The Council of the European Union (the 15 EU governments) are discussing
plans to create two new dedicated databases on the Schengen Information
System (SIS).
The first database would cover public order and protests and lead to:
"Barring potentially dangerous persons from participating in certain events
[where the person is] notoriously known by the police forces for having
committed recognised facts of public order disturbance".
"Targeted" suspects would be tagged with an "alert" on the SIS and barred
>from entry the country where the protest or event was taking place.

The second database would be a register of all third country nationals in
the EU who will be tagged with an "alert" if they overstay their visa or
residence permit - this follows a call by the German government for the
creation of a "centralised register".

Both of these new databases are being put forward under the post 11
September "Anti-terrorism roadmap" (item 45 on the version of 15.11.01, to
"Improve input of alerts into the SIS").

with Organisation AHDA also in Vianna Our main activity for the moment is
to train and place Development Instructor(volunteers) to work at
humanitarian and Social Aspects of Sustainable Development projects in
Africa from 2002.

We are looking for:

-People that would like to join our volunteer program. We are starting
several programs from year 2002 that includes:
a) 4-6 months training and work camp in Austria,Africa
b) 6 months volunteer work in any of the following countries Zambia,
Mozambique ,Bénin
Burkina Faso ,Côte d'Ivoire ,Ethiopia ,Guinea-Bissau ,Kenya ,Liberia

Ausgehend von der Situation, dass sich rechtsradikale Gruppierungen u. a.
massiv im Internet und Softwarebereich (Spiele, Musik, etc.) präsentieren,

präsentiert das Bürgerzentrum Vingst "et Sozi" Jugendbereich einen
Wettbewerb für Jugendliche, unter dem Motto:

"Bildschirmschoner gegen Rassismus".

Über das Medium Computer soll einer sog. "politikmüden Jugend" unter
Einbindung künstlerischer Medien wie; Graphik, Foto, Film, Text und Ton
die Möglichkeit geboten werden sich mit der Thematik
Rechtsextremismus/Fremdenfeindlichkeit auseinanderzusetzen, Stellung
zu beziehen und das Ergebnis (die selbsterstellten Bildschirmschoner)
anschließend, für jeden zugänglich, über unsere Internetplattform zu
präsentieren.

Hier nutzen Jugendliche das Medium Computer nicht als User sondern als
Producer.

Kommerzielle Bildschirmschoner können so durch Eigenproduktionen, die eine
eindeutige politische Aussage gegen Fremdenfeindlichkeit beinhalten, ersetzt
werden.

Die Ergebnisse werden nach Beendigung des Wettbewerbs als Download im
Internet angeboten und auf CD und/oder Diskette veröffentlicht werden.

Entwerft einen Bildschirmschoner gegen Rassismus, der in vielfältiger Form
euren Protest gegen Fremdenfeindlichkeit zum Ausdruck bringt. Die Wahl des
Mediums bleibt euch überlassen (Bilder, Animationen, Texte, Musik,
Filmclips...).

Wer kann mitmachen?

Jugendliche (Einzelpersonen oder Gruppen) im Alter zwischen 13 und 25
Jahren.

Hauptpreis: 1000 DM

Insgesamt werden Geld- und Sachpreise im Gesamtwert von über 2000 DM
vergeben. Eine unabhängige Jury bestimmt die Preisträger.

Im März 2002 werden auf einer Abschlussveranstaltung mit Preisvergabe
möglichst viele Beiträge vorgestellt. Eine Auswahl der Einsendungen wird
im Internet veröffentlicht und als Download angeboten.

Einen eigenen Bildschirmschoner erstellen hört sich kompliziert an, ist es
aber nicht.

Texte und Sound über zahlreiche Effekte als Bildschirmschoner einsetzen.

Engagements - Einladung zum 8. Jänner

Liebe Freundinnen und Freunde der Zivilgesellschaft !

Wir möchten seitens der ÖH-Boku Wien eine Veranstaltungsreihe mit
zivilgesellschaftlich relevanten Schwerpunktthemen unter dem Titel "Visionen
2002 - Zivilgesellschaft, neue Wege politischen Engagements" durchführen.

In Vorträgen, Podiumsdiskussionen, Gesprächsrunden und kulturellen
Veranstaltungen, sollen sich einzelne zivilgesellschaftliche Bereiche
vorstellen
können und gleichzeitig die enorme Bedeutung, Vielgestaltigkeit und
Möglichkeiten der Zivilgesellschaft deutlich gemacht werden!

Die Organisation dieser Veranstaltungsreihe erfolgt in Zusammenarbeit mit
der
Veranstalterkooperative der Visionale 2002. Aufgrund der Ähnlichkeit der
Ziele
und möglicher Ergänzungen hat sich diese Kooperation angeboten.

Wir haben die Vision, dass durch intensiven und regen Austausch der
Initiativen
und Organisationen mit den beteiligten ÖH Referaten und StudentInnen
konkrete
Inhalte und deren Umsetzung beleuchtet werden. Die ÖH ist bemüht einen
Rahmen
(Infrastuktur und Räumlichkeiten) zur Verfügung zu stellen, um die
Entstehung
und Umsetzung von Inspirationen und Visionen zu fördern.

Das angehängte Konzept ist ein vorläufiges und soll sich in unserer
gemeinsamen
Arbeit konkretisieren. Deswegen laden wir euch alle herzlich zur Begründung
einer Aktionsplattform ein, wo die weitere Vorgangsweise besprochen wird.

Der angehängte Zeitplan ist ein erster Entwurf (es "stehen" nur die
Veranstaltungen im Jänner) und soll der Übersicht dienen.

KONZEPT

Das Konzept für die Vortragsreihe Visionen 2002 "Zivilgesellschaft, neue
Wege
politischen Engagements" in Kooperation mit der Visionale 2002 (Entwurf)

Rahmenbedingungen:

Da sich die Möglichkeit einer Kooperation zwischen ÖH und der Visionale 2002
ergeben hat wurde zwischen bipol und der Veranstalterkooperative der
Visionale
2002 folgende Strategie vereinbart:
1.: Die ÖH Boku gibt die Themenbereiche vor, übernimmt die Organisation der
Räumlichkeiten, Drucksachen (Folder , Plakate...) und des Ablaufs der
Vorträge.
2.: Die Veranstalterkooperative der Visionale stellt Kontakte zu den
einzelnen
Initiativen her und hilft bei der Organisation der Vortragsreihe mit.
Außerdem
bringt sie ihre jahrelange Erfahrung in Organisation und Vernetzung ein.

Die Idee:

Die Vortragsreihe Visionen 2002 will eine Kontinuität in der
Auseinandersetzung
mit Themen der Zivilgesellschaft herstellen. Durch die Regelmäßigkeit in der
Abfolge der verschieden Vorträge soll Interesse und schließlich die
Vernetzung
engagierter Studierender oder auch nicht Studierender mit bestehenden
Initiativen gefördert werden. Besonders durch ein breit gefächertes
Kulturprogramm in lockerer Atmosphäre soll der Meinungs- und
Erfahrungsaustausch
forciert und die Entstehung von neuen inner- und ausserunversitären
Projekten
ermöglicht werden.

Da den ÖH-Referaten die Verantwortung über Inhalte und auch Ablauf "ihres"
Vortragstages obliegt, wird dadurch auch die Vernetzung mit den jeweiligen
Organisationen gefördert.

Die Ziele:

> Präsentation: Die Initiativen und Organisationen der Zivilgesellschaft
können
sich gemeisam mit der ÖH Boku mit relativ geringem Aufwand einer breiten

Öffentlichkeit präsentieren.
> Vernetzung: Sie haben die Möglichkeit sich untereinander zu vernetzen
sowie
ressourcenschonende Arbeitsgemeinschaften für gemeinsame inner- und
ausseruniversitäre Projekte zu bilden.
> Aufzeigen von Möglichkeiten: Wie im Großen so im Kleinen - viele Probleme
und
ihre Lösungsansätze lassen sich vom großen gesellschaftlichen Rahmen aus,
in den
kleinen universitären Raum transportieren. Gemeinsam mit den Initiativen und
Organisationen sollen die ÖH-Referate diese Möglichkeiten finden und dadurch
einen universitären Kontext herstellen. Dadurch wird kann ein effektiver
Gesamtzusammenhang hergestellt werden in dem Synergiemöglichkeiten
aufgezeigt
und umgesetzt werden können.
Schließlich ist zu erwarten - da durch die Gesamtdarstellung eine für die
Beteiligten nur selten zugängliche Perspektive gewonnen wird, dass neue
Interpretationen der gesellschaftlichen Situation mit den dazugehörigen
Handlungsmöglichkeiten entdeckt werden.
> Wachstum: Nicht zuletzt verschafft die Visionen und Visionale 2002 auch
all
jenen, die zwar einen Handlungsbedarf erkennen, ahnen oder spüren, sich
aber aus
den verschiedensten Gründen bisher nicht engagierten, einen breiten Zugang
zur
"Szene" und eröffnet eine Vielzahl von Andockmöglichkeiten. Sie können sich
einen Überblick verschaffen, ihre persönlichen Handlungsspielraum erweitern,
sich einer bestehenden Gruppierung anschließen oder durch die
Veranstaltungen
ermutigt werden, eine neue Initiative zu gründen.

