JOHANNESBURG (Reuters) - Former South African President Nelson Mandela
lashed out at U.S. President George Bush's stance on Iraq on Thursday, saying
the Texan had no foresight and could not think properly.

Mandela, a towering statesman respected the world over for his fight against
Apartheid-era discrimination, said the U.S. leader and British Prime Minister
Tony Blair were undermining the United Nations, and suggested they would not
be doing so if the organization had a white leader.

"It is a tragedy what is happening, what Bush is doing in Iraq," Mandela
told an audience in Johannesburg. "What I am condemning is that one power, with a
president who has no foresight, who cannot think properly, is now wanting to
plunge the world into a holocaust," he added, to loud applause.

"Both Bush as well as Tony Blair are undermining an idea (the United Nations)
which was sponsored by their predecessors," Mandela said. "Is this because
the secretary general of the United Nations (Ghanaian Kofi Annan) is now a
black man? They never did that when secretary generals were white."

Mandela said he would support without reservation any action agreed upon by
the United Nations against Iraq, which Bush and Blair say has weapons of
mass destruction and is a sponsor of terror groups, including Osama bin
Laden's al Qaeda network.

The United States has promised to reveal evidence that Iraqi President Saddam
Hussein has breached U.N. resolutions, a charge Iraq denies.

Mandela said action without U.N. support was unacceptable and set a bad
precedent for world politics.

"Are they saying this is a lesson that you should follow, or are they saying
we are special, what we do should not be done by anyone," he said in his
speech to the International Women's Forum on the theme of Courageous
Leadership for Global Transformation.

Nobel Peace Laureate Mandela, 84, has spoken out many times against Bush's
stance, and South Africa's close ties with Libya and Cuba irked Washington
during Mandela's own presidency.

He also attacked the United States's record on human rights, criticizing the
dropping of atomic bombs on the Japanese cities of Hiroshima and Nagaski
in World War II.

"Because they decided to kill innocent people in Japan, who are still
suffering from that, who are they now to pretend that they are the policeman of the
world?..." he asked.

"lf there is a country which has committed unspeakable atrocities, it is the
United States of America...They don't care for human beings."

But he said he was happy that people, especially those in the United States,
were opposing military action in Iraq.

"I hope that that opposition will one day make him understand that he has made
the greatest mistake of his life," Mandela said.

possess weapons of mass destruction-most people accept that he probably

than it is now? In particular, can he explain why Saddam represents a greater
threat today than he did in 1997, 1998, 1999 and all his time as Prime

<Prime Minister>: First, the one thing about which we can be sure is that his
reason for not using his chemical, biological and nuclear weapons back in the
early 1990s was not out of the goodness of his heart. Secondly, my hon. Friend
should study the UN inspectors' report. I shall read just one small part of
it. Dr. Blix says:

"The nerve agent VX is one of the most toxic ever developed . . . Iraq has
declared that it only produced VX on a pilot scale, just a few tonnes
and that the quality was poor . . . UNMOVIC, however, has information that conflicts
with this account . . . There are indications that the agent was
weaponised."

He then goes on to detail similar findings in respect of a lot more weapons.

When my hon. Friend says that we did not regard Saddam as a threat between
1998 and the axis of evil speech, that is wrong. Precisely because he was a
threat, thousands of British forces have been down in the Gulf the whole time,
flying over the no-fly zones. Precisely because he was a threat, we have had to impose a
sanctions regime on Iraq that, because of the way that Saddam implements it,
means-I fear-misery and poverty for many, many millions of Iraqis. The fact is
that, way before President Bush's speech, at the very first meeting that I
held with the President in February 2001, I said that weapons of mass destruction were an
issue and that we had to confront them.

In the House on 14 September, I said that, after 11 September, it was even more
important to deal with the issue. I simply say this to my hon. Friend: the UN
having taken its stand, if we do not deal with Iraq now-

<Prime Minister>: My hon. Friend asks who is next. After we deal with Iraq, we
have to-[Interruption.]-yes, through the United Nations. We have to confront
North Korea about its weapons programme-[Hon. Members: "Oh."] We have

<Prime Minister>: Another question has been shouted at me. We stop when
the threat to our security is properly and fully dealt with. I say this to
the hon. Gentleman: if he reads Dr. Blix's report, who can doubt that Saddam is in
breach of his UN obligations?

