Liebe Freunde!

Unter dem Vorwand wirtschaftlicher Zwänge wird der Sozialstaat in Europa
und auch in Österreich seit Jahren geschwächt, insbesondere im Bereich des
Gesundheitswesens. Politik kürzt Leistungen und untergräbt den Grundsatz
der Solidarität.

Jetzt haben Sie die Chance Eigenverantwortung und Engagement zu zeigen und
das von einem überparteilichen Personenkomitee initierte Volksbegehren
"Sozialstaat Österreich" zu unterstützen. Ich darf Sie im eigenen Interesse
aber vor allem im Interesse der Erhaltung der Pflichtversicherung für
unsere Versicherten ersuchen, von Ihrem demokratischen Stimmrecht Gebrauch
zu machen.

Gerade wir in der Sozialversicherung mußten und müssen schmerzhaft erfahren
was es bedeutet wenn in unserem Gesundheitswesen Maßnahmen die auf
Entsolidarisierung gerichtet sind (Ambulanzgebühr, Einschränkung der
beitragsfreien Mitversicherung, etc.) Platz greifen.

WARUM MUSS MAN DAS VOBE SOZIALSTAAT UNTERSTÜTZEN

· Weil es nicht sein kann, dass man für Krankheit bestraft wird
· Weil es nicht sein kann, dass Unfallrentner zur Kasse gebeten werden
· Weil es nicht sein kann, dass Gesetze geschaffen werden nur damit man
unbequeme Kritiker mundtot macht
· Weil es nicht sein kann dass Arbeitslose und Kranke als "selbst schuld
abgestempelt werden
· Weil es nicht sein kann dass, das ArbeitsMarktService ruiniert wird
· Weil es nicht sein kann, dass unser Sozialversicherungssystem mutwillig
ruiniert wird
· Weil es nicht sein kann dass, versucht die Gewerkschaften zu zerschlagen
und die Rechte der Arbeitnehmer zu gefährden
· Weil das Arbeitsministerium nichts im Wirtschaftsministerium zu suchen hat
· Weil ArbeitnehmerInnenschutz zu wichtig ist um einfach wegrationalisiert
zu werden
· Weil das Erreichen des Nulldefizits nicht auf Kosten der Kranken und
Schwachen gehen darf
· Weil es nicht sein kann, dass Krankenstandsdaten an den Arbeitgeber
weitergeben werden
· WEIL ES UNS REICHT

Seit 3.Oktober 2001 läuft offiziell das VOBE (Volksbegehren) Sozialstaat.
Ins Leben gerufen von einem überparteilichen Personenkomitee, dem Leute wie:
Ernst Berger Johanna Dohnal, Emmerich Talos, Stefan Schulmeister ;Gertraud
Knoll, Renata Schmidtkunz, Christine Gubitzer und Werner Vogt angehören.

Ziel ist es, folgenden Zusatz in der Verfassung zu verankern.

Dem Art 1 ("Österreich ist eine demokratische Republik. Ihr Recht geht vom
Volk aus.") wird ein Absatz 2 angefügt.
Dieser lautet:

"Österreich ist ein Sozialstaat.
Gesetzgebung und Vollziehung berücksichtigen die soziale Sicherheit und
Chancengleichheit der in Österreich lebenden Menschen als eigenständige
Ziele.
Vor Beschluss eines Gesetzes wird geprüft, wie sich dieses auf die soziale
Lage der Betroffenen, die Gleichstellung von Frauen und Männern und den
gesellschaftlichen Zusammenhalt auswirkt (Sozialverträglichkeitsprüfung).
Die Absicherung im Fall von Krankheit, Unfall, Behinderung, Alter,
Arbeitslosigkeit und Armut erfolgt solidarisch durch öffentlich-rechtliche
soziale Sicherungssysteme. Die Finanzierung der Staatsausgaben orientiert
sich am Grundsatz, dass die in Österreich lebenden Menschen einen ihrer
wirtschaftlichen und sozialen Lage angemessenen Beitrag leisten."

Rolf Heißler wurde 1982 zu lebenslanger Freiheitsstrafe verurteilt, weil er
im November 1978 zwei Polizeibeamten erschossen und zwei weitere schwer
verletzt haben soll.

> Er wurde bei seiner Verhaftung 1979 durch einen Kopfschuss schwer
verletzt, überlebte nur mit Glück und hat noch heute unter den Folgen der
mangelhaften medizinischen Versorgung zu leiden.

können, und wünschen ihm alles Gute !

... "Es kann nicht sein, dass der Zivildienst als vorgeschriebener
Staatsdienst privatisiert und somit dem wirtschaftlichen Wettbewerb
ausgesetzt wird," empört sich Univ. Prof. Dr. Josef Weidenholzer, Präsident
der Volkshilfe, "die jungen Männer die ihren Staatsdienst leisten müssen,
hätten nicht mehr den Staat, sondern ein gewinnorientiertes Unternehmen als
Ansprechpartner - mit dementsprechenden sozialen Verschlechterungen ist
daher zu rechnen"...

