History
On 1st of May 1999 Marcus Omofuma was killed on on deportation flight by beeing suffocated (as diagnosed by the bulgarian expert witness). The juridical proceedings against the three accomagnying policemen, responsible for the tying up and in consequence for the death of Marcus Omofuma are drawn out since two years now, because of contradictive reports. Meanwhile the suspension of the 3 policemen is canceled again.

What
On 1st of May 2001, 2 years after the dead of Marcus Omofuma, a campain to built up a memorial for all those who lost their lives through racist violence of the executive organs, is introduced. Marcus Omofuma is no isolated case. Deadly infringements by the apparatus of state happen with deportations, by "protecting" the borders as well as with measures to fight drugs. In these cases even most brutal police - actions are politically covered and have no considerable consequences.

Operation Spring, Victim - Perpetrator - Turning Back
On the contrary: By illegalizing the vicims of violence the killings were justified. These tactics of justification are illustrated by the so called Operation Spring and the following police - actions: On May 27th 1999 the biggest police - razzia in the second republic set place all over Austria. In this razzia over 100 human beeings have been arrested as members of a supposed "Nigerian drug ring". Although the Operation Spring has turned out to be a criminalistic flop, the association "black = drug dealer" was enforced publicity - effective right before the elections to the EU - parliament. The trials after the arrestings again
and again follow the same pattern: The existance of a drug ring is assumed, what opens the use of anonymous witnesses, who then are the only ones to witness the existance of a drug ring. The accused, who often are sentenced only because of the statements of the anonymous witnesses are deported inevitabely after serving their sentences and as known in cases in Nigeria again been put into a trial.

Where/When
The location for the start of the campaign for the construction of a memorial for Marcus Omofuma and the other killed is not by chance these little lawn in front of the Burgtheatre in between the Rathaus and the SPOE - headquater. The SPOE, who celebrates the 1st of May as Labour Day on the Rathausplace shall be reminded on this day that the SPOE minister of interior Schloegl and the SPOE chancellor Klima have prevented political consequences after the killing of Marcus Omofuma. By this these leading polititians and all of the SPOE have stabilized the deportating system and lost a chance to question the racist depotating consensus in Austria and initiate a change of these politics. Moreover, because of their enforcement of and their persisting on these racist
politics they enabled this political developement, who brought to power a rightwing - rightextreme government a year later.

Requirement/Contest
The requirement of the construction of the memorial shall be enforced for the first time with a symbolic action. Together with this a contest for artists for the creation of the memorial, which shall be opened formally on 1st of May 2002, will be held.