We have talked about the UN in this House. Let us, therefore, follow the UN
route. Let us implement the resolution and let us make sure that the threat
to our security from those weapons is properly dealt with.

Ursache für den Irakkrieg sind die USA

"Die Zeichen stehen auf Sturm, auf Desert Storm II (Wüstensturm)",
sagte der Friedensforscher Dr. Karl Kumpfmüller (Friedensbüro Graz)
bei seinem Vortag am 30. Jänner 2003 in Amstetten.

"Die Ursachen des Krieges liegen in den wirtschaftlichen und politischen
Schwächen der USA und des US-Präsidenten Bush", stellte der
Friedensforscher fest. "Die USA sind militärisch stark. Die Not und das
Elend von immer mehr Menschen in den USA wächst. Die von Bush
versprochenen wirtschaftlichen Erfolge bleiben aus. Bush braucht einen Krieg",
begründet Dr. Kumpfmüller.

Dr. Kumpfmüller ist skeptisch, ob der Krieg verhindert werden kann.
"Es ist wichtig auf die Strasse zu gehen. Das wird auch von den USA genau
registriert, wieviele Menschen protestieren. Die atomare Abrüstung war nur
möglich, weil die USA gesehen haben, dass die Menschen in Europa neue
US-Atomwaffen nicht mehr akzeptieren", schloss Dr. Kumpfmüller seinen
Vortrag, der von der Arbeitsgemeinschaft Christentum und Sozialdemokratie
(ACUS) Amstetten und Pax Christi Amstetten veranstaltet worden war.

Am weltweiten Aktionstag gegen den Krieg, am 15. Februar, ist in
Amstetten ein Friedensgebet und in Wien eine Demonstration (14.00 Uhr,
Westbahnhof) geplant.

In a statement to UPI (United Press International) news agency on 21/1/2003,
the Secretary of the Iraqi Communist Party, comrade Hamid Majeed Mousa,
rejected any dialogue with Saddam's regime, called for the dictator's
"departure" and rejected "replacing the present despot with another". He considered regime
change "an urgent demand and a real possibility, but rejected war as an
option", re-affirming Iraqi communists' position against war.

Mr Mousa told UPI that the calls made by some Iraqi individuals or groups for
conducting dialogue with Saddam are "attempts to patch up" the regime,
describing such people as "optimists with no realistic grounds". He elaborated
saying that this regime has been tested for over thirty years "and one can no
longer pin hopes on reforming it from inside, or consider it an element in the
reform process as the Iraqi opposition demand".

He said that Saddam's acceptance to relinquish power voluntarily and leave the
country would help "spare Iraq a horrific bloody massacre with consequences
difficult to foresee at present". He added, however, that such an event ,
though desirable, "would not solve the problem completely", stressing the need for
"achieving a democratic pluralistic and federal alternative". He once more
deplored "replacing a despot with a new one".

Condemning Saddam's regime, Mr Mousa re-affirmed the party's oppositon to
the US threats of war on Iraq. He deplored "slanders and misinterpretations of
the party position", stressing that Iraqi Communists want a regime change
through efforts of Iraqis themselves. This remains "an urgent demand and a
real possibility, but with no war ".

In response to a question about the party's refusal to participate in the
London Conference, he said "We had hoped that the Iraqi opposition would hold its
conference on a different basis, which would have ensured the independence
of their political decision-making, as well as calling for international
support and backing for our cause in accordance with international legitimacy and
UN Charter". He considered these demands to be "still urgent, especially with
what we hear, or what is going on behind the scenes or openly regarding the
London Conference and its decisions".

Regarding some reports about the possibility of holding another conference for
the Iraqi opposition in Paris, Mr Mousa said that the Communist Party "rejects
any attempt leading to split the opposition and deepen its divisions still
more".

