01 Radio Afrika braucht Ihre Hilfe

Bitte um Email-Unterstützung einer sehr wichtigen afrikanischen
Medien-Initiative in Österreich

Liebe KollegInnen und Freunde,

Ich habe heute mit Bestürzung erfahren, daß eine äußerst engagierte und
auch mutige afrikanische Medieninitiative wegen Einstellung jeglicher
Förderungen vom Zusperren innerhalb weniger Tage bedroht ist: Radio
Tribüne Afrika (http://www.radioafrika.net).

Radio Tribüne Afrika macht jährlich ca. 500 (!!) Rundfunksendungen über
Afrikaner in Österreich und ihre Beziehungen zur lokalen Bevölkerung
sowie über Vorgänge in Afrika. Dazu kommen ca. 50 Seiten jährlich für
die Wiener Zeitung, Bildungsaktionen für Schulen,
Journalistenweiterbildung usw.

Dafür erhielt die Initiative bisher ATS 100.000, das sind ca. 200 S
(15?)/Sendung. Nun soll diese Förderung GÄNZLICH gestrichen ! werden. War
schon die bisherige Förderung durch die österreichische EZA im Vergleich
mit anderen Projekten äußerst gering (siehe auch
http://www.komment.sbg.ac.at/projektrecherche/search.cfm), so ist die
Einstellung dieser Subvention nun fatal für die Mitarbeiter, die oft
selbst in einer schwierigen Lebenssituation sind und nun noch mehr aus
eigener Tasche zuschießen müßten.

Mitarbeiter der Medieninitiative führen die künftige Nichtförderung auf
ihre kritische Berichterstattung zurück. Ich habe viele der Sendungen
und der Zeitungsberichte gehört und gelesen und finde, daß der darin
ausgedrückte Journalismus absolut verantwortungsvoll und engagiert ist
und nur in Einzelfällen eine stärkere subjektive Note erkennen läßt.
Sollte es stimmen, daß die kritische Note der Redaktion für die
Einstellung der Subvention mitverantwortlich war, wäre dies - noch dazu,
da die Mittel aus dem Bereich der Entwicklungszusammenarbeit kamen - ein
d! emokratiepolitisch bedenkliches Signal, noch dazu, wo die Initiative
gerade wegen ihrer Berichterstattung mehrmals mit hohen Preisen
ausgezeichnet wurde (wie z.B. vom Land Steiermark 2002).

Ich ersuche daher um ein Email an die Budgetverantwortlichen, ihre
Entscheidung zu überdenken.

Dear friend

Remember when you approached me after the big antiwar meeting in November
2001 (I think it was Glasgow) and asked whether I was a believer? I have
not forgotten the shock you registered when I replied "no", or the comment
of your friend ("our parents warned us against you"), or the angry
questions which the pair of you then began to hurl at me like darts. All of
that made me think, and this is my reply for you and all the others like
you who asked similar questions elsewhere in Europe and North America.

When we spoke, I told you that my criticism of religion and those who use
it for political ends was not a case of being diplomatic in public.
Exploiters and manipulators have always used religion self-righteously to
further their own selfish ends. It's true that this is not the whole story.
There are, of course, deeply sincere people of religion in different parts
of the world who genuinely fight on the side of the poor, but they are
usually in conflict with organised religion themselves.

The Catholic Church victimised worker or peasant priests who organised
against oppression. The Iranian ayatollahs dealt severely with Muslims who
preached in favour of a social radicalism. If I genuinely believed that
this radical Islam was the way forward for humanity, I would not hesitate
to say so in public, whatever the consequences. I know that many of your
friends love chanting the name "Osama" and I know that they cheered on
September 11, 2001. They were not alone. It happened all over the world,
but had nothing to do with religion. I know of Argentine students who
walked out when a teacher criticised Osama. I know a Russian teenager who
emailed a one-word message - "Congratulations" - to his Russian friends
whose parents had settled outside New York, and they replied: "Thanks. It
was great." We talked, I remember, of the Greek crowds at football matches
who refused to mourn for the two minutes the government had imposed and
instead broke the silence with anti-American chants.

But none of this justifies what took place. What lies behind the vicarious
pleasure is not a feeling of strength, but a terrible weakness. The people
of Indo-China suffered more than any Muslim country at the hands of the US
government. They were bombed for 15 whole years and lost millions of their
people. Did they even think of bombing America? Nor did the Cubans or the
Chileans or the Brazilians. The last two fought against the US-imposed
military regimes at home and finally triumphed.

Today, people feel powerless. And so when America is hit they celebrate.
They don't ask what such an act will achieve, what its consequences will be
and who will benefit. Their response, like the event itself, is purely
symbolic.

I think that Osama and his group have reached a political dead-end. It was
a grand spectacle, but nothing more. The US, in responding with a war, has
enhanced the importance of the action, but I doubt if even that will rescue
it from obscurity in the future. It will be a footnote in the history of
this century. In political, economic or military terms it was barely a
pinprick.