Dear Friends,

Last spring we put out a call to our supporters all over the world to either
join us on June 8 for a large demonstration against the Occupation or to
hold demonstrations/vigils in your own locality. These events were a great
success, locally and internationally. Some of you came to Israel, and all of
you held events locally--in at least 150 cities throughout the world. The
combined strength of this synergy increased our visibility everywhere and
guaranteed that our voices were heard.

Remembering the excitement, energy and power of the June 8 organizing, and
recognizing that since then the situation has only deteriorated further
under the leadership of the current Israeli government, we are
calling upon ourselves and you once again to organize both locally and
internationally.

The Coalition of Women for Just Peace is organizing a major international
event on Friday, December 28th. We hope you will either organize solidarity
missions to join us in Jerusalem on that day or that you will once again
organize an event in your area in solidarity with us and in opposition
to the Occupation and to the abhorrent practices of the Sharon-Peres
government and the Israeli army in the Occupied Territories. We here will
once again take responsibility for coordinating this event internationally
and keeping us all in touch with one another.

Why December 28? It was the last Friday in December of 1988
when a coalition of women's peace groups held the first international
conference
in Jerusalem, and since then that date has served us as a marker of our
on-going commitment to struggle against the illegal and immoral Israeli
occupation of Palestinian lands.

Why organize internationally? Since the horrific events of September 11,
the start of the American war in Afghanistan, and the spector of biological
terrorism that is understandably terrorizing the United States and other
Western countries, the attention of the world has been diverted from what is
happening in our small corner of the world. Under this cover of inattention
and preoccupation, the Israeli government has normalized the practice of
devastating military incursions into Area A, the portion of the Gaza Strip
and the West Bank that had been ceded to the Palestinians and placed under
the authority of the Palestinian Authority under the Oslo agreements. There
has been very little and very disproportionate response from the United
States and Europe, even though Israel now considers it a right to re-enter
those territoris at will.

In one week of destruction alone, at least 50 Palestinians have been killed
and an unknown but large number have been injured. For more than a week,
Palestinian life in the West Bank has been completely disrupted, as tanks
and armored personnel carriers travel the narrow streets of towns, cities
and villages, terrorizing the population.

Our voices are too often and too easily silenced. But we have seen that
together we can break the silence. Let us do just that on December 28th.
As we hear from you, we will update the entire list about what is happening
elsewhere. Once our plans for the Jerusalem event are firmed up, we will
keep you informed. We are a powerful network of women and men who oppose
war, violence and injustice. Let us make this power felt.

Regisseurs Raoul Peck. Er meditiert über die Auswirkungen des Paradigmas,

Oekonomen Immanuel Wallerstein und eine haitianische Kinderaerztin ueber
den uebriggebliebenen Kapitalismus.
Welches Weltbild haben die Einwohner von Port-à-Piment, einem Fischer-
und Bauernstaedtchen auf Haiti, dessen einzige Perspektiven Bankrott und
gesellschaftlicher Zerfall sind? Wie gehen Reich und Arm heute miteinander

man schon alle Grundfragen loesen: Ernaehrung, Gesundheit, Bildung...) Wie

Fragen herum entstand ein vielstimmiger Film, der zur Musik von Abdullah

Raoul Peck: Geboren 1953 in Port-au-Prince in Haiti. Ausbildung und Studium
in den USA, Frankreich und in Deutschland; in Berlin studiert er an der
Deutschen Film- und Fernsehakademie. Er ist zudem ausgebildeter
Wirtschaftsingenieur, Journalist und Fotograf. 1994/95 lehrt er an der Tisch
School of the Arts an der Universitaet New York. 1996/97 ist er
Kulturminister
in Haiti. Seit April 2000 amtierender Praesident der franzoesischen
Commission
d'Aide au Cinéma Fonds Sud.

The USA has started a war against the entire people of the world. It is
using the
actions against America on the 11th of September 2001 as its justification.
They aim to turn the whole world into an instrument for the American war
effort
with the demagogy of "terror, fighting terrorism, the annihilation of
terrorism".
Let's have a look at those who were the first to obey these calls of
America.
Which are they? First is England, who has been blackening the lives of
millions
of people for hundreds of years in the colonies and neo-colonies. Also there
is
the fascist regime of Turkey, which has turned the lives of the people of
Turkey
into a dungeon. Also included is Germany, France, Pakistan, etc. who do not
differ from the others. Those who take part in this American war, which was
started today by America against the Afghan people and those who support
them
are attaching new crimes against humanity to the ones they had already
committed
up to this date.
No matter how much the press is playing the trumpet of America in this war,
millions of people all over the world are raising their voices against it.
Tens of
thousands, hundreds of thousands in all countries are protesting against
this
cowardly war, enforced by America using all of its techniques. The people of
the
world do not accept this injustice.
AMERICA AND ITS COLLABORATORS WITHIN THE AMERICAN WAR:
· Are violating human rights.
· Are violating international law and ignoring all countries laws and
borders.
· America is using chemical, nuclear and all other kinds of weapons and is
bombing
hospitals and civilian areas. It is committing war crimes.
· America wants to establish its sovereignty in the Middle Asia, Caucasia
and
Middle Eastern regions, where it still doesn't have domination. It is also
trying to
consolidate its influence where it already exists.
· Racism is being developed in America and Europe against muslims and
foreigners,
the Nazi spirit is alive.
· They are aiming to make the whole world surrender to them with the
demagogy
of terrorism. With new Anti-Terror Laws they are attempting to remove all
democratic rights and to prohibit revolutionary and democratic
organisations. They
are trying to suppress and scare the people so they will be unorganised.
· The aim of America is not just to annihilate the people of Afghanistan.
Bush
actually threatened the entire world by saying, "There is still Iraq, Sudan
and
Chetchenia, those who support terrorism".
· The war aims to create a new wind of reaction all over the world. It is
creating
"Crusades" to put in order the people of the world and the neo-colonies.
THE PEOPLE OF THE WORLD DO NOT WANT WAR