Der Ablauf:

Jeden Mo ab 14. Jänner 2002, werden Präsentationen zu verschiedenen
Themenkreisen von Initiativen und Organisationen der Zivilgesellschaft
veranstaltet, zusätzlich soll ein Vortrag von Mitarbeitern des
entsprechenden
Referates zu Problemen und deren Lösungsansätzen innerhalb der Universität
gehalten werden.
Der Beginn ist um 18h mit open end.
Den Initiativen und den Referaten steht nicht nur ein größtmöglicher
Gestaltungsspielraum bezüglich Ihrer Präsentation, sondern auch bei der
Erstellung eines kulturellen Rahmenprogramms, in Zusammenarbeit mit dem
TÜWI,
zur Verfügung. Wir wollen dadurch entstehenden Initiativen nach Möglichkeit
unterstützen und benötigten Raum bieten (TÜWI - Baracke).

Die Organisation:

Die Themenfindung wird von den beteiligten ÖH-Boku Individuen nach dem
Prinzip
der Subsidiarität selbstständig betrieben, ebenso wird der Ablauf der
jeweiligen
Veranstaltungen individuell sein.
Durch intensive Zusammenarbeit und Austausch zwischen den einzelnen
MitträgerInnen in Form einer Aktionsplattform, wird die kontinuierliche
Entwick(e)lung und Umsetzung unserer Visionen gesichert.

nehmend, aufstehen und handeln.
>Aktivgesellschaft, wenn Menschen handeln und fordern um Einfluss zu nehmen
auf
bestehende Zustände und die Geschichte.

>Partizipativgesellschaft, wenn Menschen Anteil nehmen, sich
auseinandersetzen,
anstatt die Augen in Autoritätshörigkeiten zu verschließen.
>Pioniergesellschaft, wenn Menschen Pfade schaffen zu jenen Menschen die
keine
Rechte haben, bevor die staatliche Infrastrukturmaschine diese erreicht und
damit brauchbare und wertvolle sowie auch gangbare Wege für die Gesellschaft
schafft.
> Kreativgesellschaft, wenn Menschen bestehende Situationen ohne Trägheit
und
Befangenheit betrachten und dadurch neue Möglichkeiten der Problemlösung
schaffen.
> Kooperativgesellschaft, wenn Menschen, aus Konsum- und Freizeitprogrammen
erwacht, sich zusammenschließen um gemeinsames zu erarbeiten und die knappen
Mittel auszutauschen um ein Ganzes zu erreichen.
> Friedensgesellschaft, wenn Menschen Konflikte im Sinne der Kooperation
gewaltfrei lösen, anstatt wie in der Milizgesellschaft praktiziert die
Methode
der Verdrängung bis zur Eskalation üben. Konfliktlösung passiert im Kopf
oder
gar nicht.

Zivilgesellschaft - neue Wege politischen Engagements

Die Teilnahme :
Voraussetzung ist, dass sich dieTeilnehmerInnen mit den oben angegeben
Merkmalen
einer zivilgesellschaftlichen Organisation identifizieren können und dass
die
Grundlage ihres Handelns und Strebens die allgemeinen Menschrechte sind.
Nachdem die Termine für die einzelnen Themenkreise fixiert wurden, nehmen
die
Beteiligten der ÖH-Boku ehest möglich Kontakt mit interessierten
Initiativen und
Organisationen der Zivilgesellschaft auf.

Die Teilnahme an den Visionen 2002 ist für die Initiativen und
Organisationen
kostenlos, nach Bedarf und Möglichkeiten wird eine geringe
Aufwandsentschädigung
für Vortragende geleistet.

Dear Ambassador,

The Security Council must direct the United States that it may not
attack Iraq and must cease threatening to do so. Nor can it train, aid,
or finance other forces seeking the violent overthrow of the Iraqi
government. Any such acts would violate the obligations of nations
under the Charter of the United Nations and constitute crimes under
international law.U.S. military and economic assaults on Iraq in the
past dozen years are a continuing crime against peace and humanity.
They violate the Genocide Convention.The Pentagon admits it
conducted 110,000 aerial sorties against a defenseless Iraq dropping
88,500 tons of bombs equivalent to 7 1/2 Hiroshima bombs in 42 days
>from January 17 to February 28, 1991. The bombs targeted every
type of structure and facility necessary to support civilian life. Family
dwellings, water and food systems and supplies, industry, commerce,
business, education, religion all across Iraq were the direct object of
U.S. bombs punishing a whole population.More than 150,000 defenseless
people died in Iraq as a result of this military assault, which included
thousands of individual war crimes.From August 6, 1990 to date the
most severe economic sanctions and forced impoverishment have
deliberately inflicted hunger, malnourishment, sickness and death
generously among the people of Iraq killing and crippling infants,
children, the elderly, pregnant women, nursing mothers, persons with
chronic illnesses, and emergency medical cases first and most
frequently. More than 1 1/2 million people have died as a direct result
of these sanctions. More than half have been children under five years
of age. The sanctions, coerced from the Security Council by the U.S.,
have violated the Genocide Convention because they have deliberately
created conditions of life intended to destroy the Iraqi population in
whole,
or in part, because of the nationality, race, religion and ethnic origin of
its people. The sanctions have had their intended effect.Every U.N.

agency dealing with food, health and children has confirmed the human
horror of the sanctions. They include the FAO, UNICEF, WFP, WHO.
The most courageous and honorable of the U.N. employees directly
involved with enforcement of the sanctions and inspections under them
have resigned their positions and publicly protested the sanctions and
inspections policies. The food for oil program approved only in late 1996,
and used thereafter primarily as a devise for delay, frustration and
accusation, was initiated only when international protest against the
savagery of the sanctions overwhelmed the fear in which Security
Council members held the threat of U.S. reprisal if they did not support
U.S. policies.The U.S. has bombed Iraq whenever it chose to do so at any
time for the past twelve years. Missiles and bombs have targeted Saddam
Hussein for assassination. Many hundreds have been killed, including as
an illustration of the meaning of such bombing, Leila al Attar, the
internationally famous artist, museum director, wife, mother, human being.
The sound of U.S. jets over Iraq is omnipresent, keeping constant the
terrifying memory of the continuous aerial and missile assault of
February-March 1991 which averaged an aerial sortie every 30 seconds.
In the face of these staggering crimes against Iraq, the U.S. has conducted
a constant campaign of vilification in the international media it controls.
While claims Saddam Hussein is the evil it seeks to destroy, its broad brush
paints all of Iraq as a symbol of evil. The U.S. propaganda is racist,
anti Muslim, hate engendering and false. The U.S. has corrupted and
seriously compromised the United Nations by appearing to act in its name,
tragically diminishing humanities best hope for peace, dignity and decent
conditions of life for all by its decade of brutish and criminal assaults
on the people of Iraq.
Though coerced, the Security Council is complicit in these crimes against
peace and humanity, war crimes and genocide because it has at the least
allowed its name and moral authority to be usurped by the United States.
The United States time and time again has acted on the advice of Plato's
Athenian Stranger, who fearing the judgment of history remains anonymous
by waging "...war for the sake of peace". Consider how victims of U.S. wars,
surrogate and direct, since World War II have fared: Korea, Vietnam,
Cambodia, Nicaragua, the Domenican Republic, the Philippines, Liberia,
Cuba, Guatemala, Grenada, Palestine, Lebanon, Iran, Somalia, Sudan, Haiti,
El Salvador, Honduras, Angola, Croatia, Bosnia, Yugoslavia, Kosovo,
Sierra Leone, Iran, Indonesia, Afghanistan. Yet where is the promised peace?
Consider the havoc direct U.S. military violence has wreaked in the past
decade on the people of Iraq, all the Republics of the former Federal
Republic of Yugoslavia created to make peace possible in the Balkans,
Nicaragua, Haiti, Somalia, Sudan, North Korea, Kosovo, Afghanistan. And who
will be next? The media reports daily on the candidates.Is there anything
Iraq
has done in the past decade which threatened peace, endangered life, or
caused violence that could possibly compare with the violence and

calumny the U.S. has visited on Iraq? There is no legal basis, or moral
justification for a U.S. attack on Iraq, or for U.S. financing and assisting
in the overthrow of its government. For the U.S. to do so is an
international
crime and prohibited by the Constitution and laws of the United States.
Prevailing power in the U.S. and its government intends to attack Iraq when
the current assault of Afghanistan has accomplished its purpose to
consolidate
U.S. domination over the Middle East, the Gulf region and central Asia.
Act immediately to end the shame of the Security Councils abject failure to
assert the independence and sovereignty of the United Nations under its
Charter and to end this scourage of war.

