Rassismus Tötet
Einladung zu einem Treffen im Rahmen der Kampagne zur Errichtung einesDenkmals
für die durch rassistische Polizeigewalt Getöteten am 11. September in Wien.
Am 1. Mai 2001, zwei Jahre nach dem Tod von Marcus Omofuma, startete eine
Kampagne zur Errichtung eines Denkmals für all jene, die durch rassistische
Gewalt der Exekutive ums Leben gekommen sind. Marcus Omofuma ist kein
Einzelfall. Tödliche Übergriffe des Staatsapparats kommen bei Abschiebungen
ebenso vor, wie bei der "Sicherung" der Grenzen und den Maßnahmen
zur "Drogenbekämpfung". Erinnert sei an die drei Toten letzen Mai in Wien.
Lubomir B. und Richard Ibekwe starben unter rätselhaften Umständen in
Gefängnis, Imre B. wurde von einem Polizisten erschossen.
Am 3.8.2001 erlag der 19jährige Johnson Okbara seinen Verletzungen, die von
einem Sprung aus dem zweiten Stock des Jugendgerichts Rüdengasse herrührten.
Okpara was nach seiner Verhaftung und seiner Entlassung im Rahmen derOperation
Spring ein weiteres Mal aufgrund von Suchtgiftdelikten von der Polizei
festgehalten worden. Es ist noch immer, was während seiner Einvernahme durch
eine Untersuchungsrichterin geschehen war und ihm zum Sprung veranlasste. Am
Freitag, dem 7. September wurde Johnson Okpara am Wiener Zentralfriedho im
Beisein von ca. 20 Personen bestattet.
Selbst das brutalste Vorgehen der Behörden wird politisch gedeckt und bleibt
ohne nennenswerte Konsequenzen. Im Gegenteil: Durch Illegalisierung der
Gewaltopfer erfolgt die Rechtfertigung des Tötens. Anschaulich wird diese
Rechtfertigungstaktik an der sogenannten Operation Spring und ihren
Folgeaktionen. Am 27. Mai 1999 fand die größte Polizeirazzia der 2. Republik
österreichweit statt. Dabei wurden über 100 Menschen als Mitglieder eines
vermeintlichen "nigerianischen Drogenkartells" verhaftet. Obwohl sich die
Operation Spring als kriminalistischer Flop erwies, wurde die
Assoziation "schwarz = Drogendealer" durch diese Aktion im Vorfeld der EU-
Wahlen öffentlichkeitswirksam verstärkt. Seither wiederholen sichrassistische
Razzien regelmäßig und vermehrt vor Wahlen. Die auf die Verhaftungenfolgenden
Strafprozesse laufen immer wieder nach dem selben Muster ab: Es wird die
Existenz eines Drogenkartells unterstellt, was wiederum die Anonymisierungvon
ZeugInnen ermöglicht, die dann die einzigen sind, die die Existenz des
Drogenkartells bestätigen. Die oft allein aufgrund der Aussagen der
anonymisierten ZeugInnen Verurteilten werden nach der Strafhaft unweigerlich
abgeschoben. Eine Praxis, die schon unter der SPÖVP gang und gäbe war undunter
einer blauschwarzen Regierung fortgesetzt wird.
Am Dienstag dem 11,9,2001 findet um 17.00 das naechste Treffen im Rahmen der
Kampagne zur Errichtung eines Denkmals für die durch rassistischePolizeigewalt
Getöteten statt. GEladen sind insbesondere KünstlerInnen, die ihre Ideen zum
Denkmal einbringen wollen, sowie alle an der weiteren Ausarbeitung

Bereits seit einigen Jahren versucht die Bundespolizeidirektion (BPD) Wien,
das Demonstrationsrecht einzuschränken. Mit teils absurden Begründungen
werden zentrale Straßen in Wien für Demonstrationen gesperrt. Die AL hat
nun, unterstützt von der KPÖ und vertreten von der Kanzlei Löw/Riß, Berufung
gegen den jüngsten Untersagungsbescheid eingelegt.
Bei der von der AL für den 20.8. angemeldeten Demonstration gegen die
Polizeiübergriffe in Genua wurde die bekannte Vorgehensweise der BPD Wien
wieder einmal erprobt. Die Demonstration wurde auf der ursprünglich von uns
angemeldeten Route untersagt. Begründung für die Untersagung der Route über
den Graben: "Es ist (...) mit an Sicherheit grenzender Wahrscheinlichkeit
damit zu rechnen, dass es auf Grund der dicht gedrängten
Menschenansammlungen im Bereich des Graben (...) zu Zusammenstössen zwischen
den Demonstrationsteilnehmern und Personen, welchen den Graben (...)
frequentieren, kommen wird. Dies vor allem wegen der gegensätzlichen
Interessen der Demonstrationsteilnehmer und den Passanten. (...) Tätliche
Auseinandersetzungen könnten kaum verhindert werden."