Humanity is made up of an irregular tapestry of relations involving
six thousand million individuals who are co-evolving within an ecosystem of
limited resources. The complexity of contemporary experience, and the
diversity of sensibilities and outlooks mingling within this tapestry,
together with the vertiginous process of transformation in which we are immersed on
a global scale, have generated countless tensions and uncertainties. "Their
comprehension requires us to overcome lineal and monosectorial technical
schemas to arrive at a totally different hermeneutics if we wish to approach
this new reality". (José Vidal Beneyto).

In this context, banquete has been conceived of as an exploratory and open
conversation between art, science, thought and society. A conversation
understood as a process in which information and values, experiences,
knowledge and meanings flow, mingle and act reciprocally; in which they are
revealed by means of a metabolic process that synthesises and transforms
the abstract ingredients and materials that shape daily experience. [...]

The project banquete formulates the analogy between metabolism and
communication as a productive mechanism that makes it possible to carry out
a critical, and also propositional analysis of the models and instruments that
govern flows of food and information; study the possible extrapolation of
dynamics, processes and structures from one field to another, for the purpose
of determining some of the symptoms - tensions, dysfunctions, contradictions,
interferences or abuses, among others - and also the potentialities that
characterise a global metabolic process that includes materials, information
and energy, as well as people, symbols, ideas and emotions.

Likewise, banquete proposes to establish relations between different metabolic
scales that range from endosomatic processes in the spheres of physics,
biology and the cognitive sciences, to social, political, economic and
cultural dimensions, interpreted as a species of exosomatic, collective metabolism.

Overall, the aim of banquete is to articulate a choral seismograph capable of
registering new transdisciplinary cartographies; explore and develop a
multidimensional and interdependent dialogical vision of interconnected
processes, and try out new ways of thinking and perceiving the world.

This video records a banned march against the World Economic Forum that
took place in Salzburg in July 2001.
The central theme of this documentary is the suspension of a basic democratic
right, that of protest, and reflection on the physical and structural violence
exercised by state power, and which in this case took the shape of a seven-hour
police siege of around 900 people.
The video also alludes to media manipulation, the tendency to criminalise any
expression of dissidence whilst legitimising a supranational economic and
financial structure that, although not instituted democratically, nevertheless
exercises power of decision over millions of people all over the world.

Liebe Newsletter-Abonnenten,

wir melden uns wieder mit unserem ersten Newsletter im heurigen Jahr und
einigen erfreulichen Neuigkeiten.

Zunächst möchte ich verkünden, dass wir
im Elternwerkstatt-Sekretariat eine neue Mitarbeiterin haben, Frau Tina
Slunsky, stolze Mutter einer 8-jährigen Tochter, die sich in den letzen drei Wochen
bereits einen guten Überblick über die vielfältige Arbeit verschafft hat und mit viel
Engagement und guten Ideen bei der Sache ist. Sie ist Vorstandsassistentin
und Chefin des Sekretariats.

Neu ist auch unsere Zusammenarbeit als Partner der Volkshochschule Liesing
(in der Außenstelle Inzersdorf, welche bequem von der U6 Alterlaa in
wenigen Minuten erreichbar ist), die es uns ermöglicht, einen generellen VHS-Rabatt von 20%
auf die dort durchgeführten Veranstaltungen zu gewähren. Die Kurse sind sowohl auf
unserer Homepage als auch auf jener der VHS und in derem Kursprogramm für das beginnende
Sommmersemester ersichtlich. Anmeldungen werden von beiden Seiten entgegengenommen.

Die Grazer KPÖ hat am Donnerstagabend in einer Beratung der Bezirksleitung
mit den gewählten MandatarInnen das Verhandlungskomitee für die Gespräche
mit den anderen Rathausparteien gewählt. Dem Kernteam gehören Stadtrat
Ernst Kaltenegger, Klubobfrau Elke Kahr und Landesparteivorsitzender
Franz Stephan Parteder an.

Bei Beratung von Sachthemen sollen die Gemeinderäte Sepp Schmalhardt
(Stadtwerke, öffentliches Eigentum), Martin Khull-Kholwald (Stadtentwicklung,
Bürgerbeteiligung) und Johann Slamanig (Verkehr) das Kernteam erweitern.