Prohibit the United States from attacking Iraq.

PESHAWAR, 10. Dezember: Die Revolutionäre Vereinigung der Frauen
Afghanistans (RAWA) verlangt von den Vereinten Nationen, ihre Unterstützung
und Kooperation eher auf das afghanische Volk als auf die Führer der
Nordallianz auszudehnen, die , wie RAWA behauptet, am Massaker an den
Afghanen beteiligt ist. Im Gespräch mit Presseleuten des Peshawar Press
Clubs am Dienstag beschuldigte RAWAs Sprecherin Veeda Mansur die einzelnen
Parteien der Allianz, sie wären in Menschenrechtsverletzungen in
Afghanistan verwickelt gewesen.
Sie sagt, Söldner verschiedener Extremistenorganisationen seien an den
Morden beteiligt gewesen, durch die Hunderte von Frauen und Kindern zu
Witwen und Waisen geworden sind.
Veeda Mansur sagte, dass die Beratungen auf der Bonner Konferenz alle
Hoffnungen der Afghanen zerstört hätten und meinte, dass die mehrheitliche
Meinung gewesen wäre, nur der frühere afghanische König Zahir Shah könne
die Menschen wieder vereinigen und das Land aus dem vorherrschenden Chaos
befreien.
Mansur sagte, die Gruppe der Nordallianz unterscheide sich bei ihrer
Vorgehensweise gegenüber Frauen und Kindern durch nichts von den Taliban.
"Jedes Jahr am 10. Dezember organisiert RAWA eine Prozession zu Gunsten des
Tags der Menschenrechte und erklärt den Menschen die Verletzung der
Menschenrechte und die Grausamkeiten in Afghanistan. Heute sind wir in
Richtung Islamabad gezogen, um beim Büro der UNO einen Bericht abzugeben,
aber die Grenzpolizei hat uns an der Attock-Brücke aufgehalten und
gezwungen, umzukehren", beschwert sie sich.
Vorher demonstrierten über 200 RAWA-Aktivisten vor dem Press Club und
verkündeten Parolen gegen Gen Dostum, Mulla Omar, Khalili, Hikmatyar,
Siyyaf und Rabbani.

PESHAWAR: Nachdem die Behörden der afghanischen Frauenrechtsorganisation
RAWA die Erlaubnis, zur Durchführung einer Kundgebung nach Islamabad zu
gehen, verweigerten, organisierte diese am Montag in Peshawar eine
Demonstration, um gegen die Unterdrückung der Frau in Afghanistan zu
protestieren. Ungefähr zehn Fahrzeuge mit mehreren hundert Frauen wurde bei
Attock Khurd, einer NWFP Stadt an der Grenze zu Pun-jab, auf Ihrem Weg zu
einer Demonstration anläßlich des Internationalen Tags der Menschenrechte
gestoppt. "Wir durften die Attock Brücke nicht überqueren", sagte Weeda
Mansoor, ein führendes RAWA Mitglied, und fügte hinzu, daß sie an einer
friedlichen Kundgebung in Islamabad teilnehmen wollten. Hunderte RAWA
Mitarbeiterinnen und Aktivistinnen versammelten sich später vor dem Gebäude
des Presseclub in Peshawar, wo sie gegen Unterdrückung und Gewalt gegen
afghanische Frauen demonstrierten. Anschließend hielten RAWA Aktivistinnen
ein Pressekonferenz im Presseclub.

3) RAWA protestiert gegen die Bildung einer Afghanischen Interimsregierung

PESHAWAR: Frau Weeda Mansoor, ein langjähriges Mitglied der »Revolutionary
Association of the Women of Afghanistan« (Revolutionäre Vereinigung der
Frauen von Afghanistan) befürchtet, dass sich beim Rückzug der Taliban aus
Afghanistan die Geschichte der Menschenrechtsverletzungen wiederholt, die
zur Zeit des Rückzugs der früheren Sowjettruppen und des Rücktritts von Dr.
Najibullah stattfand.

Auf der Bonner Konferenz sei den afghanischen Frauen die gebührende
Repräsentierung versagt geblieben, da sowohl Seema Samar als auch Amina
Afzali eine kriminelle Vergangenheit hätten, behauptete sie.

Sie legte ihren Standpunkt am Montag auf einer Pressekonferenz dar und
sagte, obwohl die Taliban für immer vertrieben seien, hätten die neuen
Machthaber verschiedener Städte/Regionen eine kriminelle Vergangenheit und
einige Berichte zeigten, dass sie nicht zögern würden die Vorkommnisse
ihrer Vergangenheit zu wiederholen.

Die Frauenrechtsverfechterin fuhr fort, "obwohl die Führer der Nordallianz
versuchten dem Westen zu zeigen, dass sie zivilisiert seien und dass den
Frauen ihre Freiheit zugestanden wird, ist dies nur ein Mittel, ihre
persönlichen Interessen zu wahren".

Eine Tatsache der Vergangenheit sei, dass während ihrer damaligen
Regierungszeit, Frauen in der Gegenwart ihrer Ehemänner vergewaltigt,
angegriffen und sogar entführt wurden, erinnerte Mrs. Weeda.

Während des Gesprächs über die Mitwirkung von Frauen in der
Interimsregierung sagte sie, obwohl der Westen durch die Vergabe zweier
Ämter an Frauen besänftigt sei, glaube die afghanische Sozialarbeiterin,
dass Seema Samar zu Hezb-e-Wahdat gehöre, einer Partei, deren Mitglieder in
die meisten Vergewaltigungen in Afghanistan verwickelt gewesen seien,
während Amina Afzali aktives Mitglied der Parchami Partei geblieben, und
nach deren Zerfall, Rabbanis Jamiat-e-Islami beigetreten sei. Weeda sagte
außerdem, dass beide nie gezögert hätten, gemeinsam mit den Männern die
Rechte afghanischer Frauen zu verletzen.
Im Gespräch über die Ergebnisse der Bonner Konferenz sagte sie, dass die
Afghanen sehr hohe Erwartungen in die Bonner Konferenz gesetzt hätten, aber
die Tatsache, dass drei wichtige Ministerien von Mitgliedern der
Nordallianz besetzt worden seien, hätten die Erwartungen zerstört, da die
Afghanen glaubten, dass die Nordallianz ihre Geschichte wieder- hole.

Sie berichtete, dass die derzeitige Situation für afghanische Frauen
unsicher sei, wenn sie sich ohne Burka in Kabul bewegten und das sei der
Grund, warum die meisten Frauen die Burka auch nach dem Rückzug der Taliban
tragen würden.

Als sie die Rolle der UN in allen afghanischen Krisen besprachen, erklärte
die Frauenrechtlerin folgendes: "Die UN hat es nicht geschafft, eine
entsprechende Rolle in der wirklichen Lösung afghanischer Probleme zu
spielen, da die UN der Nordallianz auf den Leim gegangen sei und sie die
Nordallianz als zivilisiert betrachtet, obwohl dies deren Vergangenheit
wiederspricht."

Als Antwort auf eine Frage sagte Frau Weeda, dass die meisten Mitglieder
der jetzigen Regierung keine öffentliche Unterstützung bekämen, wenn in
Afghanistan gerechte und transparente Wahlen durchgeführt werden würden und
sie deutete an, dass Zahir noch immer öffentliche Unterstützung hätte und
zum einzigen wahren Regierungsoberhaupt Afghanistans gemacht werden könnte.

Zwischen all den verschiedenen Fragen sagte sie, dass Freiheit für
afghanische Frauen auch politische, soziale, ökonomische und pädagogische
Freiheit bedeute und nicht in der Art, wie es im Westen dargestellt sei.

Mitglieder von RAWA, aus der Geschäftsstelle in Peshawar, versuchten
afghanische Frauen in Islamabad zu treffen, um den Internationalen Tag der
Menschenrechte zu begehen. Als sie jedoch Attack Khurd erreichten, wurden
sie von einem riesigen Polizeiaufgebot gestoppt und zur Rückkehr nach
Peshawar gezwungen, ohne an der Versammlung teilzunehmen. Später
organisierten sie eine friedliche Versammlung vor dem Presseclub in
Peshawar und riefen Slogans gegen afghanische Regierende: Professor
Rabbani, Adur Rashid Dostum, Gulbadin Hekmatyar and Kommandeur Khalili.

Sprecher verurteilten bei dieser Gelegenheit Professor Rabbani, Mullah
Muhammad Omar, Eng Hekmatyar, Gen Dostum und Khalili und machten sie für
die Zerstörung Afghanistans verantwortlich.