Diese Begründung geht also davon aus, daß alle PassantInnen und TouristInnen
grundsätzlich der Demonstration so sehr feindlich gegenüber stehen würden,
daß sie die DemonstrantInnen angreifen würden, was offensichtlich absurd
ist. Tatsächlich versucht die BPD Wien mit diesem Vorgehen, immer weitere
Teile der Innenstadt für Demonstrationen zu sperren. War es vor einigen
Jahren die Kärntnerstrasse, soll jetzt der Graben folgen. Irgendwann wird es
dann für linke Gruppen gänzlich unmöglich, in der Innenstadt Demos zu
organisieren, schließlich trifft das Argument der TouristInnen (und das
außerdem gebrachte der zahlreich vorhandenen Schanigärten) auf weite Teile
der Innenstadt zu.
Um diesem Vorgehen einen Riegel vorzuschieben, haben wir uns, obwohl die
Berufung nachträglich natürlich nichts mehr am Ablauf der Demo ändert, zu
diesem Vorgehen entschlossen. Wir haben zwar keine Illusionen in den
bürgerlichen Staat und sein Rechtssystem, das bedeutet aber nicht, daß wir
nicht rechtliche Möglichkeiten nützen, wenn sie in unserem Interesse sind.
Wir hoffen mit unserer Berufung, künftige Untersagungen verhindern zu
können, was im Interesse der gesamten Linken ist. Über den weiteren Verlauf

La semaine dernière, une délégation belge s'est rendue à Istanbul, dans la
banlieue de Küçük Armutlu, pour empêcher une attaque meurtrière de la
police contre les grévistes de la faim.
Le 20 octobre 2000, une grève de la faim historique à mis en évidence les
violations systématiques des droits de l'homme dans les prisons. Après 61
jours de « jeûne de la mort » entamé pour exiger la fermeture du nouveau
régime pénitentiaire basé sur l'isolement absolu appelé type F, soit au
matin du 19 décembre, les forces armées firent irruption dans 20 prisons
pour perpétrer le fameux massacre du « retour à la vie » où 28 détenus
périrent atrocement. Cet assaut sanglant a servi à déporter des milliers de
détenus politiques vers les nouvelles prisons de haute sécurité.
Les résistants n'ont pas faibli pour autant puisque chaque semaine, de
nouveaux volontaires ont rejoint le mouvement et aujourd'hui près de 200
détenus observent encore le jeûne.
Relayée au dehors par les parents et les amis des détenus pour briser le
silence imposé par les autorités et la presse, la résistance a donné de
nombreux martyrs hors les murs.
On compte aujourd'hui 63 décès et plus de 100 détenus réduits à l'état de «
morts-vivants », foudroyés par le syndrome de Wernicke-Korsakoff suite aux
tortures par l'intervention médicale forcée.
Au plus fort de la résistance, les ministres de la justice et de la santé
ont subitement décidé de relâcher les détenus qui étaient respectivement
incarcérés ou hospitalisés pour se déresponsabiliser de leur décès et en
espérant que ceux-ci abandonnent leur action sous pression de leurs
famille. Mais comme ils n'ont pas obtenu la moindre amélioration de leurs
conditions, les résistants poursuivent leur action dans des maisons et des
quartiers « de la résistance » comme celui de Küçük Armutlu, sur les rives
du Bosphore. Cette nouvelle tentative de briser la grève par la libération
conditionnelle n'ayant pas abouti, la police s'est préparée à attaquer les
ex-détenus et les familles, qui rappelons-le, sont pour certains, affaiblis
par près de 320 jours de jeûne.
A l'appel de l'organisation d'entraide avec les familles des détenus
(TAYAD), des dizaines de personnes issues des quatre coins de l'Europe se
sont rendues à Istanbul pour s'interposer entre les forces de l'ordre et
les grévistes de la faim grabataires.
Parmi ces délégations, quatre Belges, émus par l'esprit de combativité des
grévistes vont faire le point (ce lundi 10 septembre à 10h30 à l'hôtel
Euroflat, 50, Bd Charlemagne, 1000 Bruxelles) sur une situation qui reste
fort méconnue du public belge en raison de la campagne de diffamation et
de censure menée par la presse turque et en partie relayée les médias
européens. Juliette Béghin, présidente de l'OIP nous fera un exposé sur la
torture par l'isolement dans les prisons d'Europe.Au programme :

Vorige week reisde een Belgische delegatie naar Küçük Armutlu, een
buitenwijk van Istanbul, om een mogelijke aanval van de politie op de
hongerstakers af te wenden.