What do the Islamists offer? A route to a past which, mercifully for the
people of the seventh century, never existed. If the "Emirate of
Afghanistan" is the model for what they want to impose on the world then
the bulk of Muslims would rise up in arms against them. Don't imagine that
either Osama or Mullah Omar represent the future of Islam. It would be a
major disaster for the culture we both share if that turned out to be the
case. Would you want to live under those conditions? Would you tolerate
your sister, your mother or the woman you love being hidden from public
view and only allowed out shrouded like a corpse?

I want to be honest with you. I opposed this latest Afghan war. I do not
accept the right of big powers to change governments as and when it affects
their interests. But I did not shed any tears for the Taliban as they
shaved their beards and ran back home. This does not mean that those who
have been captured should be treated like animals or denied their
elementary rights according to the Geneva convention, but as I've argued
elsewhere, the fundamentalism of the American Empire has no equal today.
They can disregard all conventions and laws at will. The reason they are
openly mistreating prisoners they captured after waging an illegal war in
Afghanistan is to assert their power before the world - hence they
humiliate Cuba by doing their dirty work on its soil - and warn others who
attempt to twist the lion's tail that the punishment will be severe.

I remember how, during the cold war, the CIA and its indigenous recruits
tortured political prisoners and raped them in many parts of Latin America.
During the Vietnam war the US violated most of the Geneva conventions. They
tortured and executed prisoners, raped women, threw prisoners out of
helicopters to die on the ground or drown in the sea, and all this, of
course, in the name of freedom.

Because many people in the west believe the nonsense about "humanitarian
interventions", they are shocked by these acts, but this is relatively mild
compared with the crimes committed in the last century by the Empire. I've
met many of our people in different parts of the world since September 11.
One question is always repeated: "Do you think we Muslims are clever enough
to have done this?" I always answer "Yes". Then I ask who they think is
responsible, and the answer is invariably "Israel". Why? "To discredit us
and make the Americans attack our countries." I gently expose their wishful
illusions, but the conversation saddens me. Why are so many Muslims sunk in
this torpor? Why do they wallow in so much self-pity? Why is their sky
always overcast? Why is it always someone else who is to blame?

Sometimes when we talk I get the impression that there is not a single
Muslim country of which they can feel really proud. Those who have migrated
from South Asia are much better treated in Britain than in Saudi Arabia or
the Gulf States. It is here that something has to happen. The Arab world is
desperate for a change. Over the years, in every discussion with Iraqis,
Syrians, Saudis, Egyptians, Jordanians and Palestinians, the same questions
are raised, the same problems recur. We are suffocating. Why can't we
breathe? Everything seems static: our economy, our politics, our
intellectuals and, most of all, our religion.

Palestine suffers every day. The west does nothing. Our governments are
dead. Our politicians are corrupt. Our people are ignored. Is it surprising
that some are responsive to the Islamists? Who else offers anything these
days? The US? It doesn't even want democracy, not even in little Qatar, and
for a very simple reason. If we elected our own governments they might
demand that the US close down its bases. Would it? They already resent
al-Jazeera television because it has different priorities from them. It was
fine when al-Jazeera attacked corruption within the Arab elite. Thomas
Friedman even devoted a whole column to praise of al-Jazeera in the New
York Times. He saw it as a sign of democracy coming to the Arab world. No
longer. Because democracy means the right to think differently, and
al-Jazeera showed pictures of the Afghan war that were not shown on the US
networks, so Bush and Blair put pressure on Qatar to stop unfriendly
broadcasts.

For the west, democracy means believing in exactly the same things that
they believe. Is that really democracy? If we elected our own government,
in one or two countries people might elect Islamists. Would the west leave
us alone? Did the French government leave the Algerian military alone? No.
They insisted that the elections of 1990 and 1991 be declared null and
void. French intellectuals described the Front Islamique du Salut (FIS) as
"Islamo-fascists", ignoring the fact that they had won an election. Had
they been allowed to become the government, divisions already present
within them would have come to the surface. The army could have warned that
any attempt to tamper with the rights guaranteed to citizens under the
constitution would not be tolerated. It was only when the original leaders
of the FIS had been eliminated that the more lumpen elements came to the
fore and created mayhem. Should we blame them for the civil war, or those
in Algiers and Paris who robbed them of their victory? The massacres in
Algeria are horrendous. Is it only the Islamists who are responsible? What
happened in Bentalha, 10 miles south of Algiers, on the night of September
22, 1997? Who slaughtered the 500 men, women and children of that township?
Who? The Frenchman who knows everything, Bernard-Henri Levy, is sure it was
the Islamists who perpetrated this dreadful deed. Then why did the army
deny the local population arms to defend itself? Why did it tell the local
militia to go away that night? Why did the security forces not intervene
when they could see what was going on? Why does M Levy believe that the
Maghreb has to be subordinated to the needs of the French republic, and why
does nobody attack this sort of fundamentalism?