Die KPÖ wird mit inhaltlich klar definierten Forderungen für eine soziale und
ökologische Stadtentwicklung in die Verhandlungen gehen. Die Stadtregierung
muss den bei den Wahlen sichtbar gewordenen Wunsch nach einer Änderung
der bisherigen Politik und nach einer stärkeren sozialen Orientierung
aufgreifen.
Deshalb darf die Finanzsituation der Stadt nicht zum Vorwand für Sozialabbau
und Privatisierungen genommen werden. Bei der Diskussion um notwendige
Einsparungen soll zuerst ganz oben begonnen werden. Die Forderung nach
einer Reduzierung der Zahl der Stadtsenatssitze von 9 auf 7 bleibt aufrecht.

Weitere Eckpunkte des KPÖ-Programms sind Privatisierungsstopp, Grazer
Sozialpass für Menschen mit niedrigem Einkommen, Initiativen für den sozialen
Wohnbau, Ausbau des öffentlichen Verkehrs und Bürgermitbestimmung.

Am kommenden Montag finden Gespräche der KPÖ mit SPÖ und Grünen statt.
Am Donnerstag folgt ein Treffen mit der ÖVP.

"Sehe die Linken in der SPÖ nicht"

Die KPÖ wird heftig umworben. Stehen Sie von den Inhalten her der SPÖ näher
als der ÖVP?

PARTEDER: Wir nehmen die Verhandlungen sehr ernst. Wir erarbeiten ein
Positionspapier. Wir wollen inhaltlich Flagge zeigen.

Also keine Präferenz für die SPÖ?

PARTEDER: Es deutet alles auf ein Zusammengehen von SPÖ und ÖVP hin.
Weniger, was die Person Ferk betrifft, aber die Übergeordneten in der SPÖ.
Die Politik in den letzten Jahren war auch nicht links. Von der ÖVP höre
ich, dass wir einschwenken sollen auf ihren Budgetkurs!

Wäre es nicht reizvoll, die SPÖ zurückzuzwingen auf einen linken Kurs?

PARTEDER: Wenn man die Zurufe des Landesparteivorsitzenden hört und
gleichzeitig die Nicht-Entscheidungen in der Grazer SPÖ sieht, dann wird man
skeptisch. Ich sehe die handelnden Personen dafür nicht.

Was also peilen Sie an?

PARTEDER: Wir müssen dem massiven Zuwachs an Vertrauen Rechnung tragen.

Was wollen Ihre Wähler?

PARTEDER: Ehrlichkeit, Übereinstimmung von Wort und Tat. Vor allem: Keine

Das belgische Parlament hat heute ein Gesetz verabschiedet, mit dem die
standesamtliche Ehe für gleichgeschlechtliche Paare geöffnet wird. Belgien
ist damit nach den Niederlanden das zweite Land der Welt, das diesen Schritt getan hat.
"Hier sieht man", erklärt dazu HOSI-Wien-Obfrau Helga Pankratz, "was moderne
Reformpolitik wirklich bedeutet ­ in Belgien regiert eine so genannte
Regenbogen-koalition aus Sozialdemokraten, Liberalen und Grünen. Diese bunte
Reformpolitik lässt Österreichs schwarz-blaue Koalition mit ihren vorgestrigen Vorstellungen
wirklich düster und trist aussehen".

"Aber die Niederlande und Belgien sind bekanntlich nicht die einzigen
Länder in Europa, die gleichgeschlechtliche PartnerInnenschaften rechtlich anerkennen",
erklärt HOSI-Wien-Generalsekretär Kurt Krickler, der auch
Vorstandsvorsitzender des europäischen Lesben- und Schwulenverbands ILGA-Europa ist. "Mit Belgien
hat jetzt sogar die Mehrheit der EU-Mitgliedsstaaten irgendeine Form der
'Homo-Ehe', nämlich 8 von 15: Belgien, Dänemark, Deutschland, Finnland,
Frankreich, Niederlande, Portugal und Schweden. Außerdem haben auch die
beiden EWR-Länder Norwegen und Island eine so genannte Eingetragene
PartnerInnenschaft. Mit immer mehr Ländern mit derartigen Rechtsinstituten
wird es immer häufiger zu Problemen mit dem Recht auf Niederlassungsfreiheit
innerhalb der EU kommen, wenn 'verheiratete' gleichgeschlechtliche Paare
dieses Recht in Anspruch nehmen und in Mitgliedsländer ohne solche
Regelung übersiedeln wollen, die diese Paare nicht anerkennen. Österreich
steht daher auch aus diesem Grund unter Zugzwang."