American imperialism wants to condemn the people of the neo-colonies to
fascist regimes and its own people and the people of Europe to darkness,
making them deprived of their existing democratic rights. All forces that
are
against this unjust war should come together and unite under the slogan

Der Krieg geht weiter - der Widerstand dagegen auch

Seit über drei Wochen bombardiert die USA nun Afghanistan, die zivilen
Opfer häufen sich, ein Ende ist nicht in Sicht. Im Zuge des "nationalen
Schulterschlusses" fährt die österreichische Regierung Angriffe auf
ImmigrantInnen, AsylwerberInnen und unsere demokratischen Rechte im
Allgemeinen. Für den Krieg wird Geld ausgegeben, während gleichzeitig
bei Bildung und Gesundheitswesen gekürzt wird.

Keinen Groschen für ihren Krieg!

Hundertausende Menschen auf der ganzen Welt sind gegen diesen Krieg
schon auf die Straße gegangen - auch in Wien gibt es
Anti-Kriegs-Aktionen.

In der Nacht vom 9. zum 10. November 1938 brannten in Wien 42 Synagogen
und juedische Bethaeuser, zahllose juedische Geschaefte und Wohnungen
wurden gepluendert, zerstoert und beschlagnahmt. 6547 Juden wurden
festgenommen und 3700 davon in das Konzentrationslager Dachau verschickt.
Hinter all diesen Daten, Zahlen und Fakten steht jenes unsagbar grauenvolle
Leid, das in der "Reichskristallnacht", im "Novemberpogrom 1938" juedischen
Mitbuergerinnen und Mitbuergern von den nationalsozialistischen Machthabern
angetan wurde.
Diese Nacht vom 9. zum 10. November 1938 war kein Randphaenomen der
Geschichte des Dritten Reiches, sondern ein Geschehen, dem zentrale
Bedeutung zukommt.
Die "Reichskristallnacht" war eine Hauptstation auf dem Weg der
verbrecherischen nationalsozialistischen Judenpolitik zum Voelkermord.
Der Reichspropagandaminister Joseph Goebbels nuetzte das Attentat des
17jaehrigen Herschel Grynszpan auf den deutschen Diplomaten Ernst von Rath
in Paris zum Aufruf zu einer von Partei und Staat getragenen reichsweiten
"Straf"aktion gegen die Juden. Getarnt als "spontanen Ausbruch des
Volkszorns" schlugen die Nationalsozialisten zu und zeigten erstmals
unverhuellt ihren auf die Juden gerichteten Vernichtungswillen. Allzuviele
opportunistische Mitlaeufer folgten, die Juden blieben ohne Hilfe dem
verbrecherischen Treiben ausgeliefert. Es waren wenige, die offenen
Widerstand wagten. Es waren auch zu wenige, die ihre Missbilligung
aeusserten, statt in den geifernden Chor einzustimmen. Dabei waere gerade
auch das immens wichtig gewesen.
So fand in der Woche vor dem 9. November 1938 in Kassel (heutige BRD)
quasi ein Probelauf statt, bei dem ein regional begrenztes Pogrom inszeniert
wurde. Die Machthaber waren sich ihrer Sache ganz einfach nicht voellig
sicher. Die Zustimmung und auch aktive Beteiligung der Bevoelkerung
uebertraf alle Erwartungen der Nazis.
Was danach kam, ist allgemein bekannt: Auf die sukzessive Entrechtung der
juedischen Bevoelkerung durch die Nuernberger Rassengesetze usw. und das
Novemberpogrom folgten die Arisierungen, das Einpferchen in Ghettos, am
Schluss die industrielle Vernichtung von Millionen Menschen - am
Historikerstreit wieviele es waren, wollen wir uns nicht beteiligen.
Vom ehemaligen Aspangbahnhof sind die Wiener Juden in die
Konzentrationslager gebracht worden.
Und wer es wissen wollte, hat Bescheid gewusst.