Die Bonner Konferenz ablehnend sagte die Sprecherin, dass die UN nicht die
Nordallianz, sondern das afghanische Volk unterstützen sollte und warf den
UN übermäßige Unterstützung der Nordallianz während der Bonner Konferenz
vor.
Sie verurteilten die Jihad-Führer Afghanistans und sagten, dass diese den
sogenannten Jihad nur im eigenen Interesse geschürt hätten und fügten
hinzu, dass Jihad nur eine Möglichkeit für sie sei, Macht an sich zu reißen.

Bei dieser Gelegenheit hängten sie Abbilder von Rabbani, Dostum, Khalili
und Mullah Omar und forderten von der UN das afghanische Volk zu
unterstützen und nicht diese angeblichen Krimine

4) RAWA lehnt Übergangsregierung ab
(PAKISTAN OBSERVER,11. Dezember 2001)

ISLAMABAD- RAWA, die Revolutionäre Vereinigung der Frauen Afghanistans,
lehnt die neue Interimsregierung in Afghanistan entschieden ab und verlangt
eine Regierung, die tatsächlich Vertreter des Volkes des durch den Krieg
ruinierten Landes ist und der afghanischen Bevölkerung Grundrechte und
Sicherheit gewährleistet.
"Die neue Interimsregierung Hamid Karzais, die sich vor allem aus Führern
der Nordallianz zusammensetzt, wird nicht von allem Bevölkerungsteilen
akzeptiert. Frauen im besonderen lehnen die Nordallianz ab, da diese die
Menschenrechte auf bestialische Weise verletzt haben," so eine Sprecherin
der RAWA, die bei einer Protestkundgebung anläßlich des Internationalen
Tags der Menschenrechte am Montag vor dem UN Hauptgebäude teilnahm.
Die Demonstrantinnen hielten Spruchbänder und Transparente mit Aufschriften
wie "Die Frauen Afghanistans verlangen ihre Grundrechte", "Stoppt das
Leiden der Frauen", "Laßt Frauen mitwirken bei der Neugestaltung des
Staates" und riefen in Sprechchören die Vereinten Nationen dazu auf, ihrer
Aufgabe, für eine gerechte Behandlung der afghanischen Frauen Sorge zu
tragen, nachzukommen.

Dabei machten sie deutlich, daß sich die Einstellung der Nordallianz und
des besiegten Talibanregimes gegenüber Frauenrechten nicht unterscheidet.
Die Nordallianz verübte in der Vergangenheit unbeschreibliche Greueltaten
gegenüber Frauen und Ihre Haltung wird sich auch nach der Bildung des
Übergangsregierung nicht ändern.
"Von Anfang an hat RAWA das Treffen in Bonn mit Mißtrauen betrachtet. Die
Zusammensetzung der Interimsregierung, zu der mordende Dschihadi und zwei
Frauen gehören, von denen die eine eine führende Stellung innerhalb der
kriminellen Söldnerpartei Hezb-e-Wahdat inne hat und die andere eine
bekannte Parchami Verräterin ist, zeigte das Unvermögen der UN, unserem
Volk bei der Beseitigung der stinkenden Überreste der Nordallianz
Höllenhunde zu helfen", sagten die Demonstrantinnen.
Ferner fügten sie hinzu, daß die UN wissen müsse, daß, selbst wenn alle
Kabinettsämter einer afghanischen Regierung mit solchen Frauen besetzt
würden, man diese niemals als Emblem der Freiheit und das Ende der
Unterdrückung der Frauen Afghanistans ansehen könne.
Razma Rah, einer der afghanischen Demonstrantinnen, teilte diese Meinung
und sagte, daß das Tragen der Burka nicht das einzige Problem der Frauen in
Afghanistan sei und fügte hinzu, daß Frauen die stummen Opfer der
schlimmsten Form sozialer und wirtschaftlicher Ungerechtigkeiten der letzen
20 Jahre seien.
Afghanistan, welches durch die Kämpfe der verschiedensten Gruppierungen im
Laufe der letzen Jahre verwüstet wurde, brauche jetzt Menschen, die mit den
Mitteln der Demokratie Frieden und Stabilität in dieses Land bringen
können, fügte sie noch hinzu.
RAWA, die Revolutionäre Vereinigung der Frauen Afghanistans, die einzige
antifundamentalistische Frauenvereinigung Afghanistans ist der Meinung, daß
nur eine säkulare und demokratische Regierung in Afghanistan in der Lage
sein wird, die afghanischen Frauen von der jahrhundertelangen Unterdrückung
zu befreien und ihnen einen in all Belangen den Männern gleichberechtigten
Status, wie von RAWA Frauen gefordert, einräumen kann.
Die Protestkundgebung, die mit einem großen Polizeiaufgebot in der
Hauptstadt Pakistans stattfand, endete friedlich.

14 Mumia Abu-Jamal: Todesurteil aufgehoben!

Seit 20 Jahren sitzt der afroamerikanische politische Gefangene Mumia
Abu-Jamal unschuldig in der Todeszelle. Er wird beschuldigt, den Polizisten
Daniel Faulkner ermordet zu haben. Seitdem kämpft Mumia, der in diesem
Prozess zum Tod verurteilt wurde, um sein Leben und seine Freiheit,
Millionen von Menschen unterstützen ihn weltweit dabei. Sogar einige
nationale Parlamente unterstützen eine Wiederaufnahme des Verfahrens, erst
kürzlich wurde Mumia zum Ehrenbürger von Paris ernannt.

Mumia wurde in einem ungerechten Verfahren für einen Mord verurteilt, den er
nicht begangen hatte. ZeugInnen und entlastende Beweise, die seine Aussagen
bestätigen, wurden und werden nicht zum Verfahren zugelassen. Seine
Verurteilung war die Folge eines rassistisch manipulierten Verfahrens. Mumia

wurde das Recht auf Selbstverteidigung aberkannt, Zeugen wurden von der
Polizei bestochen, die Jury wurde manipuliert.

Mumia ist ein politischer Gefangener. Sein Verbrechen war, als Journalist
die Polizeirepression gegen Schwarze aufgezeigt zu haben. Zu Beginn seiner
politischen Tätigkeit trat Mumia der revolutionären Black Panther Party bei,
später arbeitete er mit der obskuren Schwarzenbefreiungsgruppe "Move"
zusammen, mit der er bis heute in politischer Sympathie steht.

Hintergrund der Repression gegen ihn ist die fortdauernde politische
Aktivität von Mumia, der - auch aus der Todeszelle heraus - Stellung zu
verschiedensten politischen Fragen nimmt, diese öffentlich kommentiert und
dabei vor allem die USA einer scharfen Kritik unterzieht.

Nach jahrelangen Kämpfen verzeichnet die Bewegung für die Freilassung von
Mumia nun einen gewissen Erfolg. Richter Yohn hat am 18.12. das Urteil gegen
Mumia aufgehoben und eine Frist von 180 Tagen angesetzt, in der das
Strafmass neu verhandelt werden könne, andernfalls würde das Urteil in
lebenslänglich umgewandelt. Entlastende Beweise und ZeugInnen wurden
allerdings bei dieser Entscheidung nicht berücksichtigt und der Richter
bezeichnet Mumia immer noch als schuldig.

Yohn hatte eine Möglichkeit, die kein anderer Richter zuvor hatte: In die
Beweise fuer Mumias Unschuld zu schauen um zu ueberpruefen, ob Mumias
Behauptungen, sein erstes Verfahren sei unfair gewesen, wahr sind. Yohn
hat das kein einziges Mal gemacht. Er hat nicht einen einzigen Zeugen
vorgeladen, weder eine Anhoerung noch neue Beweise zugelassen, er hat
selbst ein Gestaendnis abgelehnt. Mumias erstem Verfahren, in dem 29
verfassungswidrige Dinge passiert sind, konnte Yohn nur abgewinnen, dass die
Form, wie die Jury geurteilt hat, verwirrend ist. Aber immerhin ist mit der
vorläufigen Aussetzung der Todesstrafe zumindest einmal die unmittelbare
permanente Bedrohung für das Leben von Mumia beendet.

Das kann aber natürlich nicht das Ziel unserer Wünsche sein. Noch immer ist
Mumia von lebenslanger Freiheitsstrafe bedroht, in einem eventuellen neuen
Verfahren sogar wieder von der Verurteilung zur Todesstrafe. Noch immer

sitzen Menschen, vor allem aus dem afro-amerikanischen und dem
indianisch-amerikanischen Widerstand, in US-Gefängnissen.

Wir fordern die Freilassung von Mumia Abu-Jamal und allen anderen
fortschrittlichen politischen Gefangenen.