We know what we have to do, say the Arabs, but every time the west
intervenes it sets our cause back many years. So if they want to help, they
should stay out. That's what my Arab friends say, and I agree with this
approach. Look at Iran. The western gaze turned benevolent during the
assault on Afghanistan. Iran was needed for the war, but let the west watch
from afar. The imperial fundamentalists are talking about the "axis of
evil", which includes Iran. An intervention there would be fatal. A new
generation has experienced clerical oppression. It has known nothing else.
Stories about the shah are part of its prehistory. These young men and
women are sure about one thing if nothing else. They don't want the
ayatollahs to rule them any more. Even though Iran, in recent years, has
not been as bad as Saudi Arabia or the late "Emirate of Afghanistan", it
has not been good for the people.

Let me tell you a story. A couple of years ago I met a young Iranian
film-maker in Los Angeles. His name was Moslem Mansouri. He had managed to
escape with several hours of filmed interviews for a documentary he was
making. He had won the confidence of three Tehran prostitutes and filmed
them for more than two years. He showed me some of the footage. They talked
to him quite openly. They described how the best pick-ups were at religious
festivals. I got a flavour of the film from the transcripts he sent me. One
of the women tells him: "Today everyone is forced to sell their bodies!
Women like us have to tolerate a man for 10,000 toomans.

Young people need to be in a bed together, even for 10 minutes . . . It is
a primary need . . . it calms them down.
"When the government does not allow it, then prostitution grows. We don't
even need to talk about prostitution, the government has taken away the
right to speak with the opposite sex freely in public . . . In the parks,
in the cinemas, or in the streets, you can't talk to the person sitting
next to you. On the streets, if you talk to a man, the 'Islamic guard'
interrogates you endlessly. Today in our country, nobody is satisfied!
Nobody has security. I went to a company to get a job. The manager of the
company, a bearded guy, looked at my face and said, 'I will hire you and
I'll give you 10,000 toomans more than the pay rate.' I said, 'You can at
least test my computer skills to see if I'm proficient or not . . .' He
said, 'I hire you for your looks!' I knew that if I had to work there, I
had to have sex with him at least once a day.
"Wherever you go it's like this! I went to a special family court - for
divorce - and begged the judge, a clergyman, to give me my child's custody.
I told him, 'Please . . . I beg you to give me the custody of my child.
I'll be your Kaniz . . . ["Kaniz" means servant. This is a Persian
expression which basically means 'I beg you, I am very desperate'.] What do
you think the guy said? He said, 'I don't need a servant! I need a woman!'
What do you expect of others when the clergyman, the head of the court,
says this? I went to the officer to get my divorce signed, instead he said
I should not get divorced and instead get married again without divorce,
illegally. Because he said without a husband it will be hard to find a job.
He was right, but I didn't have money to pay him . . . These things make
you age faster . . . you get depressed . . . you have a lot of stress and
it damages you. Perhaps there is a means to get out of this . . . "

Moslem was distraught because none of the American networks wanted to buy
the film. They didn't want to destabilise Khatami's regime! Moslem himself
is a child of the Revolution. Without it he would never have become a
film-maker. He comes from a very poor family. His father is a muezzin and
his upbringing was ultra-religious. Now he hates religion. He refused to
fight in the war against Iraq. He was arrested. This experience transformed
him. "The prison was a hard but good experience for me. It was in the
prison that I felt I am reaching a stage of intellectual maturity. I was
resisting and I enjoyed my sense of strength. I felt that I saved my life
from the corrupted world of clergies and this is a price I was paying for
it. I was proud of it. After one year in prison, they told me that I would
be released on the condition that I sign papers stating that I will
participate in Friday sermons and religious activities. I refused to sign.
They kept me in the prison for one more year."
Afterwards he took a job on a film magazine as a reporter. "I thought my
work in the media would serve as a cover for my own projects, which were to
document the hideous crimes of the political regime itself. I knew that I
would not be able to make the kind of films I really want to make due to
the censorship regulations. Any scenario that I would write would have
never got the permission of the Islamic censorship office. I knew that my
time and energy would get wasted. So I decided to make eight documentaries
secretly. I smuggled the footage out of Iran. Due to financial problems
I've only been able to finish editing two of my films. One is »Close Up,
Long Shot« and the other is »Shamloo, The Poet Of Liberty«.
The first film is about the life of Hossein Sabzian, who was the main
character of Abbas Kiarostami's drama-documentary called »Close Up«. A few
years after Kiarostami's film, I went to visit Sabzian. He loves cinema.
His wife and children get frustrated with him and finally leave him. Today,
he lives in a village on the outskirts of Tehran and has come to the
conclusion that his love for cinema has resulted in nothing but misery. In
my film he says, 'People like me get destroyed in societies like the one we
live in. We can never present ourselves. There are two types of dead: flat
and walking. We are the walking dead!'"