> ÖVP muss umdenken <

"Österreich wäre daher gut beraten, auch eine Eingetragene PartnerInnenschaft
nach nordischem Modell einzuführen", meint Obmann Christian Högl. "Die
derzeitige ÖVP-Führung sollte endlich ihre verkrampfte Haltung zur
Homosexualität überwinden und Lesben und Schwule nicht länger diskriminieren. Auf Dauer wird
sie sich der europäischen Entwicklung ohnehin nicht verschließen können. Das
musste sie schon beim Paragraph 209 schmerzlich zur Kenntnis nehmen. Ihr
moralisches Fiasko in dieser Frage sollte ihr eigentlich eine Lehre sein!
Wir laden sie daher ein, sich vorurteilsfrei und sachlich mit dieser Thematik
auseinanderzusetzen und sich im Sinne eines modernen Menschenrechtsverständnisses nicht
länger der Gleichberechtigung einer ­ gar nicht so kleinen ­ Minderheit
entgegenzustellen. Die OEuropa-Partei¹ ÖVP hätte so die Chance, ihr international
angeschlagenes Image wieder ein wenig aufzupolieren und aus dem reaktionären
Eck der Minderheiten-Diskriminierung herauszufinden.²

In der Sitzung des Gemeinderates vom 30. Jänner 2003 wurde die
Subvention zur Entschuldung des Vereins "Ecce Homo", dem Veranstalter
des Festivals "Wien ist andersrum" mit den Stimmen von SPÖ und Grüne
beschlossen. Die ÖVP und die FPÖ stimmten dagegen.

In ihrer Rede wiederholte die Kultursprecherin der Wiener Grünen Marie Ringler
ihr Bedauern, dass es 2003 kein Festival geben wird, obwohl sie die
Entschuldung befürwortet. Sie appellierte zudem an den Kulturstadtrat Mailath-Pokorny dafür
zu sorgen, dass das Festival ab 2004 mit ausreichend finanziellen Mitteln
gefördert wird, "um ein international besetztes Festival auf die Beine zu
stellen".

Wie bei bisher jeder Gemeinderats-Debatte über "Wien ist andersrum" machte
FPÖ-Gemeinderätin Heidemarie Unterreiner auf die bisherigen Provokationen
des Festivals aufmerksam. Besonders interessant ist aber folgende These der

(beispielsweise) Hubert von Goisern ("Hiatamadl"), DJ Ötzi ("Hey Baby"), Hansi Hinterseer
("Komm nach Tirol Senorita") oder von zahlreichen TheaterregisseurInnen, die
"Romeo und Julia" tatsächlich als heterosexuelles Stück interpretieren, noch
förderungswürdig sind.

150th Anniversary of José Martí´s Birth Celebrated Across the Island

Havana, January 28 (RHC)-- Today, January 28th, marks the 150th anniversary
of the birth of Cuba's National Hero José Martí. On this date in 1853, the
Cuban independence leader was born in a small house in Old Havana. He would
go on to become one of Latin America's foremost writers and opponents of
imperialism.

Countless activities to commemorate the anniversary are taking place across
the island. Last night, just before midnight, more than 20,000 students
marched through the streets of downtown Havana in the traditional Torchlight
March. Beginning at the University of Havana, the march ended with a huge
rally attended by Raul Castro, Second Secretary of the Communist Party of
Cuba, and other leaders of the Cuban Revolution.