Verbindung von Video und Überwachung ergeben? Grammatik der Überwachung
umfaßt drei grundlegende Texte, die das Feld der Anwendungen mit seinen
unterschiedlichen Bereichen beleuchten. Thomas Y. Levin skizziert den
Stand der technischen Möglichkeiten der Überwachung und seine Wechselwirkung
mit den Darstellungen und Kontrollphantasien, die in den Massenmedien
geprägt werden. Sein Fazit ist, daß der überwachende Blick seine
abschreckende Wirkung verloren hat und zu einer 'Technologie des Selbst'
umgedeutet wurde. Winfried Pauleit beschreibt die Videoüberwachung als
eine Bildmaschine im Futur II: als Photographesomenon. Die Logik dieser
Bildmaschine hat weitreichende Konsequenzen für die Konstitution

Wissenschaft. Thomas Weaver dekliniert die Struktur panoptischer
Überwachung am Fall James Bulger. Er zeigt die genealogische Linie auf
vom Panopticon zur heutigen videoüberwachten Shopping Mall und benennt
dabei die Konsequenzen als Scheitern des Sicherheitskonzepts und als
Theatralisierung des Verbrechens.

between the Bushes and the Nazi Party. It first came out when Bush
Sr. ran for president back in the 80's. But just how much truth is
there in the statement? In this indepth expose, Phil Leggiere

The Indiscreet Charm of the Bush Nazi Web Conspiranoids

"American politics has often been an arena for angry minds,"
historian Richard Hofstadter wrote nearly four decades ago. As the
first great analyst/connoisseur of American political paranoia, or
what he called "the paranoid style," Hofstadter, who died in 1970,
would have been amazed by the web.
As we all know, myriad versions of the perennial conspiracy theories
Hofstadter knew well, the ones involving plots by Freemasons,
Jesuits, Jews, and/or Communists to take over the world, are alive
and thriving in the new medium. In addition, the web, as a radically
accelerated technology for moving facts, rumors, myths and memes, has
vastly widened the theater of the political imagination. It has
become, for better and worse, the spiritual home of "conspiranoia." A
quick search of the word "conspiracy" on Google turns up (as of mid-
2001) just under 2 million hits. All of the modern classics are well
represented. These include; JFK Assassination plots (75,000 hits)
(whether by CIA, Mafia, Gusanos or the newly popular Federal Reserve
theory), extraterrestrial visitations (over 75,000 sites), and shadow
world governments (well over a million) (as administered by, the
Trilateral Commission, Council on Foreign Relations, The UN, The Bank
of England and any one of several dozen other organizations). Then
there are the more recent conspiracy theories involving; the
deliberate or accidental unleashing of the AIDS virus (roughly 65,000
hits), U.S. government involvement in the Oklahoma City bombing,
(nearly 100,000), and collusions between DuPont Chemical and the oil
Industry to squelch hemp production (10,000).

Many, indeed most of these conspiracy "exposes" are illogical, if not
totally incoherent, rants. Others are obsessively detailed, but
ultimately implausible concoctions of fact and fantasy. And a few are
well researched and documented. Not a few are a bit of all of the
above. All are populist attempts to locate cracks in the official
versions of history.

Nowhere is this seen as clearly as in the sites devoted to the
current rising stars of web conspiranoia, the Bush family.

Conspiratorialists, whether their bete noire is Anglophile
internationalist bankers, socialist one-world government advocates,
neo-fascist state planners, or eugenic proponents of white supremacy,
can and do find in the Bushes everything and more than they've ever
wanted to imagine about American history and its rulers. Lurking in
the shadows of nearly every major episode of recent U.S. history,
>from World War Two to the rise of the CIA to third world drug running
to the Bay of Pigs, the Kennedy and King assassinations, Watergate
and beyond, the Bushes have emerged as the Zeligs of the global power
elite.

At the crux of this saga are the Bushes' real and imagined
relationships with Nazi Germany. Rumors about Bush-Nazi connections
began circulating in earnest in the pre-web days of the late 80s. The
Philadelphia Enquirer discovered a number of German Nazi military
officers working as low-level operatives for the Republican National
Committee in the Bush presidential campaign of 1988. Rumors of a Bush-
Nazi association were kept alive on alt.news conspiracy bulletin
boards through the 90s. They gained critical mass during the 2000
election campaign, generating a bewildering variety of exposes,
mythic narratives and shadow histories.

Below is just a sampling of some of the hottest current web forums
dedicated to exploring Bush-Nazi ties:

Eugenies in a Bottle
Robert Lederman, a New York City artist, believes the Bush family,
along with the Harrimans, Rockefellers, Nazis, neo-Nazis and leaders
of the oil and pharmaceutical industries, has been instrumental in a
plot to commit genetic genocide against "inferior races".

This racial supremacist plot allegedly began in the 1920s with the
founding of the Averill Harriman- Prescott Bush funded Eugenics
Research Office. Accused accomplices include Planned Parenthood, the
Nazi German government, and in post-war America, neo-Nazi led
research under the auspices of the CIA, National Science Foundation,
and Center for Disease Control. It has also involved such
environmentalist fronts as Zero Population Growth and conservative
think-tanks such as the Manhattan Institute. It is currently backed
by large corporations, prominently including Alcoa (the theory
flouride, tested by the Nazis, is being used in the water supply to
create a submissive population), and big pharmaceutical companies
(especially those, like I.G. Farben, with Nazi pasts). These
companies are believed to be involved in introducing toxic,
potentially genocidal vaccines and sprays. One example is malathion,
used recently in New York City and vicinity to (presumably) control
the West Nile virus.

For Lederman, the project of genocide through eugenics reaches its
apogee in the Human Genome Project, designed to enable realization of
the Nazi goal of eliminating inferior genetic castes through genetic
profiling. Acoording to Lederman, "Following the Holocaust it was
necessary to disguise Eugenics as something more politically
acceptable. This was something, of course, accomplished through birth
control, vaccinations, insect control sprays, and other thinly
disguised modes of genocide. There is mounting evidence AIDS was one
of these programs."

While for Lederman, the Bushes meet Nazism at the intersection of
genetics and big pharmaceutical companies, the website Conspiracy
Planet sees the Bushes, through three generations, as active, if
subterranean, Nazi ideologues. In this reality, the Bush family has
been financing the Nazi cause through clandestine sources, including
drug dealing.. The website, which calls itself "the Alternative News
and history Network", hosts a regular "Bush Crime Family" channel,
exploring supposed relationships between the Bushes, Nazi groups and

organized crime. One of its conspiracy researchers, writing under the
moniker King Felix, declares, "George W's grandfather Prescott Bush
was among the chief American fundraisers for the Nazi Party in the
1930s and '40s. In return he was handsomely rewarded with plenty of
financial opportunities from the Nazis helping to create the fortune
and legacy that his son George inherited."

On the other hand, for Richard Draheim, columnist for the Dallas
Libertarian, the Bushes' represent a traditional Republican collusion
of big business and big government. Specifically, Draheim sees in the
Bush Dynasty a marriage between Wall Street and the oil industry and
(despite the low-tax rhetoric), a conspiracy to impose high taxes to
subsidize Bush family-connected businesses. "The Bush family fortune
is old, and it comes from a century old alliance with the most
powerful interests on Wall Street and in industry. Worse, a big part
of Dubya's money comes from Grandfather Prescott Bush's alliance with
the Nazis."

Less diplomatically, Marie Vance and John Cappetini claim in
syninfo.com: "The silver spoon in George W. Bush's mouth was bought
and paid for by Nazi butchers, who yanked the fillings from dead
Jew's mouths. The Bush mob/Bush international crime family was and is
a bunch of Satan worshipping Nazis."

Though space doesn't permit, it wouldn't be tough at all to find
several hundred more examples. Internet rants? Technologically
amplified paranoia? Indeed.

It's easy enough to tear apart the notion of a still active, century-
long, racist-Nazi (with a capital N) conspiracy based on the science
of genetics. Many racist ideologues do use rhetoric couched in the
scientific (or more often pseudo-scientific) jargon of genetic
determinism. Some racist ideologues do continue to advance schemes
for sterilizing "undesirable" populations, all too similar to those
of Nazi Germany. Most scientists, (including most molecular
biologists), most birth-control and reproductive rights advocates, as
well as most environmentalists and population control proponents,
have nothing to do with them, following totally divergent and
conflicting social and political agendas.

Wild stretches? Yes. But wrong about any Bush-Nazi connection? Not
really. Or, at least, not entirely.

Beating Around the Bushes
The following is a thumbnail sketch of the Bush family biography from
the early 1900s to the 1950s, as culled from several recent
mainstream Bush (George the Father and Junior) biographies, a canon
including Lone Star Yankee by Herbert S. Parmet, First Son by Bill
Minutaglio and W: The Revenge of the Bush Dynasty by Elizabeth
Mitchell, as well as official family memoirs.