Der vielen anderen Menschen, die durch das nationalsozialistische Regime
gequaelt, drangsaliert, umgekommen und ermordet worden sind, wollen wir
bei dieser Kundgebung ebenfalls gedenken: Linke, Menschen die gegen den
Faschismus Widerstand geleistet haben, Homosexuelle, Sinti und Roma,
sogenannte "Geisteskranke" und sogenannte "Asoziale" - Kriminelle und
Obdachlose. Ebenso all derer, die in Hitlers Raubkriegen umkamen - fuer die
Hybris und den Groessenwahn deutscher, aber auch oesterreichischer Politiker
und Grossindustrieller. Denn in keinem Fall wollen wir die fatale Trennung
der professionellen Vergangenheitsbewaeltiger mitmachen, die Trennung
zwischen "unschuldigen" Opfern (den wegen ihrer "rassischen" Herkunft
verfolgten) und solchen, wo irgendwie unausgesprochen immer mitschwingt,
sie seien an ihrer Verfolgung auch noch selber schuld: Allen anderen. Es
gibt
fuer uns da keinen Unterschied: Es war dasselbe, unnoetige - weil
vermeidbare, durch genuegend Gegnerschaft vermeidbare - Leid. Denn
Menschen waren alle - und Menschen leiden unter Folter, Hunger,
Zwangsarbeit; Menschen leiden, wenn sie merken, dass sie sterben muessen
und das nicht wollen. Binsenweisheiten.
Wenn man aus der Geschichte etwas lernen kann, dann das: Wir werden
Vergleichbares nicht mehr zulassen.

Ein Redebeitrag zur Kundgebung am 9. November

Die Verbrechen des Nazismus sind einzigartig: Die Entrechtung, Vertreibung,
schlussendlich industrielle Vernichtung juedischer Menschen ist etwas,
vorher
und nachher, nicht dagewesenes. Die Drangsalierung und Ausmordung der
politischen Opposition, aber auch von sogenannten "Asozialen", von Sinti und
Roma, Homosexuellen ist etwas, dass es so nirgendwo sonst gegeben hat.
Sie klagen an, gerade heute: Die entrechteten Zwangsarbeiter, Millionen
Vertriebenen, millionenfach Ermordeten, in einem wahnwitzigen Krieg
millionenfach Gefallenen.
Und heute? Die hilflose Frage? Wie es "soweit" kommen konnte?
Dass juedische Menschen, unter dem Gespoett und Gelaechter ihrer
Mitbuergerinnen und Mitbuerger, neben denen und mit denen sie bis zum Tag
davor gelebt hatten, die Gosse reinigen mussten? Wie konnte es geschehen,
dass
1938, noch am selben Tag, nur eine halbe Stunde nachdem Seiss-Inquart sich
zum Kanzler ernennen liess, in Wien die ersten Pogrome stattfanden? Noch
einen Tag vor der Annexion Oesterreichs durch Deutschland?
Wie konnte all das geschehen?
Dass zwei Jahre spaeter juedische Menschen, waehrend die Nichtjuedinnen und
Juden beifaellig zusahen, seltener beschaemt wegsahen, mit Lastwagen hierher
zum Aspangbahnhof gebracht wurden: In den Tod fuhren, in die Vernichtung.
Wie konnten dieses monstroese Grauen geschehen, in einem angeblich so
zivilisierten Land?
Diese Verbrechen konnten nur deshalb so gross sein, weil hier der Staat der
Verbrecher gewesen ist. Der Staat der Boesartigkeit, der Gemeinheit und dem
Antisemitismus seiner nichtjuedischen Buergerinnen und Buerger freie Bahn
gab. Ihr allmaechtiger Verbuendeter war.
Und das Vermaechtnis? Was wir heute tun koennen, tun muessen?
Nicht viel. Wir koennen kaum etwas wiedergutmachen.
Wir koennen nur eines: Niemals vergessen. Wachsam sein. Obacht geben. Den
Anfaengen wehren.
Und deshalb: Weil geschehen ist, was geschehen ist, gehoert eine Partei mit
einem derart unklaren Verhaeltnis zu den Verbrechen des Faschismus, mit
einer augenzwinkernden Naehe zum Antisemitismus, nicht in die Regierung.
Eine Partei, die immer wieder mit eben diesem dumpfen Hass spielt, der 1938
bis 1945 so furchtbar gewuetet hat. Eine Partei, die mit Hass auf alles
andersgeartete, auf Minderheiten, auf auslaendische Menschen, und auch schon
wieder gegen Juedinnen und Juden, politisches Kleingeld wechselt, hat in der
Regierung nichts verloren. Darf nicht an den zentralen Schaltstellen des
Staates
sitzen.
Denn: Was ist von einer Partei zu halten, deren einfachstes Parteimitglied
gegen den Vorsitzenden der juedischen Kultusgemeinde vor einem groehlenden
Bierzelt mit den Worten Stimmung macht: "Ich weiss nicht wie einer, der
Ariel heisst, soviel Dreck am Stecken haben kann", worauf die Zahl an
Schmaeh- und Drohanrufen wie auch Drohbriefen gegen die Kultusgemeinde
und ihren Vorsitzenden explodiert? Und was ist von ihr als Naechstes zu
erwarten? Wird sie bei der Vergiftung des politischen Klimas und der
Durchdringung der oeffentlichen Meinung mit antisemitischem Bodensatz
stehenbleiben, oder wird sie irgendwann die Machtmittel des Staates
einzusetzen beginnen, den sie regiert?
Gegen ihre vermeintlichen und tatsaechlichen Gegnerinnen und Gegner, gegen
auslaendische Menschen, gegen Juedinnen und Juden?
Und wie ist in diesem Zusammenhang das gerade jetzt sehr heftige Draengen
dieser Partei auf Ausweitung polizeilicher Befugnisse und der Versuch der
Einschraenkung buergerlicher Freiheiten zu werten?
Wer die Freiheit zugunsten der Sicherheit begrenzt, erhaelt meist weder das
Eine, noch das andere, hat schon Benjamin Franklin gesagt.
Vielleicht geht es denen, die allen Buergerinnen und Buergern
Fingerabdruecke abnehmen wollen, und von faelschungssicheren Ausweisen
schwaermen, gar nicht um mehr "Sicherheit", sondern um Macht? Um ihre
Macht?
Vielleicht geht es denen, die gerade klammheimlich Lauschangriff und
Rasterfahndung zu dauerndem Recht gemacht haben und jeden Tag neue
irrwitzige Summen fuer einen sowieso schon ueberdimensionierten Polizei-
und Sicherheitsapperat fordern, nicht um "Sicherheit", sondern um Kontrolle.
Der Menschen in diesem Land.
Was waere wohl aus den wenigen juedischen Ueberlebenden geworden, haette
das Naziregime ueber die technischen Moeglichkeiten verfuegt, die die FPOe
dem heutigen Staat einraeumen will?
Ueber EDV, Videoueberwachung, die absolute Kontrolle des Telefon- und
Datenverkehrs, maschinenlesbare Ausweise usw. usf.
Diese Technologien sind nicht wertfrei: Den entsprechenden Willen zur
Verfolgung vorausgesetzt, koennten sie entsetzliche Wirkung entfalten.
Und dieser Wille koennte vorhanden sein.
Was uns das befuerchten laesst?
Der Zynismus.
Der Zynismus zum Beispiel, der es einen Joerg Haider fertigbringen laesst,
AsylwerberInnen, also die Aermsten der Armen, Menschen die verfolgt
werden, aus ihrer Heimat fluechten mussten, unter den Generalverdacht des
Terrorismus zu stellen.
Die am Besten weit weg von hier in irgendwelchen Lagern "deponiert" (O-Ton
Haider) werden.
Vielleicht werden eines gar nicht so fernen Tages Oesterreicherinnen und
Oesterreicher aus dem eigenen Land fluechten muessen. Wohin?