It was noted that the annual march was first held on this date 50 years ago,
in 1953, when Fidel Castro and other university students and activists
organized the event to commemorate the 100th anniversary of José Martí´s
birth and, at the same time, protest the dictatorship of Fulgencio Batista.
The torchlight march was violently repressed by Batista's police forces.

This morning, more than 24,000 grade school students gathered at Havana's
Plaza de la Revolución for a gigantic parade and cultural activity, complete
with poetry readings, music and dancing.

Schools and work centers across the island all held special activities to
commemorate the anniversary of the birth of Cuba's National Hero.

International Conference for World Equilibrium Focuses on Culture and
Challenges in Today's World

Havana, January 28 (RHC)-- The International Conference for World
Equilibrium is in full swing in the Cuban capital, with the participation of
over 500 experts from more than 30 countries. Delegates to the meeting,
underway at Havana's International Convention Center, are focussing on an
analysis of culture and its present day challenges.

Organized to coincide with the 150th anniversary of José Martí´s birth,
conference participants are also looking at the influence of Martí´s
thoughts and writings on culture and education. Among those taking part in
special workshops on José Martí are James Petras, a US economist and
researcher, and the internationally-renowned Chilean writer Volodia
Teitelbom.

On Tuesday, it was reported that other important intellectuals and activists
from Latin America and the world are expected to soon arrive in Havana from
Porto Alegre, where they have been attending the Third World Social Forum.
The international gathering in Brazil concludes today.

Rally in Porto Alegre to Demand Freedom for Cuban Five

Porto Alegre, January 28 (RHC)-- Activists from around the world rallied
Monday in Porto Alegre at the Third World Social Forum -- demanding the
immediate release of five Cuban political prisoners held in the United
States.

The rally took place at the main hall of the Catholic University and was
attended by family members of the Cuban Five who are part of the island's
delegation to the international gathering. Television and newspaper
reporters covering the rally interviewed Rene González's wife and daughter,
as well as Gerardo Hernández's wife and Antonio Guerrero's sister. They
explained the current situation of the Cuban Five and the growing
international movement for their freedom.

One of the leaders of the movement in the United States, Gloria La Riva, was
also on hand at the Porto Alegre rally. La Riva is the coordinator of the US
National Committee to Free the Five.

Cuban Farmers Offer Cooperation in War on Drugs

Havana, January 28 (RHC)-- Cuban farmers have expressed support for the
island's war on drugs and drug trafficking. The National Association of
Small Farmers (ANAP) released a statement today -- published in this
morning's edition of Granma -- offering its full cooperation with anti-drug
measures.

The statement affirms that Cuban farmers and rural workers will support law
enforcement officials in their efforts to cut off a local market for drugs
on the island. ANAP members vow to increase vigilance and report any
suspicious activities, such as packages that wash-up on shore and which
could contain illicit drugs.

Similar calls for cooperation with law enforcement officials have been
published in recent days by the Federation of Cuban Women (FMC), the
Confederation of Cuban Workers (CTC) and the Committees for the Defense of
the Revolution (CDR). The CDR statement said that those who believe drug
dealers will be able to get a foothold in Cuba will be sadly mistaken,
warning that dealers and traffickers will be arrested, promptly taken before
the courts and given severe sentences for their criminal activities.

Porto Alegre World Social Forum Wraps Up With Strident Call for Peace and
Justice

Porto Alegre, January 28 (RHC) - The Porto Alegre World Social Forum wrapped
up street activities Monday evening when thousands marched against war and
against the Free Trade Area of the Americas proposal. A myriad of anti-war
demonstrations and conferences was organized to coincide with the delivery
to the UN Security Council of a key report on work by weapons inspectors
checking on Iraq's compliance with disarmament orders. In a letter to the
Forum, UN Secretary General Kofi Annan said the Security Council was facing
"one of the greatest tests in its history."

UN under-secretary general for economic and social affairs, Nitin Desai, the
UN envoy to the Forum, said Annan was conscious of the strength of the
voices of those at the Forum, and believed their message should be heard. On
Tuesday, the principle social organizations from around the globe that
participated in the third edition of this event drew up a statement
affirming that amid the threat of a war of incalculable consequences, social
inequalities continue dangerously on the rise, biodiversity is being
converted into a product to exploit and sell, and the World Trade
Organization and free trade agreements are being used to promote the
interests of big business and impose economic growth models that
increasingly impoverish societies.