We could find stories like this and worse in every Muslim country. There is
a big difference between the Muslims of the diaspora - those whose parents
migrated to the western lands - and those who still live in the House of
Islam. The latter are far more critical because religion is not crucial to
their identity. It's taken for granted that they are Muslims. In Europe and
North America things are different. Here an official multiculturalism has
stressed difference at the expense of all else. Its rise correlates with a
decline in radical politics as such.
"Culture" and "religion" are softer, euphemistic substitutes for
socioeconomic inequality - as if diversity, rather than hierarchy, were the
central issue in North American or European society today. I have spoken to
Muslims from the Maghreb (France), from Anatolia (Germany); from Pakistan
and Bangladesh (Britain), from everywhere (United States) and a South Asian
sprinkling in Scandinavia. Why is it, I often ask myself, that so many are
like you? They have become much more orthodox and rigid than the robust and
vigorous peasants of Kashmir and the Punjab, whom I used to know so well.

The British prime minister is a great believer in single-faith schools. The
American president ends each speech with "God Save America". Osama starts
and ends each TV interview by praising Allah. All three have the right to
do so, just as I have the right to remain committed to most of the values
of the Enlightenment. The Enlightenment attacked religion - Christianity,
mainly - for two reasons: that it was a set of ideological delusions, and
that it was a system of institutional oppression, with immense powers of
persecution and intolerance. Why should we abandon either of these legacies
today?

I don't want you to misunderstand me. My aversion to religion is by no
means confined to Islam alone. And nor do I ignore the role which religious
ideologies have played in the past in order to move the world forward. It
was the ideological clashes between two rival interpretations of
Christianity - the Protestant Reformation versus the Catholic
Counter-Reformation - that led to volcanic explosions in Europe. Here was
an example of razor-sharp intellectual debates fuelled by theological
passions, leading to a civil war, followed by a revolution.
The 16th-century Dutch revolt against Spanish occupation was triggered off
by an assault on sacred images in the name of confessional correctness. The
introduction of a new prayer book in Scotland was one of the causes of the
17th-century Puritan Revolution in England, the refusal to tolerate
Catholicism sparked off its successor in 1688. The intellectual ferment did
not cease and a century later the ideas of the Enlightenment stoked the
furnaces of revolutionary France. The Church of England and the Vatican now
combined to contest the new threat, but ideas of popular sovereignty and
republics were too strong to be easily obliterated.

I can almost hear your question. What has all this got to do with us? A
great deal, my friend. Western Europe had been fired by theological
passions, but these were now being transcended. Modernity was on the
horizon. This was a dynamic that the culture and economy of the Ottoman
Empire could never mimic. The Sunni-Shia divide had come too soon and
congealed into rival dogmas. Dissent had, by this time, been virtually
wiped out in Islam. The Sultan, flanked by his religious scholars, ruled a
state-Empire that was going to wither away and die.
If this was already the case in the 18th century, how much truer it is
today. Perhaps the only way in which Muslims will discover this is through
their own experiences, as in Iran. The rise of religion is partially
explained by the lack of any other alternative to the universal regime of
neoliberalism. Here you will discover that as long as Islamist governments
open their countries to global penetration, they will be permitted to do
what they want in the sociopolitical realm.

The American Empire used Islam before and it can do so again. Here lies the
challenge. We are in desperate need of an Islamic Reformation that sweeps
away the crazed conservatism and backwardness of the fundamentalists but,
more than that, opens up the world of Islam to new ideas which are seen to
be more advanced than what is currently on offer from the west.

This would necessitate a rigid separation of state and mosque; the
dissolution of the clergy; the assertion by Muslim intellectuals of their
right to interpret the texts that are the collective property of Islamic
culture as a whole; the freedom to think freely and rationally and the
freedom of imagination. Unless we move in this direction we will be doomed
to reliving old battles and thinking not of a richer and humane future, but
of how we can move from the present to the past. It is an unacceptable
vision. I've let my pen run away with me and preached my heresies for too
long. I doubt that I will change, but I hope you will.

Bis zum 30 Juni müssen die Mitgliedsstaaten der Welthandelsorganisation
(WTO) bekannt geben, in welchen Dienstleistungsbereiche die von den
anderen WTO-Staaten Liberalisierungen erwarten. GATS (General Agreemant on
Trade in Services) ist internationaler Vertrag der WTO zur Liberalisierung
des Bildungsbereiches. GATS ist in der Öffentlichkeit weitgehend unbekannt
und wird defacto hinter verschlossen Türen verhandelt. Das Zustandekommen
der Verträge resultiert aus einem nicht transparenten Geflecht aus Lobbys,
BeamtInnen und PolitikerInnen. GATS sollte in jedem Fall vor dem 30. Juni
öffentlich diskutiert werden. Dazu möchte die Aktion kritischer
SchülerInnen im Rahmen der "Freiheit in den Köpfen statt Freiheit für die
Kohle" beitragen und lädt die herzlich ein, am 23. Mai der Straßenaktion
beizuwohnen.