Op 20 oktober 2000 bracht een historische hongerstaking de systematische
schendingen van de mensenrechten in de gevangenissen onder de
schijnwerpers. Na 61 dagen "vasten tot de dood", een actie om de
afschaffing te eisen van het nieuwe gevangenisregime gebaseerd op absolute
isolering ­ het zogenaamde F-type ­, drongen de strijdkrachten op 19
december binnen in 20 gevangenissen waar ze het beruchte "Back to
life"-bloedbad aanrichtten, waarin 28 gevangenen in verschrikkelijke
omstandigheden het leven lieten. Deze bloedige aanval diende om duizenden
politieke gevangenen naar de nieuwe hoogbeveiligde gevangenissen tedeporteren.
Het verzet is echter niet verzwakt, getuige het feit dat er zich sindsdien
elke week nieuwe vrijwilligers bij de beweging hebben aangesloten; op dit
moment zijn er bijna 200 gedetineerden in hongerstaking.
Buiten de muren werd het verzet uitgedragen door de families en vrienden
van de gevangenen om de stilte van de overheid en de pers te breken, en ook
daar vielen vele martelaars.
Op dit moment zijn 63 mensen om het leven gekomen, en meer dan 100
gedetineerden zijn meer dood dan levend wegens het
Wernicke-Korsakoff-syndroom, een gevolg van medicatie onder dwang.
Op het toppunt van het verzet besloten de ministers van justitie en
volksgezondheid plots om de hongerstakende gedetineerden uit hun cel of
ziekenhuisbed vrij te laten, teneinde de verantwoordelijkheid voor hun dood
van zich af te schuiven, in de stille hoop dat ze hun actie zouden
stopzetten onder druk van hun families. Aangezien ze niet de minste
vooruitgang van hun leefomstandigheden konden afdwingen zetten de
gedetineerden hun actie echter voort in "verzetshuizen" en "verzetswijken"
zoals Küçük Armutlu aan de oever van de Bosporus. Omdat deze nieuwe poging
om het verzet te breken door voorwaardelijke vrijlating geen resultaat
opleverde maakt de politie zich op voor een aanval op de hongerstakers,
waarvan sommigen verzwakt zijn door een vastentijd van bijna 320 dagen.
Tientallen personen uit heel Europa gaven gehoor aan een oproep van Tayad,
een organisatie voor solidariteit met de families van gedetineerden, en
reiden naar Istanbul af om de bedlegerige hongerstakers te beschermen.
Onder deze delegaties bevonden zich vier Belgen die (op maandag 10
september om 10.30 uur in Hotel Euroflat, Karel De Grotelaan 50, 1000
Brussel) de situatie ter plaatse zullen toelichten. In België blijft deze
toestand immers onderbelicht wegens de lastercampagne en de censuur van de
Turkse pers, die gedeeltelijk wordt overgenomen door onze media. Juliette
Béghin, voorzitster van het Observatoire International des Prisons zal een
voordracht houden over marteling door isolering in de Europesegevangenissen.

arms, vow to expel 'Muslim filth'" In it, he exposes Israeli extremists and
terrorists and their effect on the turbulent situation.
Mr. Kelley came under attack, receiving over 300 emails from settler friends
worldwide. He had received only 5 positive emails. We received a phone call
from a distraught Mr. Kelley telling of the overwhelming Jewish criticism.

HEBRON, West Bank -- After a quick prayer, Avi Shapiro
and 12 other Jewish settlers put on their religious
skullcaps, grabbed their semiautomatic rifles and headed
toward Highway 60.
There, they pushed boulders, stretched barbed wire and
set tires afire to form a barricade that, they said,
would stop even the biggest of Palestinian taxis. Then
they waited for a vehicle to arrive.
As they crouched in a ditch beside the road, Shapiro, the
leader of the group, gave the settlers orders: Surround
any taxi, ''open fire'' and kill as many of the
''blood-sucking Arab'' passengers as possible.
''We are doing what (Israeli Prime Minister Ariel) Sharon
promised but has failed to do: drive these sons of Arab
whores from the Land of Israel,'' said Shapiro, 42, who
moved here with his wife and four children 3 years ago
from Brooklyn. ''If he won't get rid of the Muslim filth,
then we will.''
Claiming they have been abandoned by Israel's government
and determined to rid the West Bank of Arabs, vigilante
Jewish settlers are shooting and beating Palestinians,
stealing and destroying their property and poisoning and
diverting their water supplies, Israeli and Palestinian
officials say.
Though Jewish extremists have lashed out before -- most
notoriously in 1994 when a U.S. settler, Baruch
Goldstein, gunned down 29 Arabs in a nearby mosque --
never before have they struck with such frequency,
Israeli officials say. And nowhere has the violence been
as intense as in this disputed city, believed to be the
burial place of the Biblical prophet Abraham.