OAKLAND, BERKELEY:
THOUSANDS GREET CONGRESS MEMBER WHO VOTED
AGAINST WAR

Oakland, Calif.

At least 3,000 supporters of Barbara Lee, the congressional
representative of this African American city, packed into
Frank Ogawa Plaza in front of Oakland City Hall on Oct. 22.
They showed in a rousing display that, like Lee, they are
opposed to the war being waged against the people of
Afghanistan.

They stood shoulder to shoulder--African American, Native,
Latino, Asian and white--to show their support for Lee. She
has been under attack since she cast the only "no" vote in
Congress on the resolution that gave Bush a green light to
use any and all force necessary to conduct a war in
Afghanistan and elsewhere.

This total capitulation of the so-called elected body of
representatives has allowed Bush to rein terror on one of
the poorest countries in the world.

Radio personality Davey D told the crowd that Barbara Lee
has been subjected to death threats and vicious slander in
the pro-war, big-business media simply because she has a
different opinion about the war. Many of the signs in the
crowd thanked her for her courage. Some raised the idea that
perhaps she should be president.

Among the speakers who showed their support were Alameda
County Supervisor Keith Carson, Oakland City Council member
Nancy Nadel, actor Danny Glover and author Alice Walker.
Walker said how proud she was of Lee's stand and urged the
crowd to take care of themselves to stay strong for the long
haul for peace and justice.

BERKELEY CITY COUNCIL CALLS FOR END OF BOMBING

In a related development, the Berkeley City Council became
the first elected body in the U.S. to pass a resolution
calling for a cessation of the bombing of Afghanistan. The
vote was 5-0 with four abstentions.

There had been nine speakers--seven for and two against.
When it was passed a huge cheer went up in the crowd that
filled City Hall chambers. One part of the resolution
condemned the attacks of Sept. 11; another section urged all
elected representatives to address the issues of "overcoming
poverty, malnutrition, disease and oppression that drive
people to commit terrorist acts."

Another part of the resolution pushed for "lessening the
dependency on oil and committing to renewable energy
sources."

Before the vote was even cast, Rachel Rupert from the
Berkeley Chamber of Commerce, in a thinly veiled threat,
went on national television and said that a national boycott
of Berkeley would develop if the resolution passed.

The struggle to keep the resolution will continue when the
council meets again on Oct. 30. Progressive Berkeley City
Council member Kriss Worthington has urged all anti-war
activists in the Bay Area to keep that date on their
calendar and come out once again to say no to the U.S. war
in Afghanistan.

MUMIA ABU-JAMAL FROM DEATH ROW: SECRET WARS

As this is written, the obscene whine of bombs pierces the
night sky over the capital city of Kabul, in the war-
shattered nation of Afghanistan. Once again, the American
Empire has come to the Middle East, armed with the
glittering array of war.