Journalistin, die unrechtmäßig seit 6 Jahren und 6 Monaten in Peru
inhaftiert ist. Sie wurde im Januar 1996 von den vermummten Richtern eines
geheimen Militärtribunals als angebliche Anführerin des MRTA (Movimiento
Revolucionario Tupac Amaru) wegen `Landesverrat´ zu lebenslänglicher Haft

Es macht mich traurig zu sagen, dass die Propaganda der Regierung von Peru
gegen diejenigen weitergeht, die sich für ihre Rechte erheben und soziale
Veränderungen anstreben. Neue Gesetze wurden eingeführt, die noch mehr
Einschränkungen für die soziale Mobilisierung bedeuten. Und in Folge des
Anschlags mit einer Autobombe in Lima im März - wobei bis heute noch nicht
festgestellt wurde, wer dafür verantwortlich ist - hat die Regierung neue
Antiterroristen-Gesetze eingebracht, welche die international verurteilten
Gesetze fortführt, die Alberto Fujimori vor zehn Jahren in Verletzung
fundamentaler Menschenrechte durchgesetzt hat. Andererseits wird die
kürzlich beschlossene Arbeitsgesetzgebung - Respektierung des 8-Stunden
Arbeitstages und Bezahlung von Überstunden - nicht in die Praxis umgesetzt.
Es scheint manchmal so, als ob die einzige Ausübung der Gesetze, die in
Peru existiert, diejenige ist, die unterdrückt.

Einmal mehr werden politische Gefangene misshandelt. Ende April wurden
politische Gefangene nach Challapalca überstellt, ein Gefängnis, das in
einer Militärbasis hoch in den Bergen nahe der Anden-Grenze zu Bolivien und
Chile gelegen ist, in einer Höhe weit über 16.000 Fuss. Zahlreiche
Menschenrechtsorganisationen wie das Internationale Rote Kreuz und Amnesty
International haben 1996 in Stellungnahmen scharfen Einspruch gegen die
Eröffnung des Knastes von Challapalca erhoben. Ursprünglich war das
Gefängnis für gewöhnliche Gefangene gedacht, doch vor sieben Monaten, am
Beginn der Regierung Toledo, wurde die erste Gruppe von politischen
Gefangenen nach Challapalca gebracht. Die Gesundheit wie das allgemeine
Wohlbefinden aller Gefangenen ist in diesem Knast ernsthaft gefährdet. Das
Gefängnis von Challapalca ist so abgelegen und isoliert, dass dort jede Art
von Misshandlung unter vollkommener Straflosigkeit geschehen kann - ein
Beweis dafür ist, dass vor etwa einem Jahr zwei gewöhnliche Gefangene von
Knastaufsehern zu Tode geprügelt wurden, was erst sehr viel später bekannt
wurde. Besuche von Gefangenen sind dort minimal, was den Kosten und der
Schwierigkeit der Anreise zuzuschreiben ist, wie auch dem Problem, sich an
die Hochlage zu gewöhnen.

Zu den fortgesetzten Drohungen, mehr politische Gefangene nach Challapalca
zu verlegen, kommt die Gefahr weiterer Verlegungen von politischen
Gefangenen in das Yanamayo-Gefängnis in der Hochebene von Puno, das
unlängst repariert wurde.

Wir, die politischen Gefangenen, leben in einer allgemeinen Atmosphäre der
Provokation: Probleme mit der Ernährung, Belästigung von BesucherInnen,
Aufhebung von Vergünstigungen etc. In den letzten Monaten, und vor allem in
den vergangenen Wochen, sind Familien, FreundInnen und sogar die
AnwältInnen der Gefangenen, wie auch MenschenrechtsarbeiterInnen, die in
die Knäste gehen, bedroht und mit Feindschaft behandelt worden.

Wenn die Gefängnisbehörden geringsschätzige Bemerkungen über die
Anwesenheit von internationalen Menschenrechtsgruppen fallenlassen, liegt
das an dem Druck, den diese Gruppen auf die Begrenzung der Straflosigkeit
der Behörden ausüben. Das Justizministerium behauptet, dass die Vorwürfe
der politischen Gefangenen wegen Misshandlung falsch seien und besteht
darauf, dass die Menschenrechte der Gefangenen respektiert würden. Das ist
einfach nicht wahr. Aber wen kümmert es, wenn unsere Rechte nicht
respektiert werden, in einem Land, wo es wenig Aufmerksamkeit dafür gibt,
dass die Mehrheit der Bevölkerung täglich der Verletzung ihrer
fundamentalen Menschenrechte ausgeliefert ist, wie sie in der universellen
Erklärung der Menschenrechte vereinbart wurden - vielmehr noch, da
politische Gefangene nicht einmal als Menschen betrachtet werden?