They proposed establishing a contact group to coordinate international
mobilizations and to hold its first gathering at the World Trade
Organization meeting next September in Cancun, Mexico. Representatives of
diverse social movements also vowed to help organize simultaneous anti-war
demonstrations next February 15 in the planet's 30 largest cities, as well
as protests during the Group of 8 gathering next June in France and against
next September's World Bank/International Monetary Fund assembly in
Washington. The Forum gathered 5,717 organizations from 156 countries from
the 5 continents, and was covered by 4,000 journalists from 51 countries.

Venezuela's Rightwing Opposition Strike Showing Most Significant Signs of
Weakness

Caracas, January 28 (RHC) - Venezuela's rightwing opposition strike is
showing the most significant signs of weakening since it began 57 days ago.
With the Hugo Chávez government reporting steady rises in oil production,
trading resumed Monday on the Caracas Stock Exchange for the first time
since the strike began, and the benchmark stock index rose 10 percent.
Shutters went up at the Centro Lido Shopping mall in the nation's capital,
as owners of many malls, franchises and retailers said they would meet this
week to decide whether to open.

Arnold Moreno, president of the Venezuelan Chamber of Shopping Centers, said
a strike can't last forever and businesses can't be pushed into bankruptcy.
Julio Brazon, president of the Consecomercio business chamber that
represents 450,000 businesses, said shopping malls and food and other
franchises might be allowed to open part time next week. The National
Association of Private Education, which represents 911 private schools,
called assemblies this week to decide whether schools that should have
opened January 7 will begin classes on February 3.

Despite Tough Iraq Weapons Inspection Report, Widespread Anti-War Sentiment
Continues

Washington/Prague/United Nations, January 28 (RHC) - Though United Nations
weapons inspectors issued a tough report on Iraq that some say can be used
to justify a US attack, US Democrats have continued charging that President
Bush hasn't made a case for war, the European Union remains as equally
divided and divisions also persist within the Security Council. Following
presentation of the inspections report and further US saber-rattling, Senate
minority leader Tom Daschle challenged Bush to explain why the threat is "so
imminent that it justifies putting American lives at risk," and why the US
should short-circuit an inspections process it had demanded.

The senator said that if there is proof of nuclear and biological weapons,
why doesn't the Bush administration show that proof to the world, adding
that the American people deserve to hear why Washington should put hundreds
of thousands of American troops at risk, spend perhaps hundreds of billions
of dollars, risk the US's alliances and inflame its adversaries. Key
European leaders were divided over Iraq before UN inspectors issued their
report Monday, and they remained just as divided afterward.

France and Germany, both opposed to the Bush administration's fast pace
toward war in Iraq, continued to urge that weapons inspectors be given more
time, with Berlin warning that war would mean a victory for "the law of the
jungle." But Britain called Iraq's cooperation with the inspectors "a
charade." And few members of a divided UN Security Council changed their
positions on war or peace, leaving Washington Tuesday scrambling for world
support.

Some observers and media reports are asserting that chief weapons inspector
Hans Blix bolstered the US case for military action by saying Baghdad had
not come to a "genuine acceptance" of its disarmament obligation and had
failed to answer crucial questions on its alleged long-range missiles and
chemical and biological arms programs. But council members Russia, France,
Syria, Germany and China, as well as UN Secretary General Kofi Annan, said
the inspections were working and should be given more time.

Iraq Weapons Inspection Report Challenges One of Bush Administration's Main
Arguments Against Baghdad

Washington, January 28 (RHC) - In related news, despite the tough weapons
inspection report, the International Atomic Energy Agency's affirmation that
Iraq has not resumed its nuclear program has challenged one of the Bush
administration's main arguments for taking military action to topple the
Iraqi government. The New York Times noted Tuesday that when the
administration began to outline its case in late summer, it argued that Iraq
was trying to rejuvenate its nuclear program, a development that could
change the balance of power in the Persian Gulf and significantly heighten
the threat to the United States.