Nearly 450 right-wing Jews, all of whom are armed and
claim a Biblical right to the land, live here among
120,000 Palestinians. Many, like Shapiro and his
colleagues, are ready to strike at any time.
Israeli and U.S. officials have warned Sharon that if the
violence against Palestinian civilians increases, it
could enflame already high emotions and lead the entire
region into war.
''It only takes a spark to light a very big fire here,''
says Yossi Sarid, a left-wing Israeli opposition leader.
''This is a city that is cursed.''
'A time bomb'
Since the start of the latest surge of violence in Israel
a year ago this month, at least 119 Palestinians have
been killed by Israeli civilians in the West Bank and
Gaza, according to B'Tselem, an Israeli human rights
group that has been critical of both sides. Hundreds have
been hospitalized, it says.
During the same time, at least 30 settlers have been
killed by Palestinian gunmen.
In July, Jewish vigilantes killed three Palestinians,
including a 3-month-old boy, in Nablus. The State
Department condemned the attack as a ''barbaric act'' of
''unconscionable vigilantism.'' No one has been charged
in the attack.
''These people are a time bomb,'' says Hanna Nasser,
Palestinian mayor of the West Bank city of Bethlehem.
''No one is safe.''
The almost daily attacks have been condemned by nearly
all Israelis, including most settlers. Politicians, who
fear the extremists will spoil Israel's attempt to
portray itself as the victim rather than the aggressor in
this conflict, have been the most vocal.
''These Jewish terrorists are criminals,'' Israeli
Foreign Minister Shimon Peres says. ''They've gone too
far.''
Yet, the attacks are expected to increase, Israeli
officials say. A group of Jewish vigilantes who possess
bomb-making materials has formed in Hebron, the officials
say.
The group, which claimed responsibility for three recent
Palestinian deaths, has been distributing fliers in the
West Bank that read: ''Revenge is holy. It should be up
to the government to do it, but unfortunately, the
government does not care about the murder of Jews. There
are people whose patience has run out.''
Security officials also say they fear that the extremists
are widening their targets to include Israeli police and
soldiers sent to protect the settlers, as well as Western
diplomats and European peace monitors. All have recently
been attacked. The settlers accuse them of not doing
enough to protect them or of favoring the Palestinians.
On Aug. 21, 85 European Community monitors who had
patrolled Hebron since 1994 withdrew after complaining of
weeks of verbal and physical abuse by the settlers.
''Every day, we were kicked, dragged and beaten by the
settlers,'' says Karl-Henrik Sjursen of Norway, chief of
the observer mission. ''They made life impossible for
us.'' Shots at a taxi
On a recent Sunday, Shapiro and the 12 other extremists
spotted their first target: a white Palestinian taxi that
had turned the corner and begun to rumble toward them.
From a hill 50 yards away, the Jewish men could be seen
removing the safety locks from the weapons. Their wives
were grabbing extra ammunition clips. Their children, all
of them younger than 12, were picking up rocks.
But the Palestinian driver, upon seeing the settlers,
brought his Mercedes stretch taxi to a sudden stop 50
yards from the checkpoint. He quickly turned the car
around. Cursing aloud, Shapiro ordered the men to open
fire. The shooting lasted for 10 seconds.
At least two bullets hit the car. One shattered its back
window. Several women wearing white Islamic headscarves
could be heard screaming and seen ducking. It wasn't
known whether anyone was injured.
''We'll keep this up until we eliminate all the Muslim
filth,'' Shapiro said before the confrontation. ''We have
to: It's our Jewish duty.''
'God's land given to us'
Analysts such as Elisha Efrat of Tel Aviv University
estimate that 10% of the 177,000 settlers in the West
Bank and Gaza are extremists, people who are willing to
die before giving up their land.
Many of them live behind 25-foot tall stone fences and
bulletproof windows in Hebron. The 450 settlers here, and
the 7,000 others who live down the road in
Israeli-controlled territory, see themselves as the
guardians of Hebron, which is considered Judaism's second
holiest city after Jerusalem. All are protected by
several thousand Israeli soldiers and police.
''This is God's land given to us, the Israeli people,''
says settler Ariel Fischer, 38, citing Biblical passages
that support Israel's claim of the land. Like most of the
extremists, he's Israeli-born. ''If you don't wear a
yarmulke (skullcap), get out.''
Hebron is also home to 120,000 Palestinians, many of whom
live in the hilltop area of Abu Sneineh.
For centuries, Arabs and Jews coexisted peacefully in
Hebron. Then a riot in 1929 resulted in the deaths of
more than 60 Jews. The British, who governed what was
then Palestine, resettled the remaining Jews elsewhere.