Although national opinion polls assure us that this nebulous
war against "terrorists, and all who support them" is a
popular one, high opinion poll ratings mask the very real
and very deep anxiety that people feel, in their hearts and
in their guts, about the prospect of victory. That anxiety
underlies a deep distrust that Americans have historically
felt about the government. What don't they know? What are
Americans not being told? How will this end?

In truth, there is a good reason for this sense of anxiety,
as many Americans are, without their knowledge or okay, a
part of the secret wars that are raging around the world.

When the United States was a very young, and indeed, an
infant nation, a well-known national leader hatched a secret
plot to invade and overthrow Libya. An agent of his was
given tens of thousands of dollars and 1,000 guns to raise a
secret army against Libya.

This U.S. State Department official was attached to the Navy
and given the title "Agent for the United States Fleet in
the Mediterranean." This secret agent, working without the
knowledge or permission of the U.S. Congress, entered Egypt,
organized a mercenary army, and waged war against Libya, but
was not able to destabilize the government.

The government agent was Capt. William Eaton. He was acting
under the secret orders of U.S. President Thomas Jefferson,
after a secret meeting between them on Dec. 10, 1803. (See
Jerry Fresia's "Toward an American Revolution: Exposing the
Constitution & Other Illusions," Boston, South End Press,
1988, p. 102.)

Such secret wars have dotted the history of the U.S., and
made her the enemy of millions on several continents. For
the poor in Latin America, in the Caribbean, in Africa and
parts of Asia, the U.S. is seen as a powerful yet
schizophrenic child. She will arbitrarily remove leaders of
governments, insert agents of disorder, and wage vicious
propaganda wars against other countries through her media
machine.

In an alleged "democracy," why is there even ever a need for
secret war?

In a nation that claims to represent the interests of the
people, how can a secret war be waged? The two are simply
incompatible, for if the government is--in Lincoln's famous
words--"of the people," how can the government keep secrets
from itself?

While the media may manipulate public opinion to justify the
waging of wars, the real beneficiaries are rarely known, and
indeed, rarely are the real causes known. The causes are,
more often than not, economic. While citizens and soldiers
wave flags, corporations wave wallets.

For example, you may still find old-timers who will tell you
that the big one, World War II, was fought against the Nazi
ideology of Hitler. Few would argue with the old geezer. But
how many of us know that American corporations traded with
the Nazis, even during the war? Charles Higham, in his book
"Trading With the Enemy," wrote:

"What would have happened if millions of Americans and
British people, struggling with coupons and lines at the gas
stations, had learned that in 1942 Standard Oil of New
Jersey [part of the Rockefeller empire] managers shipped the
enemy's fuel through the neutral Switzerland and that the
enemy was shipping Allied fuel? Suppose the public had
discovered that the Chase Bank in Nazi-occupied Paris after
Pearl Harbor was doing millions of dollars worth of business
with the enemy with the full knowledge of the head office in
Manhattan [the Rockefeller family, among others]? Or that
Ford trucks were being built for the German occupation
troops in France with authorization from Dearborn, Michigan?
Or that Colonel Sosthenes Behn, the head of the
international American telephone conglomerate ITT, flew from
New York to Madrid to Berne during the war to help improve
Hitler's communications systems and improve the robot bombs
that devastated London? Or that ITT built the FockeWulfs
that dropped bombs on British and American troops? Or that
crucial ball bearings were shipped to Nazi-associated
customers in Latin America with the collusion of the vice-
chairman of the U.S. War Production Board in partnership
with Goering's cousin in Philadelphia when American forces
were desperately short of them? Or that such arrangements
were known about in Washington and either sanctioned or
deliberately ignored?" ("Trading with the Enemy," Dell
Books, 1984, pp. 184-5)

There are wars, and there are wars, apparently.
Unfortunately, there are also secret wars, and the ones who
are in the battlefields, or wave flags, are the last ones to
know.

OMAHA, Neb. -- A surge of civic pride has pushed patriotic lessons
into classrooms across the nation. Older students are writing essays on
American freedoms. Little kids are coloring American flags.
And in classrooms everywhere, children are standing
hand over heart to pledge allegiance.

Now comes the backlash--tentative at first, but getting louder as the
shock of Sept. 11 begins to fade.

Rather than drawing all Americans together, the patriotism campaign has
proved divisive. A small but staunch minority of parents, teachers and
students is standing up to denounce the new boosterism. The pledge of
allegiance is alienating, they say. "The Star-Spangled Banner," too
hawkish. And the lessons on America, land of freedom and justice?
Jingoism.
Propaganda.
"I don't think the schools should have any role in teaching
patriotism, because everyone defines it differently," said Phoebe
Rosebear, a Wisconsin mother of two.

Much of the ire has focused on the pledge of allegiance, newly prominent
in school after school. U.S. Education Secretary Rod Paige has called for
every student from Maine to Hawaii to say the pledge in unison today.
"Join me ... and other proud Americans across the country in showing our
patriotism by reciting the pledge of allegiance," he urged. Millions
will participate, with pride.