Die letzten Aktionen der Regierung von Peru sind eine erneute Repression
gegen politische Gefangene, die für ihre Rechte kämpfen. Ich fürchte um das
Wohlergehen derjenigen Gefangenen, die nach Challapalca verlegt worden
sind, genauso wie um alle politischen Gefangenen in Peru, die in jedem
Knast und zu jeder Zeit misshandelt werden können. Mensch kann nicht
schweigen, wenn die Regierung falsche Bilder einer angeblichen `Gefahr des
Terrorismus´ verbreitet [hypes], wofür die politischen Gefangenen stehen
sollen, und damit die Aufmerksamkeit von der Lösung der Probleme, wie Armut
und die Ursachen von sozialer Unruhe, ablenkt.

So bald nach der Repression in der Dekade von Fujimori-Montesinos, mache
ich mir Sorgen, dass die Verschlechterung der gegenwärtigen Situation und
die fortgesetzte Verletzung von grundlegenden Rechten in einem Land, das
sich eine Demokratie nennt, einen unversöhnlichen Konflikt verursachen
wird, dessen Lösung Jahre dauern wird.

Es ist notwendig, dass diese Dinge bekannt werden, und soweit mir das
möglich ist, werde ich euch informiert halten, wie diese Situation
weitergeht. Inzwischen könnt ihr helfen, indem ihr an Justizminister
Olivera, Präsident Toledo und die nationale Menschenrechtsorganisation
schreibt und fordert, dass die Regierung von Peru die Repression gegen die
politischen Gefangenen beendet und die Respektierung der Menschenrechte
durch die Schliessung des Gefängnisses von Challapalca und die Verlegung
aller Gefangener in andere Knäste auch in der Praxis zeigt.

Foucault war nicht nur der Meisterdenker der Postmoderne, sondern sogar
deren Begründer. Wenn heutzutage von Differenz die Rede ist (in welcher
Form auch immer, und sei es bei den gender-AkademikerInnen), dann hat
dieser Intellektuelle dafür die Steilvorlage geliefert.
Philosophiegeschichtlich gesehen hat er allerdings nichts anderes gemacht
als den Nazi Heidegger, und dessen Vorbild: Nietzsche, so zu vereinfachen
und zu popularisieren, daß die Linke -insbesondere die deutsche -, indem
sie Marx in ihren Köpfen durch Foucault ersetzte, nazistisches
Gedankengut für sich hat hoffähig machen können. Was ja
historisch-politisch keinen so unbekannten Vorgang darstellt, wenn man
sich daran erinnert, wie diese Linke seit je versucht,
faschistisch-nazistische Themen (Nation, Volk etc.) für sich zu "besetzen".
Die aktuelle Einstellung der deutschen Linken zu Israel ist der konsequente
Ausdruck dieser Ersetzung von Marx durch Foucault in der späteren
Nachfolge von 68.
In dem Vortrag geht es um diese philosophiegeschichtlichen Bezüge aber
nur am Rande. Vielmehr soll das Denken Foucaults immanent dargestellt
werden. Mehr braucht es auch nicht, um den regressiven Charakter nicht nur
des Denkens von Foucault, sondern vor allem des Denkens all derer, die
sich positiv auf ihn beziehen, deutlich werden lassen zu können.

. Massenmedien reichen von scheuen Kopftuch-Frauen bis zu

als gewöhnliche Besucher trotzdem teil. Wenn man schon als Politiker für
die rechtliche Ungleichbehandlung der von HIV am stärksten betroffenen
Gruppe der Homosexuellen eintritt und diese Diskriminierung vehement
verteidigt, dann sollte man wenigstens so viel Takt und Anstand haben,
einem Ereignis wie dem Life-Ball fernzubleiben", ergänzt HOSI-Wien-Obmann
Christian Högl.

"Im Vorjahr begegnete ich FPÖ-Minister Karl-Heinz Grasser auf dem Ball, was
mir den ganzen Abend verdorben hat", berichtet HOSI-Wien-Generalsekretär
Kurt Krickler, der selbst seit 20 Jahren mit HIV lebt. "Als ich ihn zur
Rede stellte, rechtfertigte er sich bloß, er persönlich würde Homosexuelle
nicht diskriminieren, und tat ansonsten so, als hätte er mit der FPÖ gar
nichts zu tun. Ich hoffe, unerfreuliche Begegnungen mit Heuchlern dieser
Art bleiben mir heuer erspart."

"Soziales AIDS ist ja nicht, wenn der Nachbar nicht mehr grüßt oder die
Bäckerei einem keine Semmeln mehr verkauft", meint Pankratz weiter,
"sondern entsteht ja in erster Linie durch die Unterdrückung von
Homosexuellen und die totale Rechtlosigkeit gleichgeschlechtlicher
PartnerInnenschaften, wofür in Österreich hauptsächlich die FPÖ und ÖVP die
Verantwortung tragen. Deshalb freuen wir uns auch, daß es übermorgen wieder
eine Wedding Chapel im Rathaus geben wird, um die Rückständigkeit der ÖVP-
und FPÖ-Gesellschaftspolitik bewußt zu machen."