In 1967, after Israel captured the West Bank of the
Jordan River, some Jews returned. But those who came were
the most ideologically extreme of Israelis. Backed by
government policies that encouraged them to move into the
West Bank, the Israelis claimed a Biblical right to the
city and demanded that the Arabs leave.
Then in 1997, the Israeli army, which had controlled
Hebron since the war 30 years ago, withdrew from 80% of
the city and ceded control to the Palestinian Authority.
The remaining 20% was left for the settlers.
That was a recipe for disaster, settlers say. Almost
daily since last September, there have been shots fired
into their settlement by Palestinian snipers. In
response, Israel put 30,000 Palestinians, whose homes
surround the settlement, under a 24-hour curfew. It
prohibits them from leaving their homes, even to go to a
doctor or attend school, and jails them if they do. Twice
a week, the curfew is lifted for a few hours to allow the
residents to shop. The rest of the time, they are in
their homes.
Last week, hundreds of Israeli troops, backed by dozens
of tanks and bulldozers, swept into Hebron for several
hours to destroy buildings they say had been used by
Palestinian snipers. Settlers want Israel to reestablish
control of the area by permanently reoccupying all of
Hebron. Until that happens, settlers say, they're forced
to take ''pre-emptive actions'' to stop the Palestinian
gunfire.
''People here are extremely upset,'' says David Wilder, a
spokesman for Jewish settlers here. ''We're upset by the
daily shooting, killings and harassment by Palestinians.
People feel abandoned (by Israel's government) and so
some people are going to take up guns.'' Says another
settler spokesman Noam Federman, ''If we don't take up
guns, we'll be ducks in a shooting range.''
But Israeli officials say the settlers often provoke the
violence. Unlike the Palestinians, the settlers are free
to leave their homes at will. They regularly attack
Palestinian shops while the Palestinians, who are forced
to stay indoors because of the curfew, can only watch,
according to human rights groups.
Ahmad Abu Neni, 55, is blind and a Palestinian. His small
kiosk of cleaning supplies has been ransacked three times
since last September by settlers, human rights officials
say. He also has been beaten in the back with a brick and
punched repeatedly, they add.
Neni says Israeli soldiers tried to break up one of the
attacks by firing a concussion grenade at the attackers,
only to set his clothes on fire. He suffered third-degree
burns. His shop now closed, he survives on handouts of
food and money. ''If I had money and could see, I would
leave,'' Neni says. ''It's just a matter of time before
they beat me again.''
Nearby, Nafez Bani Jaber, 45, was burying all 123 of his
sheep. He says they were poisoned last week after 10
Jewish extremists chased him off his fields. Israeli
police say they have found needles dipped in poison that
they believe the settlers used on the sheep. Police say
poison also was dumped down a nearby well that
Palestinians use.
''First they poisoned the sheep. Next will be the
children,'' Jaber says. ''These are war crimes.''
Often, the violence directed at the Palestinians is aimed
at their Muslim faith. Settlers have spray painted
graffiti reading ''Mohammed is a homosexual,'' referring
to the Islamic prophet, and painted Jewish Stars of David
on the walls of the local Arab market. They also have
surrounded Muslim women and tried to rip off their
Islamic headscarves and body veils, human rights groups
say.
Samar Abdul-Shafti, 36, a Palestinian mother of two, was
photographed last month trying to escape several settlers
who were beating her as they tried to remove her
headscarf. It has happened two other times since then,
she says, revealing bruises on her arms, legs and
forehead.
''The Jews are trying to do to us what was done to them
during the Holocaust,'' Shafti says. ''They must not be
allowed to drive us from our homes. Someone must help.''
'Ashamed to be a Jew'
Palestinian police say they don't have the means to
defend the Arab residents.
Israeli soldiers seem unwilling or unable to help. Noam
Tivon, Israeli Defense Forces brigade commander for
Hebron, says his soldiers are in Hebron to protect the
settlers, not the Palestinians. Tivon says his soldiers
and police officers often are ambushed by settlers whom
he calls ''hooligans.''
The settlers accuse the police of failing to stop the
Arab violence.
''They throw rocks at us, curse at us and vandalize our
police cars,'' says Israeli policeman Shahar Mahsomi, 25.
He suffered a concussion in March after a settler struck
him on the head with a rock. Another settler tried to
stab two police officers in the same scuttle. ''I never
thought I'd be fighting Jews,'' Mahsomi says.
The situation is just as dangerous at the nearby
settlements of Kiryat Arba and Givat Harsina where nearly
7,000 settlers, many of whom are hard-liners, regularly
attack neighboring Palestinians.
''I can't believe we are risking our lives to defend
these fanatics,'' says Sgt. Avi Alamm, 28, as he watches
a settler boy, dressed as the late Goldstein, walked by
with an Israeli flag. Goldstein, who gunned down the 29
Muslims, is revered among some settlers as a prophet.