Samuel Bush (George H.W.'s paternal grandfather) was a successful
Midwestern entrepreneur who ran both a small Ohio railroad and the
Buckeye Steel Castings Company. A man of vaguely populist leanings,
despite his affluence, Bush helped frame Ohio's first worker's
compensation laws and has been said to have been a Democrat,
and "friendly with organized labor."

His son Prescott Bush, after attending Yale in the 1910s, worked
briefly in a small, family owned rubber company in Ohio. In the
early '20s, he accepted an invitation from his new father-in-law
George Herbert to join the Harriman brothers' investment, a high-
flying international banking house. George Herbert Walker, father of
Prescott's wife Dorothy, was the founder of GH Walker and Co.
investment bank in St. Louis. While Samuel Bush might be
characterized as "petit-bourgeois," GH Walker was a man of great
wealth. In addition to being a major power broker in the Midwest,
Walker had close connections to the Eastern banking elite as well. By
the early '20s, he maintained an estate in Kennebunkport, Maine, a
mansion on Long Island, and a ten thousand-acre hunting preserve
called Duncannon in South Carolina.
At the urging of his friend, railroad magnate E.H. Harriman, father
of Averill and Roland (Bunny) Harriman (classmates of Prescott Bush
at Yale), Walker had come to New York to help the younger Harrimans
run the Harriman investment bank. By the late 1920s, Walker had
groomed his son-in-law to handle large parts of the bank's
investments, including its interests in the fledgling Columbia
Broadcasting Network, and several European projects. By the early
1930s, Walker left daily operations of the Harriman bank. Bush stayed
on throughout the 30s and 40s as a partner in the firm. By 1931,
Harriman Investment had merged with the British-American bank Brown
Brothers, becoming Brown Brothers Harriman. During the 1940s Bush,
who had shed his father's Democratic politics for his father-in-law's
Republicanism, became active in Connecticut electoral politics. He
ran unsuccessfully for the U.S. Senate in 1950, before winning a seat
in 1952. Bush served 12 years in the Senate, earning a record as a
moderately liberal "Rockefeller Republican" and a supporter of civil
rights legislation, and a reputation for being President Eisenhower's
golfing buddy.

Trading With Enemies One could read through the bulk of mainstream
Bush family biographies and find no mention of a significant 1942
event: That year the U.S. federal government, under the auspices of
the office of the U.S Alien Property Custodian. seized the assets of
the Union Banking Corporation, a subsidiary of Brown Brothers
Harriman, under authority of the "Trading with the Enemy Act."
Prescott Bush served on the board.

An eclectic body of revisionist work, most originally available in
book form (and most now "out of print"), has been dedicated to
investigating the background of this historically excised event.
Though largely ignored by established book reviewing media,
mainstream print, and broadcast punditry, three books in particular
have attempted to explore and document the historical background of
the "Bush-Nazi" connection. These attempts to fill in the gaps left
by mainstream historians have found new life on the web.

The most frequently cited and circulated source of Bush-Nazi
investigations/conspiranoia, George Bush-The Unauthorized Biography
(a biography of George Herbert Walker Bush) by Webster Griffin

Tarpley and Anton Chaitkin, published in 1992, while well-documented,
is also the most suspect. The problem is that Tarpley and Chaitkin
are colleagues of the political cult leader Lyndon LaRouche. Not
surprisingly, they insist on overlaying otherwise solidly researched
data with wildly speculative interpretations. The book, originally
published by LaRouche's Executive Intelligence Review, though "out of
print," is ubiquitous on the web, and freely used and quoted by Bush
conspiranoia buffs of all persuasions.
Tarpley and Chaitkin fill in important details of the period of
Prescott Bush's involvement in international investment banking. They
document W.A. Harriman Bank's European operations, and the roles of
Herbert Walker, who joined as president and chief executive in
November, 1919, and Prescott Bush.

According to Tarpley and Chaitkin, the first major German connections
made by the newly minted Harriman bank took place in 1920, when
Averill Harriman announced plans to re-launch the dormant Hamburg-
Amerikan shipping line. The German shipping line, said to be the
world's largest private line, had been confiscated by the U.S.
government at the end of World War I. Harriman purchased it from the
government at a fraction of its market value. According to the terms
of the deal, the original German management would buy back the line
>from Harriman at its market value, with the Harriman Bank gaining
rights to 50% of all business originating in Hamburg and complete
control of all activities of the line in the U.S.

Soon after, In 1922, Harriman and Walker set up a European
headquarters in Berlin, forming a relationship with the Hamburg-based
Warburg Bank. Through Warburg, Harriman began a series of investments
during the mid-to-late 1920s in German industry and raw materials.
During this period, Harriman also set up a New York bank called the
Union Banking Corporation. This was designed, primarily, to handle
funds supplied by the Bank von Handel en Scheepvaart, a Dutch bank
owned by German industrialist Fritz Thyssen. By personal agreement
between Averill Harriman and Thyssen, Union Ba nk would transfer
funds back and forth between New York and the Thyssen interests.
During the 1920s and `30s, Thyssen accounted for much of Germany's
pig iron, universal plate, heavy plate, pipes and tubes, wire and
explosives. In 1926, along with another Wall Street bank, Dillon-
Read, Harriman helped establish the new German Steel Trust, also
largely owned by Thyssen. By the mid-1930s, GST had become Germany's
largest industrial corporation.

>From 1923 on, along with his industrial and financial activities,
Thyssen was an instrumental early financial backer of a fledgling
political group called the Nazi Party, extending a large credit line
to the party through the Harriman banking subsidiary. (He admits this
in a post-WW2 memoir entitled I Paid Hitler.)

In January, 1931, the Harriman Bank merged with the British-American
Brown Brothers' investment house to become Brown Brothers Harriman.
By then, Herbert Walker had left full-time work at Harriman to devote
himself to GH Walker &Co., but Prescott Bush stayed on with the

Harrimans to become senior partner in the new firm.

The consolidated Silesian Holding company (which included Prescott
Bush as director) was another major German industrial trust that
Brown Brothers Harriman partnered with in the 1930s. This was a
complex of steel-making, coal-making and zinc-making operations in
Germany and Poland. According to a U.S. government brief presented in
1946 at the Nuremburg war crimes tribunal, industrialist Friedrich
Flick, owner of two-thirds of Silesian, was "a leading financial
contributor to the Nazi Party from 1932 on and a member of the Circle
of Friends of Himmler who contributed large sums to the Nazi SS."
Silesian and United Steel Trust were the two primary suppliers of war
material to the Nazi government throughout its arms build-up in the
1930s, and into the 1940s.

US government documents also show that two other Harriman Bank
affiliates, Wilhelm Cuno and Baron Rudolph von Schroder, directors of
the Hamburg-Amerika line, were major contributors to the Nazi Party
in its 1932 election campaign. Additionally, according to the Nye
commission (a 1934 US Congressional investigation), The Hamburg-
Amerika line was a primary conduit for the shipment of American guns
to the Nazis. They also provided free passage to individuals going
abroad for Nazi propaganda purposes, as well as subsidies for pro-
Nazi newspapers and other Nazi propaganda materials throughout the
1930s, according to the Nye Report..

These activities continued until September, 1942, when the U.S.
government ordered all property of the Hamburg-Amerika line seized
under the Trading with the Enemy Act. Two months later, also under
the authority of the Trading with the Enemy Act, the government
issued Vesting Order No.248 seizing assets of the Union Banking Co.
(approximately $4 million.)

While the evidence amassed by Tarpley and Chaitkin in no way directly
implicates Prescott Bush or Brown Brothers Harriman as Nazi
supporters, a strong case is made for their complicity in aiding and
abetting the Nazi cause for profit long after the nature of the Nazi
regime became clear to any informed observer, and even after the US
declaration of war against Germany.

Unfortunately, not content with solid muckracking, Tarpley and
Chaitkin insist on super-imposing their pet (entertaining but
unsubstantiated, not to mention off-the-wall) conspiracy theory of US
history, inspired by Lyndon LaRouche, leader of a radical left/right,
right/left cult with so many political incarnations and
reincarnations, it's spawned its own mini-industry of
critic/conspiranoiaists. As a highbrow conspiracy theorist's
theorist, LaRouche puts poor John Birch and Bo Gritz not to mention
Tom Clancy -- to shame. Indeed there are those who think posterity
may yet judge him the grandest historical fictioneer of this era,
surpassing Pynchon, Vidal, and DeLillo. His theory, as advanced by
Tarpley and Chaitkin, involves linking the Bushes, Harrimans, and
much, if not all, of the American elite to a several century old plot
for world subjugation by a secret British-American cabal steeped in

arcane lore, drug smuggling and pagan ritual. They attempt to trace
the roots of this conspiracy to the collusion of British financiers
and pro-Brit American Tories during the Revolutionary War and follow
its machinations through two centuries of intrigue.
As Tarpley and Chaitkin explain it: "Diehard pro-British families,
known as Boston Brahmins, who had prospered in the ship
transportation of rum and black slaves, regained power in Boston
shortly after their British allies lost the Revolutionary war. In
1805 these cynical neo-pagan Tories succeeded in placing their
representatives in the Hollis chair, parading publicly as liberal
religionists called Unitarians."