But some parents will tell their children to sit out. Some are uneasy
about the religious reference in the pledge. Others find the language
hypocritical when so many Americans still face discrimination. Still
others are troubled mainly by the idea of kids vowing loyalty in lock-step;
they would prefer a more reflective approach that lets students
come to their own conclusions about whether the country
deserves their allegiance.

"Mandating patriotism is a really scary thing. It leads to nationalism
and ultimately, to fascism," said Suzy Grindrod, a first-grade teacher in
Madison, Wis., who refuses to lead the pledge in her class.

"It makes our country as bad as Osama bin Laden [by setting up] a war
between the believers and the infidels," added Annie Laurie Gaylor,
editor of Freethought Today, a monthly newsletter dedicated to the
separation
of church and state.

Those are the extreme views. Others resisting the patriotic deluge tend
to speak with more moderate voices. But they dig in their heels,
nonetheless.

Educators Reject Pledge of Allegiance

In North Carolina, elementary school principal Sam Roman-Oertwig argues
that community service teaches patriotism better than
command-performance pledges do. Her students visit nursing homes,
donate gifts to the poor and write letters of support to kids affected
by the terrorist assaults on New York. But she will not demand
that all her teachers lead the pledge in class, although
a vocal group of parents has called for it.
"Rote recitation," she explained, "is not what makes a person a
patriot."

In Vermont too, school board member Ruth Cody has turned back
a move to make the pledge mandatory for the 1,500 children
of the Springfield School District.

She contends that there are other ways to mold good citizens,
from holding mock elections on local issues to reading aloud
student poetry about America. And she suggests that the pledge
may divide, not unite: "I worry about kids getting picked on
if they don't want to stand up for it because of religious
or moral convictions."

That stance baffles--and infuriates--a great many Americans.

They see the new patriotic zeal as a source of unity in a fractured
society, a source of courage in a frightening world. They want more,
not less, of it in schools. The pledge may be rote, they say,
but it is a symbol that binds Americans together.
And in a time of war, especially,they want their children
to feel part of a great nation--a nation worth fighting for.

"I guess you'd call it indoctrination," said Norm Coleman,
a sixth-grade teacher here in Omaha. That, to him,
is not a scary word: "We're trying to inculcate loyalty."

His colleague, music teacher Deborah Mosier, has every kid
in the school singing in high, sweet voices--not only
the national anthem, but also "America the Beautiful,"
"God Bless the USA," "Grand Old Flag" and an armed
forces medley, complete with marching and mock salutes.

"Can we brainwash the kids?" she pondered. "Well, yeah, we can."
But as long as the pro-America fervor is tempered with respect
for the nation's diversity--of races, of religions, of opinions--
Mosier figures it's OK.

Second-grade teacher Cheryl Riddle agrees: "At this point, I can't see
overdoing it. I really can't."

Much of the rally-round-America fervor that swept schools after Sept. 11
was a spontaneous, from-the-heart reaction to the terrorist strikes.
Teachers collected pennies for the relief effort. Students announced
patriotic themes for homecoming. Principals declared red-white-and-blue
days. And the pledge made a striking comeback.

Making Patriotism Permanent Policy

As the weeks have rolled by, elected officials at all levels have moved
to codify the initial flush of patriotism into permanent policy. Several
states are considering new legislation to make the pledge of allegiance
mandatory. Alabama lawmakers have called on schools to include more
patriotic lessons.

And here in Nebraska, the state board of education dusted off a 1949 law
declaring that every school has a duty to "arrange its curriculum in
such a way that the love of liberty, justice, democracy and America will be
instilled in the hearts and minds of the youth." The law lays out
specific requirements for each grade: To memorize
"The Star-Spangled Banner" or read stories about American heroes
or study the evils of communism.

"This is just a critical time in our nation," said Kathy Wilmot, the
board member who pushed for the long-forgotten law to be emphasized in new
guidelines for district accreditation. "There are enough people out
there who always focus on the negative about this country. This is an
opportunity to focus on the positive."

That approach alarms some critics, who worry that blind loyalty may
replace objective analysis. Even board member Steven Scherr,
who joined the unanimous vote to emphasize the McCarthy-era law,
says he worries it could encourage a "flag-waving" approach to education,
a reflexive "we're better than everyone else."

"I hope the good sense of teachers in the classroom," he said,
"will temper whatever jingoistic attitudes there are."

At Catlin Elementary School, an arts magnet in south Omaha, the new
approach to patriotism is proudly on display.

Even before Sept. 11, every class said the pledge of allegiance daily.
Since then, Principal Kay Mayberry has added a weekly "patriotic
assembly" for songs and stories paying tribute to America.
And patriotic themes thread through each day's lessons.

With her class of second-graders, Riddle spent a half-hour one recent
day reviewing the pledge word by word. "Indivisible," she wrote on the
board.
"What do you suppose that means?"
"It means invisible!" Jacob shouted. "You can't see it."
"It means we can never be beat?" Tyler suggested.
"It means we can't be divided," Riddle explained. "No one can come in
and make us fight each other."

Across the hall, first-grade teacher Christie Miller was reading the
pledge aloud from a book glowing with photographs of American flags
and landmarks.
On the blackboard behind her, she had written the class news: "It is a
cloudy, cool rainy day.... We have a new student.... It is
patriotic Wednesday. We love the U.S.A.!"