They encourage their children to dress like him on
occasion. ''The people make me ashamed to be a Jew,''
Alamm says.
Now, many Israelis are calling on the government to
dismantle extremist settlements such as the one here.
''The Jewish settlement in Hebron is a major nuisance,
and the lawless behavior by Jews there in recent days
leads to one conclusion,'' the Israeli newspaper Ha'aretz
recently editorialized. ''Hebron must be evacuated.''

"The Israeli army does not have a state!" Ariel Sharon declared this
week, after the Chief-of-Staff tried to create a fait accompli behind hisback.
I am not sure that Sharon knows where this phrase comes from. It was
coined by the Count Honore de Mirabeau, one of the instigators of the
French revolution, in his essay about Prussia. After stating that "war is
the national industry of Prussia", Mirabeau said that while in other
countries the state has an army, in Prussia the army has a state.
It has been said more than once that Israel is the »Prussia of the
Middle East«. I have tried to analyze the origins of this similarity.
The Prussian state came into being after a holocaust, before which it
was just another small German state, called Brandenburg at the time. In
1618, the Thirty Years War broke out, killing a third of the German people
and devastating most of its towns and villages. It left behind a trauma
that has not yet entirely disappeared.
In the Thirty Years War almost all the major European armies took
part, and all of them fought each other on German soil. Germany is located
in the middle of Europe and has no natural boundaries. No sea, no desert
and no mountain chain defend it. After the calamity, the leaders of Prussia
drew the obvious lesson: if we have no natural barriers to defend us, we
must create an artificial barrier in the form of a regular, big and
efficient army. That's how the Prussian army came into being, a force that
was designed to defend the fatherland, and in the course of time became the
terror of its neighbors, until, in the end, it became the Nazi army
ironically called the Wehrmacht ­ the "defense force".
Israel is faced with a similar dilemma. Zionism was, in the beginning,
a small and weak movement, rejected even by the majority of the Jews. When
the first Zionists came to this country, they were surprised to find here a
population that did not agree to turn its homeland over to another people.
It resisted violently, and the Zionists defended themselves as well as they
could. Then came the Holocaust and annihilated a third of the Jewish people.
It gave Zionism a tremendous impetus. The movement was seen as a valiant
effort by the Holocaust survivors to redeem themselves. By the same
measure, Arab resistance grew. The Zionists needed to create an "Iron Wall"
(as Ze'ev Jabotinsky phrased it) against the resistance, a "defense force"
strong enough to withstand the onslaught of the entire Arab world. Thus the
IDF was born and, in the war of 1948 conquered some 78% of Mandate
Palestine, and in the June 1967 war the remaining 22%, as well as great
chunks of the neighboring countries. Since then, the "defense force" has
become an army of occupation.
In the Second German Reich there was a popular saying, "der Soldate /
ist der beste Mann in Staate" (The soldier is the best man in the state.)
In Israel, the slogan was "The best go to the Air Force". In the young
state, the army attracted the best and the brightest. The attitude towards
the senior officers sometimes bordered on idolatry.
From the time the state was established until today, the generals have
controlled the media, both by means of strong personal relations with the
editors and by a complex network of army spokesmen masquerading as »our
military correspondent«, »our Arab affairs correspondent« (generally former
army intelligence officers) and »our political correspondent«.
Foreign observers have frequently asked whether a military coup could
occur in Israel. That's a silly question, because a coup is quite
unnecessary. Since its early days, the army command has had a decisive
influence on national policy, and its members have occupied key positions
in the Israeli democracy, in a way unimaginable in any other democraticstate.
A few facts may suffice: of the 15 chiefs-of-staff who preceded Mofaz,
two became prime ministers (Rabin, Barak), four others became cabinet
ministers (Yadin, Bar-Lev, Eytan, Lipkin-Shahak). Two prime ministers were
past leaders of the pre-state armed underground organizations (Begin,
Shamir), and one a former Director General of the Defense Ministry (Peres).
Two generals became Presidents of Israel (Herzog, Weizman). In the present
government there are five generals (Sharon, Ze'evi, Vilnai, Sneh,Ben-Eliezer.)
Former generals have always been allotted the key economic positions
and have controlled almost all big corporations and state services. Many
generals became mayors. The entire
political-military-economic-administrative class in Israel is full ofgenerals.
The dispersal of the generals among different political parties does
not change anything. This is proved by the fact that many generals, upon
leaving the army, were offered leading positions in both major political
parties ­ Labor and Likud ­ and chose one or the other according to the
price offered. Some wandered from one party to another (Dayan, Weizman,
Sharon, Mordecai). At the beginning of the present Knesset, four political
parties were headed by generals (Likud by Sharon, Labor by Barak, Merkaz by
Modecai, Moledet by Ze'evi). The religious camp has, until now, been bereft
of generals, but with the appearance of the far-rightist, Effi Eytam, this
will be corrected.
