In a sop to the humanitarian groups that provide daily assistance to the migrants across France that the French state only seems able to demonise and persecute, the French Immigration Minister Eric Besson proposed to look at Article 622-4 of the code of entry and residence of foreigners and asylum (CESEDA) which makes it a crime to provide aid and assistance to 'illegal' immigrants.

On an official visit to Calais on the 27th of January 2009 the new Immigration Secretary Besson gave the same old refrain as his predecessors'. Here are two recent reports of the situation in Calais, France from a local activist (translated from French).

Over the last year, the French Ministry of Interior and running candidate for the next presidential election in France, Nicolas Sarkozy has had to back-pedal on its deportation plans in face of a new form of resistance: that of parents and teachers trying to protect children or "illegal" immigrants called "sans-papiers" (without papers).

Freedom of movement and settlement are basic human needs. Migration is a fact, its autonomy could and cannot be regulated, as states and transnational organisations would want.
Migration is a consequence of economic exploitation, political repression and war but also of the legitimate interest of people to find better or different living-conditions.