Thus commenced a secret war (which continues, two centuries later)
between Tories and "true American nationalists" like the Reverend
Jedidiah Morse, the head of the Andover Academy, an institution set
up to counter the British spies, atheists and criminals who had taken
over Harvard. By 1840, when Jedidiah Morse's generation died out, the
Andover nationalist movement was, say Chaikin and Tarpley, "crushed
by New England's elite families, who were by then Britain's partners
in the booming opium traffic."

According to the authors, by the second half of the 19th century,
Andover, though still ostensibly a Christian schoo,l had become (as
had Yale University, the college of choice for Andover graduates) a
front for occult-inspired Anglophile secret societies. These elite
societies were dedicated to undermining American nationalism and
replacing it with a secret government, run furtively by Anglo-
American financiers.

Though these cults did not fully prevail in the 19th century,
as "national power was still precariously balanced between the
imperial Anglo-American financiers and the heroic old-line
nationalists who built America's railroads, steel and electric
utilities," the "New Age Aristocrats" prevailed in the 20th century.
Pivotal to that rise was Skull and Bones, the most formidable of
these secret cults, which by the early 20th century had become the
primary breeding ground of a new kind of American establishment, with
imperial economic and political ambitions.

"The 20th century," write Tarpley and Chaitkin, "owes much of its
record of horrors to certain Anglophile American families which have
employed Skull and Bones as a political recruiting agency,
particularly the Harrimans, Whitneys, Vanderbilts, Rockefellers," and
their lawyers, the Lords, Tafts, Bundys and Dulleses.

Above all, they write, "Skull and Bones was dominated from 1913
onward by the circles of Averill Harriman, who succeeded in
vanquishing traditional nationalists like Douglas McArthur."

In addition to financial control, Tarpley anc Chaitkin claim Skull
and Bones has exerted power in many other ways through politics
(especially the CIA and Bush family), "environmentalist"
organizations like the conservation, birth control and Zero
Population Growth Movements (fronts for genocidal eugenics research).
They even claim that would-be revolutionaries. such as the new
left "Up Against the Wall Motherfuckers" (inspiration for the

Yippies, but angrier), were furtively supported back in 1968 by
McGeorge Bundy's Ford Foundation front ESSO (The East Side Service
Organization) through the intermediary of none other than "former OSS
operative, neo-Marxist philosopher Herbert Marcuse."

Business As Usual
Less flaky, The Secret War Against the Jews, by Mark Aarons and John
Loftus, puts the Harriman Bank - Nazi connections in a wider, less
conspiratorial (though far from innocent) context. The book,
originally published in 1994 by St.Martin's Press, is primarily
focused on the relationship between Western intelligence agencies and
the state of Israel, but it contains a very detailed chapter on U.S.
corporate investment in Nazi Germany. Aaron and Loftus draw
extensively on records of the Nye and Truman Senate committees,
declassified intelligence and State Department documents, interviews
with unnamed former intelligence operatives, and a rare interview
conducted with former Supreme Court justice Arthur Goldberg shortly
before his death. As a government attorney in the 1940s, Goldberg had
extensively investigated and documented corporate ties to the German
military-industrial complex, only to have his findings ignored
and "buried" in State Department archives, a cover-up he blamed to
his dying day on the Dulles Brothers, Allen and John Foster.
Though the book has largely languished in semi-obscurity since its
publication, public statements by Loftus (now president of the
Florida Holocaust Museum) about the Bush family financial ties to
Nazi Germany were widely circulated on the web during the 2000
election campaigns. Hopefully this will spur more conspiranoia-ists
to actually study the book.

According to The Secret War, Allen and John Foster Dulles, as young
international finance specialists for the Sullivan and Cromwell legal
firm in the 1920s, were pivotal advisors and agents for a "who's who"
of major US. Corporations eager to get in on the bull market for
German re-industrialization. The motivations behind these investors,
which included Dupont, Alcoa, Standard Oil, General Motors, Chase
Manhattan, GE, Ford and IBM, had less to do with ideology than money.

In The Splendid Blonde Beast: Money, Law, and Genocide by Christopher
Simpson, published in 1993, the most thoroughly investigated account
yet of the period, these financial relationships are laid out in
fairly exhaustive detail.

According to Simpson, U.S.- German investment mania gripped the
Roaring 20s financial elite. This mania was rooted in the 1919
Versailles agreements on reparations, which imposed payments of
approximately $30 billion (about $600 billion in 2000 dollars) by the
German government to other European countries over 30 years. By 1922,
attempts to raise the money to pay reparations had driven the German
economy into a deep crisis. For U.S. companies, this was a golden
opportunity.

John Foster Dulles masterminded a scheme wherein a consortium of
banks and brokerage houses (among them the Harriman Bank, Chase
Manhattan and Dillon Read) offered to loan U.S. dollars, through
leading German banks and industrial firms, for the construction of

factories, electrification and industrial plant. In turn, the German
companies would issue millions of dollars worth of bonds and sell
them to Dulles' clients for a discounted price. The U.S. banks would
then turn around and sell the bonds "retail" to individual or small
institutional investors at a hefty mark-up.

The bonds helped jump-start German industry and, in fairly short
order, provided the underpinning for German re-armament. For much of
the 1930s, the German economy, sparked by the Nazi military build-up,
stood out as one of the few bright investment opportunities in an
internationally depressed economy. Some corporate executives
(particularly Henry Ford, and top echelon DuPont executives) were
sympathetic to Nazi and Fascist movements, publicly and financially
supporting Hitler. Most, however, who engaged with Germany in the
Nazi-era were probably motivated by profit, not ideology. They
regarded the Nazis, Simpson believes, as a temporarily useful, if not
entirely agreeable, "disciplinary" force, capable of maintaining
economic stability and a safe investment climate. As a bonus, they
were seen as a counter-weight to militant "Soviet inspired" labor and
socialist movements.

The probable zeitgeist of these financial high-flyers is perhaps best
evoked by (current CNN News Executive Editor) Walter Isaacson and
Evan Thomas in their 1988 study The Wise Men, a largely hagiographic
profile of the post-World War Two foreign policy establishment that
includes portraits of Averill Harriman and Robert Lovett, another
Harriman bank director. As described by Isaacson and Thomas, the
directors of Harriman Bank (Prescott Bush included) were less crypto-
Nazi ideologues than characters out of The Great Gatsby, '20s wild
kids thumbing their noses at such fuddy-duddy traditions as national
borders and political moralism. As they write: "With the end of the
war to end all wars, America quenched its yearning for a return to
normalcy by retreating into isolation Wall Street, on the other hand,
did nothing of the sort. Europe was industrially devastated and mired
in debt. America was throbbing with revitalized factories. The
situation was ripe for financiers interested in foreign investment
and trade, internationalists who understood America's ties to Europe.

"While the rest of the country slept, a close-knit clique of Wall
Street bankers and lawyers, most of whom had traveled through Europe
as children met in the clubs of London, Paris and Berlin as friendly
competitors putting together suitable investments for their firms. In
a private and profit seeking capacity they were rebuilding a war-
ravaged Europe in a manner as grandiose as any of these men would
employ a world war later with the Marshall Plan."

In Harriman, Isaacson and Thomas, see the prototype of the man
without borders, the true pioneer elite globalist, the Elvis of the
New World Order. "Harriman," they write, "would always harbor a
belief that foes could be bargained with as easily as friends. Thus
he had no qualms about entering into a shipping agreement with
Germany before an armistice had been signed or a mining concession in

the Soviet Union, even though the U.S. had spurned diplomatic
relations with that country."

What Isaacson and Thomas suggest here, and Aaron-Loftus and Simpson
substantiate with more detail and in a far wider historical context,
is that the relationships between Harriman Bank and other
corporations and Nazi-era Germany need to be understood as part of a
larger pattern. There is little evidence that the free-form meta-
diplomatic modes of international financial deal making developed by
Harriman, Bush and company in the 1920s and '30s signaled pro-Nazi or
pro-fascist political ideology. However, it did help form a template
for U.S. international finance and politics in which support for
dictatorships, (financially in the '30s, financially and politically-
militarily during the cold war) would become business as usual in
U.S. foreign policy. One of the most interesting aspects of both the
Simpson and the Aaron and Loftus books is their examination of how
the private sector style of international affairs pioneered by
Dulles, Harriman, Lovett and Bush in the '30s gradually
metaphorphosed, during and after World War 2, into the official
realpolitick of the U.S. government, often under the guidance of
these same men. The ruling precepts of anti-communism and free trade
that guided the international banking elite in the '30s in their
dealings with Hitler would become the official policy through which
the U.S. would support a wide variety of corporate-friendly dictators
throughout the world, from the '50s to the present.