There would have been nothing bad in all this if it would have been
only a personal and professional phenomena. But the problem is much more
serious, because all the governing generals have a common mentality. All of
them believe in the policy of force, annexations and settlements, even if
some of them are less extreme than others. The exceptions can be counted on
the fingers of one hand, and some would say on one finger (the late MattiPeled).
In this respect, there is no difference between active and retired
officers. All of them together have always formed a kind of super-party,
directing the political establishment. Not because they are organized and
decide together, and not because of their strong social bonds, but because
of their uniform way of thinking, which leads them almost automatically to
the same conclusions in any given situation - irrespective of their
belonging to Likud, Labor, National Union or Merkaz. Not necessarily on
every detail, but in the general direction.
One of the results is the neutralization of women in the Israeli
political system. Women have no place on the upper echelons of the army and
its machoist ethos, which directs all spheres of Israeli policy. (The only
outstanding exceptions, Golda Mair, took pride in being "the only man in
the government" and surrounded herself with generals.)
All this is being done quite democratically. In the »Only Democracy in
the Middle East«, the army gets its orders from the government and obeys.
In Israeli law, the government as such is the Commander-in-Chief of the
armed forces. But when the government itself is controlled by former
generals, this is meaningless.
That's how it was in the 50s, when the Chief-of-Staff Moshe
Dayan imposed on the government a policy of "retaliatory actions" and had
it implemented by Major Ariel Sharon. And that's how it is today, when the
same General Sharon imposes the same policy and has it implemented by
general Ben-Eliezer, the Minister of Defense, who happens to belong to the
rival party. (In democratic countries, it is extremely rare for a Minister
of Defense to be a former general.) Sharon's predecessor, the former
Chief-of-Staff Barak, surrounded himself with a bunch of generals,
rejecting all civilians.
Lately a new and dangerous development has taken place. Under the
leadership of the Chief-of-Staff, Shaul Mofaz, a man with a far-rightist
outlook, the army has started to rebel against the »political directives«.
It mobilizes the media against the government and makes it responsible for
its abject failure in the war against »terrorism« - reminding one of the
Prussian generals after World War I who accused the politicians of
"sticking a knife in the back of the army". When Foreign Minister Peres,
with the approval of Sharon, recently started to initiate a meeting with
Arafat, a "senior military source" leaked to the media that the army
strongly objects to all such meetings.
Things reached a climax this week, when the Chief-of-Staff
decided to create across the Green Line (the pre-1967 border) "closed
military areas", with detention camps and military, Kangaroo courts for
Palestinians trying to enter. This means de facto annexation, with
far-reaching political, international and national implications.
Sharon, who heard about this while on a state visit in Russia,
seethed with anger. A game of accusations and counter-accusations began,
with the army leaking secret documents to the media. ("I came across a
document" - a TV commentator announced.)
If this gives the impression that this is a major fight between the
government and the army, it's an illusion. Sharon himself belongs to the
military clique more than anyone else. But he has an old grudge against the
General Staff, which at the time prevented him from becoming
Chief-of-Staff. On top of that, contrary to civilian politicians, he has no
inferiority complex when dealing with the generals.
This is a fight within the family. There are no real differences of
opinions between Sharon and Mofaz. Both believe in the same policy of
enlarging the settlements and preventing any compromise with the
Palestinian people. Both believe in the maxim "If force doesn't work, use
more force". Both are moving towards escalation and more escalation.
In the Weimar republic after World Wart I, there was a saying: "The
Kaiser went, the generals remained". In Israel, the government changes
hands from time to time, but the generals always remain.

in der Slowakei inhaftierten anti-faschistischen Gefangenen Mario Bango

ist und warum wir ihn verteidigen. Bislang sind für den 14.9. Aktionen
in Prag, London, Stockholm, Kiew, Warschau, Berlin, Leipzig, Kassel,
Stuttgart und Thessaloniki geplant. In Bratislava werden wir eine
Pressekonferenz mit dem Rechtsanwalt von Mario machen.
In Wien wird die Donnerstagsdemo am 13.9. am Abend in Zeichen der
Solidarität mit Mario Bango stehen. Treffpunkt: 19.00 Ballhausplatz
Dieser internationale Aktionstag findet statt, da im September die
Justizbehörden entscheiden sollen, wann der Prozeß gegen Mario
stattfinden soll. Wir rufen alle anti-faschistischen und
anti-rassistischen AktivistInnen auf, sich mit Mario Bango zusolidarisieren.