In a sixth-grade class, meanwhile, students were creating poems in which
the first word of every line spelled out a patriotic slogan, such as
"God Bless America, Land That I Love." Next door, the fifth-graders had just
completed essays on what it means to be an American.

"Maybe it is someone who helps people when they are hurt," a student
named Randy wrote.

"Americans must believe in peace," Jared proclaimed.
And, from Elyse's essay: "An American would do anything for their
country."

In the patriotic lessons, as in the rest of the curriculum, teachers
emphasize multicultural themes. Second-graders are learning the pledge
in Spanish, and older kids know the national anthem in sign language.
Explaining the word "indivisible," Miller told her first-grade class:
"We don't care what color people's skin is or what color their eyes are.
We're all part of America and we all stand together."

Yet critics are not so sure the new school patriotism is that inclusive.

By emphasizing unity, they say, it makes dissenters look like dangerous
kooks. The pride-in-America rhetoric tends to close out criticism. And
no matter how much individual teachers may praise the value of diversity,
said black Democratic Nebraska state Sen. Ernie Chambers,
"Patriotism always converts into racism and discrimination
against people who are not 'Brand A' white Americans."

Or, as Wisconsin educator Gabriel Chavez put it: "Nationalism tends to
create that us-vs.-them mentality, no matter how you teach it."

As acrimony over the pledge spikes around the country, a few voices are
urging compromise in the name of patriotism. Perhaps the most poignant
comes from a sixth-grader in Chapel Hill, N.C., who has watched in
dismay as a nasty debate over mandatory pledges has ripped apart his
community.

In a letter to his principal, the child urged everyone to focus on
American ideals of freedom, unity and sacrifice for the greater good,
rather than squabbling about the best way to teach kids patriotism.

"At such a time in U.S. history," he wrote, "we need to work together as
a team, as a community. But instead, we are breaking apart and losing each
other."

The Pledge of Allegiance

"I pledge allegiance to the flag of the United States of America,
and to the republic for which it stands, one nation, under God, indivisible,
with liberty and justice for all."

History:
The pledge of allegiance was written by a socialist minister,
Francis Bellamy, in 1892. It has been revised twice since then. In 1923,
the phrase "United States of America" was added.
(The original pledged allegiance to "my flag.")
And in 1954, President Dwight D. Eisenhower
ordered the phrase "under God" incorporated.
Protocol requires that the pledge be said
while standing at attention facing the flag,
with the right hand over the heart.

Frightening, Frantic and Furious

On 29 October 2001, David Blunkett, Home Secretary for the Labour
government,
unveiled his "radical reform for a more robust asylum system".
Electronic tagging, quarantine and deportation were the three main platforms
of his
speech.

Not one word of Blunkett's long awaited review, is an improvement on the
present
system, and the reforms are an insult to all those who contributed to the
review.

The new measures include:
Electronic tagging:
Smart cards. The new biometric card will include photographic and
fingerprint details
of the asylum seeker. This will enable the Home Office to pinpoint the
location of any
asylum seeker, wherever they use it.

Quarantine:
Accommodation Centres will keep asylum seekers isolated from British and
ethnic
communities.

Deportation:
Removal Centres, will concentrate on holding persons who have been arrested
at the
point of refusal of their claim.

Induction centres:
Will be mini Oakingtons, with the main aim being how fast the UK government
can
deport asylum seekers.

Reporting centres:
All asylum claimants will have to report to these centres (when
operational),
which are presently run by Wackehut. This is where people who have been
refused
asylum, will be informed of the refusal, arrested and taken to a removal
centre.

Voucher system still intact:
The value of the voucher which is exchangeable for cash will rise from £10
to £14
but the total value of vouchers will remain at 70% of Income Support levels.
'Smart
cards' will be phased in from January 2002 but are not expected to replace
vouchers
before, Autumn 2002..

Dispersal system:
Dispersal will continue unabated, away from London and the south. Only new
arrivals
from Autumn 2002, will be placed in reception centres.

In July 1998, the government published a consultation document on
immigration
control. The proposals in the document "Fairer, Faster and Firmer - a modern
approach to immigration and asylum" strengthened the existing legislation,
and
became the 1999 Immigration and Asylum Act.

In 1999 it was impossible to imagine a more misconceived and draconian piece
of
legislation. Blunkett's "radical reform for a more robust asylum system" has
proved us
wrong.

Fairer, Faster and Firmer has become Frightening, Frantic and Furious.

What next?

At the NCADC AGM in June of this year, the campaigns passed the following
motion.

"It was agreed that dispersal and vouchers humiliate asylum seekers and the
system
does not work. In the light of that decision it was decided that NCADC
should write
to all the refugee agencies that are implementing National Asylum Support
Service
(NASS) policies and ask them to no longer take part in the shambles that
NASS has
created. It was recognised that the system is such that there is a conflict
of interest
between the role of advocate and NASS contractor."

We agreed to wait for the review before taking any action, now the review
has taken
place and it is quite clear that nothing has changed and things will get
worse.
Should the voluntary sector pull out of implementing NASS policies, let us
have your
opinion.