Introduktion zum AIDOH-Netzwerk und an die Presse

Ich bin ein dänischer Bildhauer namens Jens Galschiot und bin mit
internationalen Kunstmanifestationen tätig, die sich mit der ethischen Grundlage unserer
Zivilisation befassen. Ich schreibe Ihnen um Sie über meine Aktivitäten zu informieren.
Ihre Mail-Adresse haben wir bekommen entweder durch Ihre eigene Anfrage, oder
dadurch dass sie erschienen ist in den zahlreichen Mails die wir ständig bekommen in
Themenbereichen wie Menschenrechte, die schiefe soziale und ökologische
Entwicklung der Welt, Kunst u.ä.

Ich hoffe, dass es Sie interessieren wird, aber es kann natürlich sein, dass
Ihre Interessen in einer ganz anderen Richtung gehen, und dass Sie lieber frei

Die weitumfassenden Aktivitäten, die ich in aller Welt angefangen habe,
geschehen in Zusammenarbeit mit zahllosen Freiwilligen. Sie werden laufend orientiert
(hauptsächlich durch E-Mail) durch ein Nullprofit-Informations-Netzwerk gegründet in
Verbindung mit dem Sozialen Gipfel der UNO in Kopenhagen 1995 mit dem Namen Art In
Defence Of Humanism (AIDOH).

Zur Zeit arbeiten wir mit einer globalen Manifestation, die eine Skulptur
namens das Schandmal zum Ausgangspunkt nimmt. Ungefähr alle zwei Jahre wird ein
Schandmal errichtet auf einem Ort wo ein ernster Übergriff auf den Humanismus
stattgefunden hat. Das weltumfassende Netzwerk von gleichen Skulpturen erhöht dir
symbolische Aussagekraft des einzelnen Schandmals. Das Monument besteht aus mehr als 50
schmerzlich verzogenen Menschenkörpern die in eine obeliskähnliche Form emporgehen. Das
Schandmal ist ein skulptureller Aufruf. Es repräsentiert einen erheblichen Geldbetrag,
das einzige Symbol das weltweit wirklich geachtet wird. Das Schandmal ist eine
Art Nobelpreis der Übergriffe.

Das Projekt wurde am 4. Juni 1997 angefangen, als ich in Zusammenarbeit mit
der chinesischen Demokratie-Bewegung eine 8 m hohe und 3 Tonnen schwere Skulptur
in Hongkong errichtet. Die Skulptur mit dem Titel das Schandmal wurde zum
Gedenken am Tiananmen-Massaker in Beijing 1989 errichtet. Das Monument veranlasste
mehrere Abstimmungen im Parlament und Repressalien von China sowie eine riesige
Diskussion über die Grenzen der Redefreiheit in Asien. Auskünfte über die Ereignisse

Danach wurde ein Schandmal in Mexiko errichtet als eine Anklage gegen die
vielen Übergriffe auf die ursprüngliche Bevölkerung und um den Internationalen Tag
gegen Straffreiheit zu markieren. Die Skulptur wurde 18. April 1999 im Park Bosque
de Chapultepec in Mexiko Stadt aufgestellt in Zusammenarbeit mit dem gesamten
Indianerrat CNI und dem Kulturverband CLETA, die ihr Festival mit der
Aufstellung des Schandmals eröffnete. Demnächst wurde die Skulptur im Rahmen einer
1.Mai-Demonstration mit etwa 500.000 Teilnehmern auf dem 'Zócalo', dem bedeutendsten zentralen
Platz der Hauptstadt errichtet. Schliesslich wurde das Schandmal im Dorf Acteal
aufgestellt um ein Massaker an 45 unbewaffnete Zivilisten zu markieren.
Die mexikanischen Behörden erwiderten die Donation der Skulptur mit der

Im Frühling 2000 wurde ein Schandmal in Belém im nördlichen Brasilien
errichtet, um Übergriffe auf erdlose Landarbeiter anzuprangern und um noch einmal den
Internationalen Tag gegen Straffreiheit zu markieren.

Das nächste Schandmal wird in Berlin errichtet um die industrielle
Massenvernichtung der Nazizeit zu markieren. Das Ereignis verläuft in Zusammenarbeit mit
ehemaligen KZ-Häftlingen aus der ganzen Welt, die zum Projekt beitragen dadurch dass sie
etwa 10 Millionen Striche in die bronzene Unterlage der Skulptur eingravieren.

FIRST AND FOREMOST: Congratulations to the National Coalition to
Abolish the Death Penalty - Today is expected to be their first day in the
NEW BUILDING. See below for more details.

Interesting to note that more than 300 people have removed
themselves from this list in the past few days. I'm guessing there's at
least that many more who are still deleting without even looking at the
first line. So that would mean that somewhere in the neighborhood of about
3,600 people actually open these messages to see what is there.... CUADP
is pleased and honored to serve you.