The newspaper cited an October speech by Bush asserting that the evidence
indicates that Iraq is reconstituting its nuclear programs and Saddam
Hussein has held numerous meetings with Iraqi nuclear scientists - which
Bush said is a group that the Iraqi leader calls his nuclear holy warriors.
But while the inspections report strengthened Bush's claims that Iraq has
failed to actively cooperate with disarmament demands - that it has not
facilitated interviews with its scientists or resolved major discrepancies
about its alleged biological, chemical and missile programs - International
Atomic Energy Agency director Mohamed ElBaradei told the Security Council
that there were no indications that Iraq could produce weapons-grade nuclear
material when inspectors left in 1998, and that the inspectors who returned
last year found no evidence of that alleged capability after taking samples
from rivers, canals and lakes to test for telltale radioisotopes.

He said the agency's inspectors also visited all of the buildings that had
been identified through satellite photos as possible sites for working on
nuclear arms without finding any prohibited nuclear activities.

African Officials and NGOs Say Elitist Davos World Economic Forum Ignored
Africa

Davos, Switzerland, January 28 (RHC) - Despite talk from officials of the
Davos World Economic Forum that the elitist organization is moving towards
openness and sharing, African officials and NGOs have complained that the
corporate gathering has failed them. Trevor Manuel, South African Finance
Minister, told Inter Press News Service that "Africa in fact didn't feature
at all" in Davos. Kumi Naidoo, secretary general of the US-based NGO
Civicus, stated that "it's clear that in the consciousness of the
participants at Davos, Africa is very much a side show."

Among the many snubs Africa received in Davos was the decision by former US
President Bill Clinton not to attend a press conference on Africa Monday to
discuss the New Partnership for Africa's Development, despite his previous
support for reforms enacted by African leaders. World Economic Forum media
officials said Clinton did not give reasons for staying away. Even on the
level of panels and discussion sessions, the main focus of the event, there
were hardly any devoted to the problems or topics directly related to
Africa. From nearly 300 sessions, spread over six days, only five were
devoted to Africa. The criticism coincides with further warnings of a third
pocket of famine in Africa.

The World Food Program said hundreds of thousands of people in five
countries in West Africa are threatened with starvation. The UN agency has
launched a fresh appeal for emergency relief saying needs are most pressing
in Mauritania, where a third successive drought has had dire consequences
for the local population. Community leaders there reportedly described the
drought as the worst in more than 20 years, with people reduced to living
off wild plants and berries. Another country of particular concern is Cape
Verde, an island nation that appealed for food aid for the first time in
more than 20 years as its harvest failed.

In The Light of Jose Marti

The night of January 27, the eve of the 150 anniversary of the birth of
Cuba's National Hero José Martí, tens of thousands of Cubans participated in
a massive torchlight parade. The march was symbolic of the relevance the
works of Jose Marti retain in 2003, a hundred and fifty years after his
birth.

Cuba's National Hero was blessed with a vision that allowed him in the l9th
Century to warn of dangers that are plaguing the world today. In the 1800's
Marti strongly denounced the danger US imperialism could have on the
equilibrium of the world.

The last one hundred years are a confirmation of that prophesy. Today the
world is more unbalanced than ever. The United States is now no longer an
emerging power threatening to dominate commercial and political relations
world-wide. It now IS that hegemonic power.

In the world village, Washington is the capital, the center that designs and
imposes a single kind of thought and the absolute adoration of consumerism.
As Uruguayan writer, Eduardo Galeano has charged "never has the world been
so unequal in the opportunities it offers and so egalitarian in the customs
it imposes".

The "canonization" of neoliberal globalization enshrines the idea that the
tyranny of the market is the only option; the only path possible to improve
living standards, a fallacy that reality is quickly debunking.

Cuba, illuminated by the works of Jose Marti, defends other ideas, a
different project, far from a system in which just a few enjoy the majority
of the riches and the rest take what is left over.

Now, a hundred and fifty years later, with the help and advice of its
National Hero, Cuba has acquired the force necessary to achieve true
independence and internal unity.