A persuasive case can be made that investments by Brown Brothers
Harriman and numerous other major U.S. corporations in Germany made
the rise of Nazism possible. It's clear Harriman, Bush, Dulles and
legions of the financial elite share a degree of (largely
unacknowledged) responsibility for providing Hitler and the Nazis the
wherewithal to launch World War Two and the Holocaust. However, it's
an untenable leap to conclude that this banking elite exerted some
sort of secret nefarious control over events of the 1930s, or that
the rise of Nazism was not an unintended consequence of their own far
shorter-sighted intentions. Those intentions involved using both
German companies and unwary individual investors in their lucrative
German bond investment scheme. Micro-conspiracies clearly planned to
make money by pumping up German industry, including German armaments.
For those micro-conspiracies, support for a compliant, pliable, big
business friendly government capable of strong-arming labor and other
anti-capitalist troublemakers was a matter of short-term
expedience. "Blowback" (the title of another Simpson book) is the
term Simpson uses to describe the unintended consequences.

The Validity of Cranks Filling Cracks in the Historical Narrative
There are sharp distinctions between the "Bush is a Nazi"
vulgarizations of the conspiranoia-ists, and the documented corporate-
Nazi connections delineated by Simpson or Aaron. Where one sees
ideology, the other sees opportunism. Where one sees intention, the
other sees unintended consequences. The theorists who see this

historical episode not as evidence of Nazism but of business-as-usual
are clearly the more sophisticated of the bunch, but this is small
comfort. The results were (and are) the same.

The vast majority of the Bush-Nazi conspiracy discourse is eccentric
and clearly over-the-top. However, it is these web-based amateurs,
and not our allegedly working professional journalists, who have kept
alive a significant, largely ignored, body of evidence. This evidence
is only partly about the Bushes. More significantly, it traces the
origins of the cavalier, amoral relationship between American and
global financial elites and genocidal dictatorships that has
characterized U.S. policy for decades.

At this stage, the radical media democracy thriving on the web, at
least as evidenced by the Bush conspiranoia sites, is short on logic,
investigative discipline and common sense, but long on guts and
moxie. Unfortunately, Art Bell seems to be closer to the role model
of DIY web muckrackers than I.F. Stone or Howard Zinn. Even so, at
least partly because of the tireless circulation of facts, rumors,
and speculations about "Bush Family Ties," dirty little secrets about
the complicity of major American institutions in the rise of Nazism,
buried for decades, have finally started emerging into mass
consciousness. Despite generally supine treatment of the Bush family
by mainstream media, there are signs that Prescott Bush's investment
banking adventures of the '30s are coming under new scrutiny. A major
two-part series on "The Rise of the Bush Family Dynasty" published in
April 2001 by Michael Kranish in the Boston Globe, explores the
Harriman Bank- German connection in some detail. The movement for
reparations for Holocaust survivors has widened its focus. Previously
focused on European banks laundering money stolen by the Nazis from
German Jews, investigators have started looking also at US
institutions. This process has exposed dealings by several major
banks, including Chase Manhattan and JP Morgan. Chase Manhattan, in
fact, publicly acknowledged culpability of its Paris branch in active
collaboration with the Nazis in liquidating accounts of German Jews.
In early 2001 Edwin Black published a widely publicized study of "IBM
and the Holocaust" detailing how IBM's German division was
instrumental in developing the Hollerith tabulators Nazis used to
process concentration camp prisoners.

This new wave of muckracking undoubtedly has sources besides the wild
and wooly web. Still, it's quite likely that, without a touch of
conspiranoia, mainstream media-maintained amnesia on these matters
would have remained undisturbed.

AN AFTER 9/11 ADDENDUM
This piece was written before the events of 9/11/2001. Needless to
say, the atrocities of that day, in addition to dramatically changing
the political and cultural landscape, and provoking an open-
ended "War Against Terrorism," have ushered in a new era in
conspiranoia.

At this very early stage, at least five major theories wholly or
partially rejecting the official version of the attacks as the
responsibility of Ossama BinLaden and Al Queda, have emerged, and

gained currency on the web. The most plausable theory doesn't claim
direct Western/US involvement in the act. It simply claims that
elements of the Bush Administration/CIA knew about the plan, but
decided it would be politically advantageous not to stop it. Other
versions involve Iraqi secret agents (a favorite of neo-
conservatives), the Israeli Defense force, or domestic dissidents in
the U.S. (mostly far right militias, but some claiming it was radical
left anti-globalists).

Finally, there are theories involving undefined rogue elements of
U.S. intelligence or the military exploiting Middle Eastern
fundamentalist assets. This is called "The Ossama Harvey Oswald
theory."

Mad as this last may seem, there is documented evidence that
something nearly as grotesque has been planned at least once before
in recent U.S. history. In his book, Body of Secrets: Anatomy of the
Ultra-Secret National Security Agency, former ABC World News
investigative reporter James Bamford details a plan by the US Joint
Chiefs of Staff to launch terrorist activities against US people and
property. The plot was put together in the early '60s, under the
auspices of General Lyman Lemnitzer. The right wing extremist
Lemnitzer was the powerful Chairman of the Joint Chiefs, inherited
>from the Eisenhower Administration by a displeased JFK. His brilliant
notion was that these incidents (which might include bombings,
hijackings of planes, even shooting down John Glenn's Friendship 7
space capsule) could be blamed on Castro's Cuba. This would be used
to galvanize U.S. public support for invading that island. Luckily,
their plans were shot down by the administration. But the history of
Operation Northwoods, as the plan was called, stands as a cautionary
tale against considering anything "unthinkable."

Whatever the merits (or lack thereof) of these conspiracy counter-
narratives, it seems certain that the secrecy and sketchiness of
government and mass media explanations about how the evil-doers were
able to get into a position to terrorize the American population,
will (and should) breed far more conspiranoia.

Even for those of us who don't buy into any of the conspiracy
arguments above, and believe that AlQueda was fully responsible and
should be forcefully retaliated against, questions proliferate. For
starters how involved has the U.S. been in training and supporting
the growth of Islamic fundamentalist terrorism, not just (as is
already well known) during the Soviet-Afghani conflict of the 80s,
but long after in places like Bosnia via U.S. "allies" like the
Albanian Kosovo Liberation Army? To what extent has that semi-secret
support undermined US domestic security?

Any adequate history of the entanglements between U. S. foreign
policy makers and the new breed of Islamo-Fascism the U.S. has helped
spawn will likely find the same sort of reckless opportunism --
partly inspired by business and partly by geo-political
considerations that have already been examined in the article. Only
now, the "blowback" has reaches our shores and threatened the safety
of U.S. civilians.

As earlier, I see this as less a question of conscious design or plan
than as the consequence of a chaotic set of short-term tactics
motivated primarily by profit. But if it develops that the US is
undergoing something akin to a real live fascist takeover under
George W., I don't think that invalidates this analyses, except
possibly for its failure to emphasize the fact that fascism can be
the last refuge for capitalist opportunism, when it's in crisis. It's
still more about profit than ideology.

wir möchten Euch darauf aufmerksam machen, daß das vom Pentagon
veröffentlichte ** Bin-Laden-Video **, das am 13.12.2001 weltweit
ausgestrahlt worden ist, eine ** Fälschung ** sein muß.

Angeregt durch englischsprachige Internetangebote haben wir folgende Bilder
zusammengestellt und an diese eMail angehängt:

Wir denken, daß es sich eindeutig um zwei verschiedene Gesichter handelt,
also es sich nicht in beiden Fällen um die gleiche Person handeln kann. In
Anbetracht der Bedeutung des Videos für die Rechtfertigung des Krieges
halten wir es für wichtig, diese Information möglichst breit zu streuen. Es
stellt sich dann natürlich schnell die Frage nach der Glaubwürdigkeit der
Politik und der Berichterstattung in Zusammenhang mit den Anschlägen und
dem darauffolgenden Krieg insgesamt.

Übrigens schicken wir diese Information auch an verschiedene Redaktionen
und Agenturen sowie alle Bundestagsabgeordneten mit der Aufforderung, der
Sache nachzugehen. Dabei sollte sich die Untersuchung nicht ausschließlich
auf die visuelle Übereinstimmung von Originalpersonen und Personen im Video
beschränken. Denn auch hinsichtlich der anderen Schritte im
Entstehungsprozeß des Videos (z.B. Ton und Übersetzung) scheint uns eine
Überprüfung unbedingt erforderlich. Eine Frage an die Juristen: wie weit
und wo gilt Video- (Bild und Ton) Material vor Gericht als Beweismittel?