ON THE SURVEY:

Many thanks to those of you who have returned the survey sent out
the other day. Perhaps the most common and unanimous response is the

students mostly seek placements for 8 weeks but none are looking for less
than 6 weeks. They have had a good general orientation in capital penalty
case law. Host offices will be given a law school Westlaw password for a
year. I have some students that have family connections in San Francisco,
Berkeley, Chicago and New York City/New Jersey and who would like to intern
in those cities if at all possible. I will be happy to supply prospective
hosts with further details of the training given and what hosting an intern
entails.

In anticipation of the next releases from Floridas death row, Floridians
for Alternatives to the Death Penalty (FADP) is launching a relief fund so
as to be able to provide something more than the $100 Florida gives its
exonerated death row prisoners. FADP anticipates at least two more
releases from Florida's death row THIS YEAR, and more in the future - there
are at least ten strong cases of possible innocence on Florida's death
row. FADP encourages other state groups to start similar efforts.

FADP *hopes* to be able to give any newly exonerated death row prisoner(s)
at least $2,000 to augment the insulting and paltry sum they receive from

FROM PRESIDENT CARTER'S HUMAN RIGHTS SPEECH IN CUBA

In his "human rights" speech in Cuba on May 14, former US President Jimmy
Carter tempered his 20-minute speech by saying that "my nation is hardly
perfect in human rights."

He said the death penalty in America is "harshly imposed on those who are
poor, black, or mentally ill" and that the United States does not afford
universal health care like Cuba does.

WASHINGTON - Gov. Parris N. Glendening took a courageous step when he put a
moratorium on executions in Maryland, as Gov. George Ryan did in Illinois
in 2000.

Mr. Glendening's action signals mounting concern about flaws in our death
penalty system: the 101st death row inmate has now been exonerated; a
Columbia University study has found that from 1973 to 1995, more than
two-thirds of death penalty convictions were reversed on appeal based on
serious, reversible error; and late last month in New York, U.S. District
Judge Jed Rakoff announced that he was seriously considering finding the
federal death penalty unconstitutional because so many death row inmates
have been found innocent.

The message is clear: In response to the glaring flaws in the
administration of capital punishment, the nation should conduct a thorough,
nationwide review of the death penalty.

No executions should go forward while an independent, blue-ribbon
commission examines the federal and state systems of capital punishment -
systems so riddled with errors that for every eight people executed in the
modern death penalty era, one person on death row has been found innocent.
No one would buy a particular car if the brakes failed in one car for every
eight cars that came off the lot, and we should never accept that level of
error when people's lives hang in the balance.

The commission appointed by Governor Ryan has taken a hard look at that
state's death penalty system, which has freed more men from its death row
than it has executed since Illinois reinstated the death penalty in 1977.

Yet no thorough study of the federal death penalty, or of the death penalty
in 37 other states, has been conducted since the Supreme Court first
declared capital punishment unconstitutional in the United States in 1972.

Just last week, the 101st exoneration in the United States took place in
Pennsylvania, where Thomas Kimbell Jr. spent four years on Pennsylvania's
death row for murders he did not commit. With 101 death row inmates
nationwide found innocent - some just days before their execution date -
the nation should follow Illinois' lead by placing a moratorium on
executions and conducting a thorough examination of the administration of
capital punishment.

After the 13th innocent man was freed from Illinois' death row more than
two years ago, Governor Ryan placed a moratorium on the state's death
penalty and brought together an esteemed panel of prosecutors, defense
lawyers, judges and other citizens from both sides of the issue.

That commission concluded that while no system can guarantee that capital
punishment won't take an innocent life in Illinois, the state can institute
reforms in its criminal justice system to guard against such a terrible
injustice.

The recommendations made by the Illinois commission address the root
problems that have resulted in the wrongful conviction of innocent people.

For instance, the commission recommends that the death penalty be barred in
certain situations in which a conviction hinges solely on evidence that is
inherently less reliable, such as the testimony of a single witness, a
jailhouse informant or "snitch," or an uncorroborated accomplice. The
commission also recommends the videotaping of questioning of capital
suspects at a police facility to reduce the risk of possible coerced
confessions.

The problem of incompetent defense counsel can be addressed by improving
the training of lawyers in death penalty cases, the commission writes.

While Illinois, and now Maryland, work to reform their death penalty
systems, many other states have done little or nothing to review their own
systems of capital punishment, even though their rates for error in capital
cases may be significant. Three-fourths of the states that have conducted
executions since 1976 have released at least one innocent person from death
row; 22 innocent people have been released from Florida's death row alone
in the modern death penalty era.

A national commission should study whether and how these kinds of serious
errors can be avoided in other death penalty states and at the federal level.

We support legislation in the Senate to create such a commission, and to
put a moratorium on executions while the commission evaluates whether the
operation of the death penalty machinery today is consistent with
constitutional principles of fairness, justice, equality and due process.

The harrowing stories of innocent people narrowly averting execution, and
the courageous steps by the Maryland and Illinois governors, offer
compelling evidence that a national commission and moratorium should go
forward.