Diese Solidarität ist gerade deswegen so wichtig, weil in der Slowakei
immer häufiger zu rassistischen Gewalttaten kommt. Alleine in den
letzten Monaten wurden zwei Roma ermordet. Der 51-jährige Karol Sendrei
wurde in einer Polizeistation totgeschlagen, woraufhin es zu wütenden
Demonstrationen von hunderten Roma kam. Und erst kürzlich schlugen drei
Skinheads den Roma-Jugendlichen Milan Daniel mit Baseballschlägern tot.
Als sie von der Polizei nach den Gründen für den Mord gefragt wurden,
antworteten sie "Weil er ein Roma war!"
All das zeigt, wie recht Mario hatte, als er bei dem Angriff eines
Neonazis auf seinen Bruder um dessen Leben fürchtete und ihn daher mit
den allen notwendigen Mitteln verteidigte.
Solidarität, die über Worte hinausgeht, braucht Geld! Die Familie von
Mario hat bei seinem Rechtsanwalt Schulden in der Höhe von 89.000
Slowakischen Kronen, was umgerechnet 30.000,-- ATS entspricht. Mario's
Familie kommt aus einfachen Verhältnissen und kann sich eine solche
Summe natürlich nicht leisten. Aber wir dürfen Mario jetzt nicht hängen
lassen! Wir appellieren an alle, die Mario unterstützen wollen, so rasch
wie möglich für die juristischen Verteidigung von Mario zu spenden.

Freilassung von Mario Bango - Jetzt!
Am 14. September ist der nächste internationale Aktionstag in
Solidarität mit Mario Bango!
Rassistische Übergriffe und Morde sind der traurige Höhepunkt der
Diskriminierung und Unterdrückung der Roma in Osteuropa. Die staatlichen
Behörden ignorieren und spielen diese Übergriffe herunter. Das Ergebnis
war eine Emigrationswelle in einige westeuropäische Länder, von denen
sich die Roma verzweifelt erhofften, vor diesen Naziübergriffen sicherzu sein.
Mario Bango, ein junger antirassistischer Aktivist und Roma, war
entschlossen zu bleiben und den Rassismus und Faschismus in seinem
eigenen Land, in der Slowakei, zu bekämpfen. Er und seine Familie waren
wiederholt das Opfer rassistischer Mißhandlungen und physischer
Angriffe. Bereits einmal wurde sein Bruder Edo schwer verletzt, als er
von einem Nazi angegriffen wurde. Er lag zwei Wochen im Krankenhaus.
Als am Freitag den 10.März wieder ein Nazi seinen Bruder in einem Bus
angriff, verteidigte ihn Mario mit einem Messer - was viele junge Roma
aufgrund der Gefahr solcher lebensgefährlicher Angriffen dabei haben und
weil sie wissen, daß sie von der Polizei keinen Schutz zu erwartenhaben.
Der Nazi, der Edo überfiel, wurde schwer verletzt und starb drei Wochen
später im Krankenhaus. Mario versuchte nicht zu fliehen, sondern
wartete, während Polizei und Rettung gerufen wurden. Er wurde sofort
eingesperrt und der Körperverletzung mit Todesfolge beschuldigt.
Die Berichterstattung in den slowakischen Medien stellten sich gänzlich
auf Seiten des Nazi-Angreifers und behaupteten, daß Mario und sein
Bruder die Fahrgäste im Bus bestohlen hätten. Nationalistische Politiker
stellten sich auf die Seite des rassistischen Angreifers und das
slowakische Parlament hielt sogar eine Schweigeminute für einen
"Studenten und Musterbürger" ab.
Im Gefängnis ist Mario regelmäßigen rassistischen Mißhandlungen und
Drohungen von Gefängniswärtern, die offene Unterstützer extrem rechter
Parteien sind, ausgesetzt. Nur das Ausmaß des öffentlichen und medialen
Aufmerksamkeit, die auf die internationale Solidaritätskampagne
zurückgeht, hält sie davon ab, ihn zusammenzuschlagen oder gar zuermorden.
Mario Bango ist kein Krimineller! Sein "Verbrechen" bestand darin,
seinen Bruder vor einem brutalen rassistischen Angriff, deren
Auswirkungen er nur allzugut kennt, zu verteidigen.
Wir rufen alle Menschenrechts-, fortschrittlichen, antirassistischen
Organisationen dazu auf, am 14. September 2001 - ein Tag, der nahe
seines ersten Verhandlungstermins liegt - Solidaritätsaktionen für Mario
Bango abzuhalten und dabei die Forderung "Freiheit für Mario!" zuunterstützen.
Dies ist der internationale Aufruf der Liga für eine
revolutionär-kommunistischen Internationale (LRKI). Der
ArbeiterInnenstandpunkt ist die österreichische Sektion der LRKI.
